蘋果日報-主計總處砍預估值 出口下半年難樂觀
全球經濟成長減速，國際預測機構陸續下修全球成長，主計總處昨不僅將經濟成長率預測值，自2.4%下修至2.31%，同時認為台灣下半年出口不如預期，一併將今年出口成長率預測值降至2.3%，較5月時下修0.52個百分點，主要是受國際因素影響，出口表現不如過去強勁。

　　IC設計陸續召開完第 2 季法說會，多數廠商對第 3 季的看法皆偏向保守，其中手機晶片聯發科等相關廠商，分別因產業庫存修正，以及PC相關需求疲弱等因素，而面臨第 3 季旺季不旺的窘境，不過也因第 3 季營運提前修正，因此各家對第 4 季的淡季效應看法較為樂觀。

就中長期而言，驅動IC受惠螢幕解析度提升，營運看法仍正面，類比IC則是積極布局其他電子產品如面板電源IC，與平板電腦周邊IC產品，期望開創新營運動能，但PC相關產品干擾，營運表現仍得面臨逆風。

今年上半年IC設計營運表現以手機相關最佳，如聯發科第 2 季就繳出亮眼成績單，第 3 季預期營收可增5-13%，毛利率也持續上揚，展現旺季成長力道，也顯示智慧型手機與平板電腦的浪潮下，相關廠商營運有成長空間。

同樣在行動裝置產品帶動下，驅動IC上半年也有不錯成果，其中聯詠、旭曜等相關廠商營收皆亮眼，不過由於大尺寸面板庫存進入修正期，中小尺寸雖然需求佳，但也不免一同跟著調整，因此第 3 季各家營收看法也偏向保守，其中聯詠就估第 3 季營收約與第 2 季持平，但看好第 3 季營運提前修正，第 4 季淡季修正幅度可望較少。

相對手機相關IC，類比IC立錡與致新，由於營運仍與PC關聯性較高，因此第 3 季在PC產業表現壓抑影響下，營收看法保守，但兩家皆積極布局其他新領域，主要動能來自面板電源IC，支撐下半年營收，而立錡則看好，第 4 季英特爾新平台帶動下，營運仍有期待的空間。

整體第 3 季來看，IC設計營運成長表現較佳的領域仍以手機相關為主，其中以聯發科為首，營收季增幅度看法最樂觀，而其餘廠商則是各自表現，不過許多廠商由於第 2 季出貨基期墊高，因此第 3 季不免要面臨庫存修正的壓力，導致旺季不旺，多數廠商寄望在第 3 季營運提前修正後，第 4 季淡季下滑幅度可望較以往還少。

監察院長王建煊拋出廢除監察院主張，綠營贊成，藍營正反意見不一。民進黨團總召柯建銘建議，因修憲門檻太高，若真心廢監院可比照當年「凍省」，九月開議後直接刪除監院預算，讓監察院「虛級化」。

正在泰國訪問的民進黨主席蘇貞昌說，王建煊常常語出驚人，不過監察院喪失功能也是事實。現在各方民意要求改革，應做到馬總統當年競選時「完全執政，完全負責」的承諾，盡早回應民意，給國人一個交代。

柯建銘說，廢監院若「玩真的」，根本不用提修憲，總統府、立法院、監察院三方就可馬上改革；立院可刪預算，王建煊辭院長職務，展現決心，另明年監委換屆，馬總統也大可不提監委名單。

但同樣贊成廢監院的國民黨立委王惠美說，刪預算只是一時、非長久之計，釜底抽薪應由制度著手，討論要維持五權或改為三權分立？若朝野有共識，修憲不是太難。

國民黨內也有反對聲。國民黨立委呂學樟說，根據我國憲政體制，五權分立才是正軌，監院有其功能與存在必要；至於刪預算則不實際，經常門的人事費等支出，依法不能刪。

贊成廢除監院的民進黨立委昨也紛紛「出點子」。李俊俋擬下周提案修憲廢監院。陳其邁說，王建煊應辭院長，在民間推動「廢除監察院聯盟」並自兼召集人。

【實習記者陳雪蕾／綜合外電報導】微軟（Microsoft）次世代電玩主機XBOX One原定 11月在全球21國同步開賣，但由於軟體翻譯延宕等問題，比利時等歐洲8國，將延後至2014年上市，首批上市國家減為13國，歐洲部分國家電玩迷恐怕要失望了。
 
