【陳郁仁／海地報導】總統馬英九出訪中南美洲的「賀誼之旅」，今來到海地，他是兩國建交五十七年來，第一個造訪海地的中華民國總統。馬總統下飛機後就與海地總統馬德立進行雙邊會談。總統府發言人李佳霏會後轉述，馬德立提出希望台商投資海地的觀光計畫；馬總統回應，這部分請我駐海地大使評估，然後在台灣辦理說明會，邀台商一起尋找更多投資機會。

馬總統在會談中說希望海地能在國際場合，共同推動讓中華民國有意義參與國際組織及活動，他也邀馬德立到中華民國訪問；馬德立回他，會盡快找個合適的時間，來台訪問。

【賴宇萍╱綜合外電報導】在老闆表態有意裁員後，員工可千萬要諸事小心。據科技網站Business Insider報導，美國線上（AOL）執行長阿姆斯壯（Tim Armstrong）上周五舉行一場預計公布裁員計畫的會議時，一名員工依照慣例拿出相機要拍照，卻慘遭阿姆斯壯勒令離開，立刻將他解雇，等於當著1000名員工的面，炒他魷魚。

AOL共經營900家本地新聞網站Patch。阿姆斯壯在會議的前1天才透露，將把Patch的 900個網站縮減到600個。Patch約有1000名員工聆聽上周五的會議。

據媒體部落格JIMROMENESKO.COM取得的錄音顯示，當阿姆斯壯談及可能影響數百名員工前途的遣散計劃時，Patch創意總監亞伯．藍茲（Abel Lenz）拿出相機想要拍照，但阿姆斯壯卻突然喊出，「亞伯，立刻放下相機。」（「Abel, put that camera down, now.」），沒有喘一口氣就接著說，「亞伯，你被解雇了。出去。」（「Abel, you’re fired. Out.」）

阿姆斯壯僅用短短的10個英文字，就讓藍茲當場捲鋪蓋走路。不過在5秒的一片寂靜之後，阿姆斯壯又若無其事繼續發表演說。

【陳嘉恩／台北報導】《工會法》規定企業工會經會員同意後，僱主需自勞工薪資中代扣會費轉交給工會，以往工會需蒐集個別勞工同意書後轉交資方代扣薪資，時常造成麻煩、衍生爭議。勞委會近日發布解釋令，即起只要企業工會經過會員大會或會員代表大會決議、或訂定在工會章程和團體協約中，或勞資雙方原本就已有代扣會費的慣例，即視為法令中所說的「會員同意」，僱主就有協助代扣會費的義務。

勞委會指出，縱使個別會員另行出具書面給資方要改為自行繳納會費，資方也不能停止代扣，除非會員退費或出會，才不需再代扣會費，避免資方動輒以停扣會費手段干擾工會運作。勞委會統計，目前國內有883家企業工會，會員總數約54萬多人。

香港泛民以「挑撥離間、撕裂香港、其心可誅」三組大字批評梁振英周日的言論。早年曾以溫水煮青蛙來形容香港早中共滲透一說，而在當日的記者會上，公民黨黨魁梁家傑以「烈火烤蛙」形容現今香港處境，認為梁振英進一步肆無忌憚的挑撥離間，估計他已計劃好要出動防暴部隊和催淚彈對付反對者。

香港特首梁振英8月11日到天水圍出席地區論壇，多個政黨和團體到場示威抗議，批評梁振英將香港中共黑道化，應該儘早下台，梁振英在論壇突然高調宣稱，林慧思事件由於有新的視頻曝光，要求教育局長就事件提交報告。（潘在殊／大紀元）

他譴責並質疑梁振英要求教育局局長吳克儉就林慧思事件交報告，是讓整個港府向林老師及其學校施壓，他直指「這種壓力很明顯是為了進一步撕裂和激化我們的社會。」

梁振英還叫曾舉報前行政會議成員林奮強及張震遠的人士道歉，梁家傑指其動機也是製造群眾鬥爭，「中共在建政以後就是做這些群眾運動多不勝數，拉一派打一派。而梁振英真的赤化香港，他現在做給你看。」

製造文革批鬥 暴力維穩

香港工黨議員何秀蘭擔憂香港已出現中共文革式批鬥，「組織正規部隊以外的紅衛兵，縱容暴民去打擊政治異己。這些是文革十年給內地的浩劫。香港現在有這些影子出現，由一句粗口去開始批鬥。」

她呼籲港人和公僕要警惕：「第一，我們不能容許警隊政治化。我們更加不能容忍梁振英包庇警隊縱容暴民襲擊市民。如果香港人到今時今日也不作聲，法治會在梁振英手上徹底玩完。」

香港工黨主席李卓人認為，梁振英的言行證明他心理不平衡，面對低落的民望向市民作出大反擊，是一個心胸狹小、報復心重的小人。對於梁近來的表現，可總結出四宗罪，首先是官黑勾結，「民間搞維和部隊，政府警察就變了維穩部隊，兩方面夾攻，用暴力去對付示威人士，這個官黑勾結其實很可怕。」

第二宗是大搞文革批鬥，「連一個老師他都要用特首公權去批鬥她。」第三宗是打擊異己，「舉報他的朋友，他就要他道歉。」第四宗是破壞政府公務員中立，包括警隊中立。

斥梁搞黑社團 賠上警隊聲譽

公民黨議員郭家麒形容，周日是香港最黑暗的一天，斥責梁在社會上搞疑似黑社會社團，周日的論壇上便是典型的例子，「一些不知名的社團人士，可能很明顯是支持梁振英，做了一幕社團加警方的合作。

一齊維穩，這是香港最大的悲哀，梁振英為了他自己政治目的，可以將警隊聲譽賠上去。」

街工議員梁耀忠強調，林老師事件起於警方對青關會侵擾法輪功問題上的執法不公。他說近期在網上又看到一段發生在紅磡火車站的短片，有旁觀的市民要求高級警員對青關會執法，「青關會的人用橫額包圍法輪功學 員，令他們喘不過氣來，他（市民）叫他（警察）處理，他處理也不處理，而是望住他，揮揮手就算……這是公道公平施行法治嗎？」他強調，問題的癥結就是法輪 功是中共眼中釘，「所以你就縱容這麼做。」他要求梁振英讓保安局局長就青關會問題交報告。

昨日剛好是梁振英的59歲生日，泛民議員認為，梁振英已沒有資格繼續擔任特首，希望他生日快「落」。◇

外交官員表示，馬德立總統在海地民意支持度高達六成，常有群眾在路邊熱情要他走入群眾，馬德立也會很親民的走進去。此外，《蘋果》詢問為何興建最高法院需要價四點七億台幣，負責興建的的海外工程公司人員說，海地物資缺乏，都依賴進口，台灣一包水泥要兩千元，海地要八千，所以興建成本較高。
