世足賽外圍賭盤美賭城遭查禁　8人被逮

8名來自馬來西亞、中國和香港的人，涉嫌在美國賭城拉斯維加斯賭場酒店內非法收受數以百萬美元計的世界盃足球賽賭注，遭美當局被捕。
 
美國當局透露，來自馬來西亞的50歲疑犯Wei Seng Phua與另外7人，於賭城拉斯維加斯凱薩皇宮賭場飯店的房間內，安裝DSL線和WiFi，接受投注。
 
聯邦調查局和內華達州賭博控制委員會人員，周日於飯店三間套房內展開拘捕，並查獲一部用來紀錄投注的筆電。
 
美檢方表示，遭拘押的8人中有4人來自馬來西亞，1人來自中國以及3名港人，年齡介於22歲至56歲之間。其中主嫌Wei Seng Phua還是黑幫組織三合會高層，上月18日其也曾因在澳門收受外圍世足賽賭注而被捕，後獲保釋。此次8人遭美當局逮捕，若成罪將面臨高達5年的徒刑，以及最高25萬美元（約750萬元台幣）的罰款。（國際中心／綜合報導）

萬魚湧入大鵬灣 啄吻遊客腳

〔自由時報記者陳彥廷／東港報導〕上週浣熊颱風從台灣東方海面經過，替東港大鵬灣帶來嬌客，屏東帆船協會總幹事楊瑞吉上週末發現大鵬灣帆船基地淺灘處突湧入上萬隻「銀鯧」幼魚，只要遊客將腳伸進水中，就馬上包圍和細啄，遊客直呼「沁涼又舒服！」

趁假日帶小孩到大鵬灣親水的廖明俊說，經過帆船基地沙灘時，發現有一群人圍觀，還發出驚呼聲，湊近竟發現淺灘處有無數的小魚聚集，只要把手或腳伸進水裡，就會吸引魚群輕輕細啄，「感覺癢癢的！」相當好玩。

楊瑞吉指出，這些銀鯧幼魚十分喜歡與人互動，用飼料吸引就會聚集在手邊，還有遊客乾脆全身躺下享受「去角質」，畫面十分有趣。

鵬管處則表示，樂見成群小魚留在大鵬灣成為新的遊憩資源，但仍呼籲遊客善待小生命，也不要將牠們擅自捕撈或帶回家，讓生態圈能永續。

日職／古巴全壘打王 加盟羅德海洋

古巴聯賽最多MVP、單季全壘打紀錄保持人Alfredo Despaigne，即將跨海加盟日本職棒。千葉羅德海洋隊宣布，補進這門右打大砲外野手，但還沒發表背號、以及赴日日期。

28歲的Despaigne拿過3次古巴聯賽MVP、3座全壘打王，寫下單季36轟紀錄，國際賽成績也很耀眼，獲得2008年北京奧運銀牌，並打過兩次世界棒球經典賽，2013年的WBC，他擊出三支全壘打，並列第一。

羅德球團6月下旬派人到古巴，觀看Despaigne出賽，經過一個多月交涉，終於得到正面結果。

「很高興能到日本打球，」Despaigne說，「日本人很親切，在WBC看到日本棒球水準很高。我的好朋友、也是國家隊友Frederich Cepeda、Yulieski Gourriel，都在日本打球，能跟他們重逢，是樂事一件。我會努力幫助羅德隊贏球，希望能有貢獻。」

羅德隊目前戰績36勝45敗1和，暫居太平洋聯盟第四，落後第三名的日本火腿鬥士隊5.5場。

標題：Windows 8 真的比較「實用」，Microsoft 推低價筆電回擊 Chromebook 資料來源：http://chinese.vr-zone.com/121139/ 如果不是什麼咖，Microsoft 可能連理會都不想，但現在面對 Chrome OS 的壓力 下… Microsoft 已經瞄準了 Google Chromebook，因為該公司 COO Kevin Turner 宣布多款價格與 Chromebook 接近的 Windows 筆電。 這裡面包含了 Acer 15.6 吋的 Intel Celeron 處理器筆電、Toshiba 11.6 吋的筆電， 價格都會在 250 美元左右；此外，最便宜的應該會在 199 美元左右， 但規格並沒有明確提到，可是從兩台採用 Intel Celeron 處理器來看， 這款 199 美元的 HP 筆電也不用妄想採用 Intel Core 系列處理器。 Windows 究竟有什麼是 Chromebook 所不能做的，透過截圖應該可以清楚見到。 想要用 250 美元的價格選購一台工作用的筆記型電腦，這顯然已經回到過去小筆電時代 ，我們不能說處理器效能表現不佳，因為 Intel 處理器一直在進步， 但相對的，作業系統以及應用程式的肥大，也讓人相當困擾。 這場 Windows 與 Chromebook 的戰爭只是剛開始，對於處理器供應商 Intel 而言，並沒 有任何損失，因為不論是 Google 或是 Microsoft，都是 Intel 的合作夥伴與客戶。不 論市場要推 Microsoft Windows，或者是 Google Chrome OS，只要品牌廠繼續選擇 Intel Inside，那麼 Intel 處理器的出貨量將會免於被 ARM 所吞噬。 另外，雖然低價 Windows 筆電規格已經降低，但從整個策略來看，Microsoft 似乎也調 降這系列產品的 Windows 授權金。 微軟真的會怕嗎？ 基本上越來越多OS推出了，在平版跟手機肆虐的時代， 消費者使用不同OS的比例也提高了，再加上其他os便宜，又夠一般使用 win的優勢是真的會減少的 我自己是很期待chromebook在台灣上市 雖然我也不知道那種沒辦法用win軟體的OS拿來要做啥 但是如果一般公司行號要作簡易文書、簡報等 一台約7K的11-13吋筆電 我是覺得滿便宜的，也滿好帶的 或許是這個原因讓微軟得這樣推吧？ -- ※ 發信站: 批踢踢實業坊(ptt.cc), 來自: 114.32.68.47 ※ 文章網址: http://www.ptt.cc/bbs/nb-shopping/M.1405399342.A.9CF.html

