【綜合報導】陸軍下士洪仲丘過世2個多月，事發洪姐（洪慈庸）為弟奔波討公道，勇敢又堅強，令各界讚賞，藝人「浩角翔起」中的浩子還自創1張單曲CD《姊仔》送給洪姊（洪慈庸）當做中秋節禮物，此曲被PO網短短3天，點閱率破7萬人次，網友直呼「好聽又感人。」

一開頭浩子說：「在電視機看到妳非常勇敢，而且很愛妳弟弟，我也有很愛我的姊姊，中秋節到了，我做了1首歌送妳。」網友們聽了此歌後紛紛大讚「很感人的一首歌！」此外，網友還替洪姊成立「洪慈庸　我們挺你！洪仲丘！」粉絲團，至今有10萬名粉絲。

【綜合報導】柬埔寨反對黨的支持者今（21日）向國王西哈莫尼遞交請願書。請願書遞交代表松占托稱，共有超過26萬人印下指紋，呼籲西哈莫尼國王延期召開新一屆國會的首次會議。

由於拒絕接受7月28日的大選結果，柬埔寨在野的救國黨近2個月來調查選舉過程中的種種舞弊與違規。但經過兩輪高層談判，執政的人民黨與在野黨仍無共識。人民黨表示，全體68名議員將出席23日的新國會首次會議。

【綜合報導】日前傳出，英國劍橋公爵威廉王子(Duke of Cambridge，Prince William)剛從皇家海軍退役，兩隻在他服役3年期間貼身保護他的軍犬，隨即以「行為問題」與「工作壽命終結」為理由，遭到英國軍方安樂死，這個消息讓英國輿論譁然，當地媒體深入調查後，更發現在過去3年間，竟然有288頭軍犬因為各種非必要的理由，遭到軍方安樂死，其中多為血統純正的犬隻。

英國軍方的作法遭到輿論撻伐，甚至發動萬人聯署，要求軍方不可以這樣殘殺這些經過嚴格訓練的「英雄犬」們。而努力終於傳出好消息，軍方決定，日後除了軍方獸醫之外，任何一頭遭處分安樂死的軍犬，都還要交由至少一名非軍方的動物專業人士評估同意後才能執行。

【陳培煌／台北報導】我國向美國購買的12架P-3C反潛機，首架計畫在本月23日或24日抵台，飛機雖然還沒到台灣，但在美國洛克希德馬丁公司（Lockheed Martin）官網（http://www.lockheedmartin.com/us/who-we-are/global/taiwan.html）上已經可以找到塗上中華民國國徽的反潛機，照片中在機翼與側身都可看到國徽，官網內文並直接稱呼「Republic of China Air Force (ROCAF)（中華民國空軍）」。

P-3C反潛機軍購案高達台幣530餘億元。P-3C屬長程反潛巡邏機，除對海面上船艦的監控外，也針對海中的潛水艇進行偵測。因此，機上配備精準武器包括空射型魚叉反艦飛彈、紅外線導引的小牛飛彈，使P-3C擁有對海、對地的攻擊能力。

因應天兔颱風，國防部出動兵力和連絡官共1162人，截至晚間8時，已協助全台多個縣市1116名鄉民撤離。

中央氣象局說，中颱天兔強度有持續減弱且暴風圈有縮小的趨勢，但暴風圈仍籠罩恆春半島、台灣東部、東南部、中南部陸地及澎湖，各地風雨持續。

國防部今天共有2萬4000名兵力待命，另有500名聯絡官，協助掌握災情、申請及協調兵力，東部、中部和南部共預置2000餘名兵力。

國防部統計，截至今晚8時，第二（東部）、四（南部）、五（中部）作戰區總計派出1162人、輪車66輛，協助1161名鄉民完成撤離，另協助搬運口糧80箱、物資600公斤、沙包堆置3750包及抽水80萬加侖。

國防部表示，針對易造成淹水、土石流、山崩及道路中斷等潛勢地區，已要求各作戰區加強災防整備與兵力機具運用調整規劃，並主動與地方政府聯繫，全力協助地方政府實施災援工作。