微軟昨在官網宣布，為確保有足夠供應量，並提供因應各國設計的應用程式及內容，XBOX One在比利時、丹麥、芬蘭、挪威、瑞士、瑞典、俄羅斯和荷蘭等8國，上市時間將延後，預計最快要到2014年才開賣，屆時將附送1款免費遊戲作為補償；美、英、法、愛爾蘭、紐西蘭等13國，可望如期在今年11月開賣。

【大紀元2013年08月16日訊】（大紀元記者林怡香港報道）揭露勞教所黑幕的紀錄片《小鬼頭上的女人》，導演杜斌和主要講述人劉華都先後遭到當局的打壓。杜斌在被中共密捕37天後取保候審，劉華夫婦則遭警方打擊報復。劉華日前發表一封「政府資訊公開申請書
」揭露警察如何打壓夫婦倆的經濟來源，意圖令他們無法繼續在北京生活。

劉華在信中控訴說，她54歲的丈夫岳永進，因為舉報村支書貪污腐敗受到打壓，導致左腿肢體下部粉碎性骨折，三級殘疾，有家歸不得，只能流浪在北京。為了代步和掙口飯吃，省吃儉用，東挪西借，湊了近7000元錢，於今年6月17日買了一輛電動三輪車，僅幹了十多天拉客的活，就被當地警察於7月18日晚19時在馬家堡地鐵站附近給扣押了，「當時，來了二十多名員警，還有十名巡警和協警，不由分說，就將我丈夫的電動三輪車給扣押了。你們沒有出示任何法律手續，給我開具的諮詢單上無公章、無負責人簽字。」她又說，當時警察給一份所謂的《關於加強三輪摩托車和殘疾人機動輪椅車管理的通告》，丈夫出示三級殘疾證明警員不理，又拒絕在諮詢單上簽字。令她們夫婦倆一下頓失生活經濟來源，
「我的生存權都被它剝奪了，因為我維護我的合法權舉報貪官腐敗上它們打擊報復我13年，我們倆口被教養了七年我丈夫因黑箱操作把腿也殘了，我要生存，我家裡的房子已經躺了沒法生存，我流浪在北京，那我要活下去我就要弄個電動代步車賺點小錢因為我還要吃飯，我生存權都給剝奪了，他們把我的車給搶了，就不讓我活活的權利都沒有。」

由於警察執法沒有出示正式法律手續和相關依據，針對警察貪腐的現象，劉華進行暗訪，發現原來區內有很多三輪車主都遇到同類的境遇。

譬如，被扣的三輪車都要被迫繳納數額不等的罰金，從2800元至1800元，還要購買兩條好香煙（好處費）給聯絡孫彩雲老闆的中間的線人（即中間搭橋要車的人，每輛車要提成300元）來享受，「我在走訪中，一個來自河南省的三輪車主告訴我說，在6月和7月，他的三輪車兩次被抓：第一次被迫繳納罰金2500元，外加一條價值200元的香煙送給中間的線人享受；第二次被迫繳納罰金2800元，罰金交給了孫彩雲老闆，同時還被行政拘留7天后，才把三輪車討回來。他繳納的5300元罰金，孫彩雲老闆沒有向他開具正規發票和任何收據。」

個案中很多金額很大的都沒有給正式的收據，有的因為罰款太重，不願交錢，車也不要了，這些警察就將車子解體賣了，把錢分了「這簡直是無法無天，打著人民的法律給的權力，他們執法去搶劫，然後叫社會上一些混混去敲詐勒索，每個地鐵口拿絞子的都有一個線人，抓到一個就可以分贓。」

行政院長江宜樺表示，電費10月一定漲，引發業界、民生用電憂慮。民進黨立委李應元今天指出，台電在「促進電力開發協助金」，2012年竟補助台北市政府新台幣542萬元，但台電一再重申虧損嚴重，必須漲電價，否則會破產，為何還有錢補助財源相對充裕的台北市政府？

他說，台電未能合理的解釋前，全民實在很難接受再漲價。「促進電力開發協助金」是補償火力或核能發電廠附近居民，這些居民為公眾用電做了犧牲，因此獲得台電回饋合情合理，但台電在台北市內又無火力或核能發電廠，難道台電要當債多不愁的「散財童子」?
