【綜合報導】英國2名尋求刺激的青少年，22日在高架橋的拱門上慢跑，下面還有朋友拍下整個過程，一旁民眾看到無不傻眼，表示年輕人太莽撞，完全無視生命安全，萬一不小心滑倒或是一陣強風吹來跌下，不只可能死亡，還會危害橋上的行車安全。
 
這2名年輕人在位於威爾斯瑞宜的佛伊德橋上，挑戰這愚蠢的冒險，在離地9公尺高的拱門上慢跑，底下車水馬龍，怎麼看都是極度危險的行為，雖然他們平安下橋，但已造成眾多民眾恐慌報警，不過警察表示不會深入調查，但會放上警告標語，並研討相關措施，預防類似事件再度發生。

台大醫院創傷醫學部主任柯文哲今天到台中演講。外界非常關心他是否要參選台北市長？柯文哲說，「我有在學習、參訪、考慮，政治其實沒那麼難，找回良心而已」。

外界一直很關心柯文哲是否參選？他說，「這是很有趣的一件事，就算我不選，也可以寫一本書談『我對台灣政治的觀察』」，選舉需要天時、地利、人和，台灣社會太泛政治化，明年底才要選舉，距離現在還有一年半，現任的市長做得好不好？都沒有人管了！

柯文哲說，民進黨都以為，國民黨只要爛到一個程度，選舉就會贏，其實這是「死狗理論」，「民進黨執政遙遙無期」。以反核四為例，不是單純為了反對而反對，應該要提出替代方案，如果有很清楚的論述，不應該只有70％支持反核四，民進黨心態應該要修正，否則非常不好。

【綜合報導】肯亞內政部長表示軍方將西門購物中心整個徹底檢查過一遍，沒有發現任何人，也沒有遇到槍手襲擊，推斷所有人質應該都已平安撤離，並表示軍方已完全掌控購物中心，但仍尚未宣布事件落幕。

根據美聯社現場記者表示，安全部隊人員透露顯然還有人質在裡面，否則這起事件早就會結束了

【綜合報導】非洲肯亞首都奈洛比商場遭到恐怖攻擊事件，已經進入第3天，當地警察總長稍早表示「一切很快會結束」，因為槍手已經無路可退，並強調已經救出多名人質。而遇襲的西門購物中心(Westgate)今天至少已傳出4次爆炸巨響。承認發動襲擊的索馬利亞回教激進組織「伊斯蘭青年運動」(Al Shabaab)稍早揚言，若安全部隊以武力攻堅，他們便會殺死人質。

但肯亞當局已經開始強攻購物商場，現場傳出連串猛烈爆炸聲及槍聲，更冒出黑色濃煙，內政部長表示，濃煙是槍手焚燒超市內的床墊造成，目的是要為他們提供掩護。

內政部長強調，當局已全面控制商場各樓層，並擊斃2名槍手，他們已無路可逃，並指人質事件快將結束。軍方則稱，槍手來自不同國家。

苗栗檢警偵辦竹南鎮大埔「張藥房」老闆張森文溺斃案，昨天三度重返大埔橋，以抽水馬達將橋下水溝的水抽光，初步判定最深處達228公分，但並未發現可疑跡證，張森文家屬昨晚舉辦頭七法會，場面肅穆哀戚。

檢警昨天上午10點再度回到大埔橋下採證，並調來大型抽水馬達抽水，約一個多小時，看見排水溝底部為漏斗型，檢警同時拉線測量水深與離岸距離。歷經4小時半抽水、採證，檢警初步測量排水溝最深處達228公分，張森文陳屍處水深也有217公分，方圓一公尺水深200公分，排水溝底部並未發現可疑物品。

張森文的長子張元豪、張家委任律師詹順貴等人也在場關心，詹順貴說，張森文死後6天檢警才來抽水採證，擔心大雨沖刷，加上人群汙染，相關跡證恐遭毀損；張元豪無奈地說，不論結果如何，「家屬都會承擔」，只希望爸爸能安心地走完最後一程。

