衛生福利部疾病管制署統計，今年已累計234位在國外感染法定傳染病的本國籍旅客，創近3年同期新高，其中以登革熱與急性病毒性Ａ型肝炎占多數。

疾病管制署提醒，今年東南亞地區登革熱等蚊蟲傳染病疫情嚴峻，民眾出發前應先了解各國重大疫情，旅遊時採取適當防護措施。

美國官員表示，華盛頓已允許委內瑞拉總統馬杜羅的訪華專機飛越美國領空。委內瑞拉外長此前表示，美國拒絕馬杜羅乘坐的專機在前往中國訪問時飛越美國的領空。

馬杜羅在結束訪華後，將於下周前往美國參與聯合國大會會議。

委內瑞拉抱怨說，美國在委內瑞拉代表團前往美國的凖備工作方面設置了後勤方面的障礙，令事情變得複雜。美國駐加拉加斯大使館發表聲明說，委內瑞拉未按照規定申請飛越權，飛越權通常需要提前三天提出申請，但委內瑞拉前一天才提出。

聲明還說，外交許可規定，飛機必須是國家飛機，但委內瑞拉的飛機不是。

美國的聲明指出，儘管委內瑞拉申請遞交的方式不妥，但美國與委內瑞拉官員在美駐加拉加斯大使館已合作處理此事。

委內瑞拉外長豪亞此前曾表示，美國拒絕委內瑞拉總統馬杜羅在本周末乘專機前往中國訪問時飛越美國的領空。豪亞譴責美國的作法為「侮辱」。

委內瑞拉駐華盛頓外交官奧爾特加星期五說，經過雙方的「密集對話」，美方改變了決定。奧爾特加對委內瑞拉國營電視台表示，美國政府在幾個月前批准同一架飛機飛行類似的航線，一點問題沒有。

他說，委內瑞拉感到擔憂，因為馬杜羅總統計劃乘坐同一架飛機抵達美國紐約，出席9月24日至25日舉行的聯合會大會。2013/09/21

天兔颱風將減弱為中度颱風西行，關島附近海面新形成颱風「帕布」則往日本方向前進，預計明(22)日早上解除陸上颱風警報。人事行政局也公布了22日全台各縣市上班上課狀況，請民眾注意下列資訊。

全台22日已達停止上班及上課標準，明日停班停課的縣市包括：台東縣大武鄉、金峰鄉、達仁鄉、蘭嶼鄉等4鄉鎮。

22日未達停止上班及上課標準即仍需要上班上課的縣市包括基隆巿、臺北巿、新北巿、桃園縣、新竹巿、新竹縣、苗栗縣、臺中巿、彰化縣、雲林縣、南投縣、嘉義巿、嘉義縣、高雄巿、屏東縣、宜蘭縣、花蓮縣、臺東縣、連江縣。

至於臺南巿、澎湖縣和金門縣還未宣布是否停班停課訊息。

【陳如嬌／台北報導】台鐵公布明天列車行駛狀況，南迴線因仍處於強風暴雨中，台鐵將持續密切觀察風雨狀況，確定安全無虞後，再做復駛預告。北迴線、花東線將在風雨停止後，全面檢視路線狀況，在安全無虞之下，預估明天6時起陸續恢復行駛，但如有特殊狀況發生，將採行限速或停駛。花蓮─台北明天也將會加班疏運北返旅客。

台鐵其他各線列車(包括支線)明天均恢復正常行駛。阿里山森林鐵路平地線嘉義至竹崎明天也恢復營運，但神木線、沼平線、祝山線仍停駛，將等阿里山森林遊樂區開園後才恢復行駛。