匿名檢舉私劣菸酒 不發獎金

檢舉私劣菸酒必須出示真實姓名。財政部修正檢舉違規菸酒獎勵辦法，明令匿名或未出示真實姓名的檢舉人，將不再發放檢舉獎金。

目前，檢舉違反菸酒管理法相關規定，包括提供產製或輸入、販售私劣菸酒等違規行為相關資料或線索，因而協助主管機關緝獲違章的案件，檢舉人最高可獲獎勵金480萬元。

不過，鑑於檢舉人匿名或不以真實姓名檢舉，往往導致獎勵金長期滯留在機關專戶帳上，造成帳戶管理困擾，財政部因此修訂「檢舉或查獲違規菸酒案件獎勵辦法」增訂檢舉人匿名或不以真實姓名檢舉者，不適用獎勵規定，無法核發檢舉獎金。

辦法修正後，有三種類型檢舉案件不得發放獎勵金，包括：檢舉人匿名或不以真實姓名檢舉；檢舉已發覺的違規菸酒案件；查無具體事證或與檢舉事證不符者。

修正辦法也針對發給檢舉人的獎勵金訂定追繳條款，即獎金發放後，才發現屬於查緝機關原已發覺的違規菸酒案件時，有權收回獎勵金，並指定由受理檢舉機關辦理獎勵金追繳事宜。

財政部指出，依據現行規定，應得獎勵金人員經書面通知領取，屆期未領取，其應得獎勵金可暫存機關專戶；屆五年仍未領取者，退回中央主管機關依規定繳庫。

但是財政部表示，除匿名檢舉案件，會造成獎金發放作業延宕，產生帳戶管理或人頭戶冒領獎金的困擾外，應得獎勵金人員如因無法通知或放棄領取時，也會出現相同管理問題，因此，新辦法亦授權受理檢舉機關或查緝機關，對於遲未領取的獎勵金，可以先行繳庫。

基於保障領獎人的權益，財政部也配合增訂通知領取獎勵金的時限規範。

依據現行獎勵金的發放程序，違規菸酒案件在判決或行政處分確定後，即由承辦機關將處理確定案件逐案填表載明案由、處理情形及擬發給獎勵金數額，函報中央主管機關。中央主管機關在審核相關文件後，據以核發獎勵金給承辦機關。

修正後的辦法明訂，承辦機關自獎勵金核撥次日起一個月內，需通知主辦及協助查緝機關領取獎勵金；檢舉案件部分，受理檢舉機關則應自接獲通知次日起一個月內，通知檢舉人並轉發獎勵金。

持榔頭搶銀樓 歹徒逃逸無蹤

苗栗縣頭份鎮一家銀樓今天晚間遭到歹徒闖入，一名男子手拿榔頭敲破玻璃，搶得金飾後逃逸無蹤，警方正積極追緝。

頭份鎮民族路附近居民指出，晚間8時許聽到有人大喊搶劫，走出門察看，發現一間銀樓前散落滿地玻璃；銀樓業者指出，遭到一名男子搶走大把金飾，想要上前追趕已經來不及。

鄰居指出，搶劫前發現有2名可疑男子在附近閒晃，懷疑搶劫的歹徒疑似有人接應，才會迅速逃離現場。

警方到場蒐證發現，銀樓業者一度把門反鎖，歹徒為了逃跑，手拿榔頭敲破門窗玻璃，導致手部被割傷，在現場留下許多血跡，員警除了協助銀樓業者清點損失之外，也漏夜採證，積極追捕在逃的歹徒。

協商破裂/南非持續罷工 豐田、福特組裝廠停工

Thomson Reuters 15日報導，因南非最大工會「全國金屬工人協會(NUMSA)」持續進行罷工，故豐田汽車(Toyota)已於14日宣布，因零件供應商進行罷工，故德爾班工廠2條產線將自15日起停工，而福特(Ford)也於14日以相同的理由宣布南非組裝廠將暫時停工。

報導指出，Mercedes-Benz也表明目前組裝廠所需的零件已相當吃緊，因此業界也預估今後恐有更多車廠將被迫停工。據悉，目前BMW、日產(Nissan)和福斯(VW)的南非工廠仍如常進行生產，惟各家車廠也緊盯罷工的最新狀況。

NUMSA所屬的20萬名以上勞工因要求調薪，故自7月1日起展開罷工，而該起罷工行動迄今已持續了2週時間。

據Thomson Reuters指出，NUMSA於13日拒絕了資方所提出的新調漲方案。據報導，NUMSA勞方要求的薪資漲幅為12-15%，惟資方新提出的方案則為今年調漲10%、明年9.5%、之後9.0%。

南非的罷工活動經常讓產業蒙受巨大損失，NUMSA超過3萬名汽車業工會成員曾在2013年舉行為期四週的罷工行動，導致產值損失了約20億美元。