張家親友昨晚為張森文舉辦頭七法會，28日將重返「張藥房」原址舉行告別式，張元豪說，27日下午將先搭設棚架進行誦經法會，告別式訴求「簡單、隆重」，讓父親一路好走。

【綜合報導】先前傳出22日肯亞發生的購物中心槍擊案，主嫌為曾參與英國倫敦「七七爆炸案」的恐怖分子未亡人，綽號「白寡婦」的莎曼珊盧思韋特（Samantha Lewthwaite），不過肯亞政府官員表示，參與攻擊的恐怖份子全為男性，其中有部份則扮成女性。

肯亞外交部表示「白寡婦」和這起攻擊案應該沒有關聯，安全部隊人員則指出攻擊者來自不同國家。

（中央社記者李晉緯台北23日電）富邦女子高球公開賽27日即將開賽，眾女將除將爭取新台幣100萬元的冠軍獎金，還將力拚揚昇LPGA台灣錦標賽的外卡。

總獎金提高到新台幣500萬元的2013富邦女子公開賽27日起，將在林口東華球場進行3回合，共54洞的比賽，今年的賽事共吸引10國近100名選手參加。

今年的富邦女子公開賽除了總獎金提高，冠軍獎金也提高到100萬元，同時，由於揚昇LPGA台灣錦標賽的最後1張外卡，將發給台巡女子賽年度獎金排行榜中尚未獲得揚昇LPGA台灣錦標賽資格排名最高者，因此這場比賽顯得格外重要。

去年拿下富邦女子公開賽冠軍的姚宣榆說，去年在富邦女子公開賽拿下的冠軍，是自己轉入職業後的第1個冠軍，因此今年再戰富邦女子公開賽，自然格外有感覺，雖然自己的近況不是非常理想，但是仍將全力爭取衛冕。

台灣女子職業高爾夫協會理事長劉依貞說，希望台灣選手能努力打出好成績，除為自己爭取搶下揚昇LPGA台灣錦標賽的外卡，並站上國際舞臺，也為台灣留住冠軍榮耀。1020923

【辛啟松／台南報導】自來水公司第六區管理處將施做南化複線「平和橋水管橋工程」及「左鎮至豐德湖底水管橋工程」，大台南區從明天凌晨起大停水46小時，影響範圍有17個行政區、39萬5500戶。水公司呼籲用戶及早儲水備用，並記得關閉抽水馬達。
 
水公司指出，停水區域影響範圍大，包括台南市東區、中西區、北區、南區、左鎮區、山上區、大內區、新化區及善化區；永康中山南路、中山北路以南、中正二街以南至縱貫鐵路。另有歸仁區、關廟區、龍崎區及仁德區、西港區、七股區等。管線末端、大樓用戶及地勢較高地區用戶會稍延遲供水，若位處龍崎、關廟區或於管線末端、恐會延遲10到18小時。
 
水公司六區管理處副理王英銘表示，南化複線工程把原有的水管橋加高，輸水幹管也加大，計有2400及2000毫米兩種大口徑新舊管線開挖、銜接，完工後可避免水管橋遭颱風豪雨沖毀。水公司預定停水時間是從24日凌晨起施工停水46小時，25日午夜過後逐漸恢復正常供水。詳細停水情形，民眾可洽1910或上網查詢http://www.water.gov.tw。

【王覺一／綜合報導】金鶯陳偉殷今天先發出戰光芒，第3局連續三振3、4棒龍戈利亞(Evan Longoria)與超級新人邁爾斯(Wil Myers)，只是金鶯貧打依舊，前3局仍未敲出安打，目前仍以0比1落後。
 
陳偉殷前3局被敲2安打，三振3次，2次四壞。第2局被邁爾斯(Wil Myers)敲出安打，接著對楊格(Delmon Young)投出四壞，再被貝克漢(Tim Beckman)敲出高飛犧牲打，失去1分。