知本溪歷經八八風災及去年的天秤颱風，遺留大量的砂石，讓溪床墊高約3公尺，雖然台東縣政府曾進行小型疏竣工程，但還是緩不濟急，溫泉村民及溫泉業者非常擔心發生災害，今年多次向台東縣政府陳情，但始終得不到正面回應，今天天兔颱風過境，知本溪水位暴漲潰堤，溫泉村長廖金增就說：「最擔心的事還是發生了！」

潰堤後，廖金增將附近10多戶村民進行預警性撤離，安置在附近活動中心，並請來怪手吊掛防波堤補強土堤。

因應颱風，交通部預警性封閉6個路段，因山區持續降雨，預計開放時間如下，台7線羅浮至巴陵，22日上午6時；台8線中橫公路關原至太魯閣和台9線南迴公路香蘭至新路，22日上午8時。台20線撒拉啊嗚便橋、勤合至復興及向陽到霧鹿，23日下午6時。台23線東富公路小天祥路段，23日0時。宜51線土場田古爾溪橋便道，30日晚上10時。

之前從來沒有什麼保養的的經驗，就只有用用洗面乳而已 臉的話不太長痘痘，平常早晚洗一次，覺得油油的就再洗 最多好像就洗個3次，洗面乳是用洗顏專科 洗完之後還蠻清爽的，但有時候會覺得臉變得緊緊的 曾經有幾天臉變得很乾，可能是我洗臉方式不對(太用力?) 結果那幾天臉脫皮脫得很嚴重，有點嚇到跑去買了保溼 當時急著要用保濕所以也沒有多比較就拿了一瓶N開頭的(原諒我忘記.. 後來是好了 但我不確定是不是因為那罐保濕 這次後才正視到保養的重要啊! 決定踏出保養的第一步 爬完精華區的新手入門後，打算從最基礎開始 清潔 保濕 防曬 清潔部分:現在是用洗顏專科，用起來沒有什麼不適，只是有時候 洗完臉會緊緊的(太乾?)，如果天氣太乾燥會產生白白的 皮屑(?)，不過這並不是很常發生，這樣有必要換洗面乳 嗎?還是洗完臉做好保濕就好? 保濕部分:這對我來說算是一個未知的領域，爬完精華區之後知道 個大概而已，洗完臉後趁著臉上水分足夠擦乳液保濕， 但化妝水呢?是拿來補充水分的嗎?洗完臉後臉上水分足 夠時，直接擦保濕，不需要擦化妝水。平常，臉上水分 不夠時，先噴化妝水再擦保濕。水分足夠時沒必要用化 妝水，這樣理解應該沒有錯吧? 防曬部分:平常也是沒有再防曬的，直到因緣際會下拿到的一瓶安 耐曬金瓶，不過沒有擦得很勤，之前對防曬有稍微研究 過，發現學問真的很多，我到現在都不清楚我是算中性 膚質還是乾性膚質，用過的防曬也只有安耐曬，用起來 沒有特別的感覺，不會覺得不舒服也不會有黏黏的感覺 但是有沒有用我就不清楚了，畢竟我沒變黑也沒變白， 當然也沒曬傷，往年沒有防曬也是一樣，不過防曬還是 必要的，不是很想變黑... 以上好像都還沒說到這篇的重點 囧 其實我是想問有推薦的保濕產品嗎? 洗完澡洗完臉之後的乳液?(擦臉擦身體?) 有必要買到化妝水嗎? 至於防曬的話，有推薦的品牌嗎? 因為我現在人在韓國，對品牌不太了解，所以希望大家可以推薦我 韓國自己的牌子也可以，國際品牌也可以，最好能多一點，我怕我找不到... 來韓國之後有時候手背到手腕有脫皮的狀況，那天去明洞買了Burt's Bees 的護唇膏跟護手霜，雖然一次都沒用過，但好像蠻多人推薦的就買了 不過護唇膏比台灣貴了點... -- Sent from my iron man mark 42 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 220.66.70.81
