美國豪華電動車製造商特斯拉汽車(Tesla Motors, Inc.)對加州有錢人來說變得跟有機食品一樣熱門？AllThingsD 25日報導，加州新車經銷商協會(California New Car Dealers Association)公佈的最新統計數據顯示，2013年上半年Tesla豪華運動跑車「Model S(見附圖)」在加州賣出了4,714台(其中光是6月份就賣出了1,097台)、對加州豪華車市的佔有率多達12%，超越Audi A6、Mercedes M Class、BMW X5與Lexus GS，居所有車廠之冠。

qz.com 25日報導，根據加州新車經銷商協會調查，Tesla 6月擊敗的豪華車品牌包括別克(Buick)、凱迪拉克(Cadillac)、克萊斯勒(Chrysler)、飛雅特(Fiat)、捷豹(Jaguar)、荒原路華(Land Rover)、林肯汽車(Lincoln)、三菱汽車(Mitsubishi)、保時捷(Porsche)以及富豪汽車(Volvo)。

以Tesla目前僅賣Model S一款車種、而其他老牌車廠卻在展示間列出多款轎車、休旅車(SUV)來看，Tesla的表現其實相當驚人。加州是美國規模最大且引領潮流的汽車市場。

Tesla甫於8月20日宣布，Model S在美國國家高速公路交通安全局(NHTSA)的安全測試中拿到的評等勝過史上任何一部受測車種。Tesla當時表示，在所有測試項目中，由電力驅動的Model S都拿到五顆星最高評級，歷史紀錄顯示，只有1%的受測汽車可達到同一等級。此外，Model S乘客在意外中受傷的機率則創歷史新低紀錄。此前，美國消費品評鑒雜誌《Consumer Reports》亦給予Model S有史以來最高測試評等。如今再加上NHTSA背書，更證明Model S並非虛有其表。

Tesla已計畫大舉拉升Model S產量、同時要在明(2014)年量產次世代電動休旅者(SUV)「Model X」，而在產能需求日益龐大的壓力下，執行長Elon Musk透露出要在歐洲、亞洲等地額外建廠的訊息。彭博社報導，Musk 8月21日在接受彭博電視專訪時表示，該公司今年計劃在加州Fremont廠生產至少21,000輛Model S，並於2014年將產量拉升一倍。他說，長期來看Tesla的建廠據點會擴散至歐洲、亞洲以及美國其他區域，透過接近客戶所在地的策略節省物流成本。

Musk同時承諾，Tesla會在五年內推出符合大眾需求的電動車。VentureBeat甫於8月20日報導，Tesla 8月5日在美國專利商標局申請了「Model E」汽車名稱專利。不過，Tesla但並未對這個名稱是不是專門為Tesla大眾車款設計多加評論。

針對日前監委沈美真提出台灣離婚率過高研究報告，內政部長李鴻源表示「這是沒頭沒尾的543」，綠營立委也批評監委「管太多」，李鴻源25日也澄清，沒有說過「543」這種話，且會尊重監委職權。監委李復甸、程仁宏25日受訪時均力挺沈美真。李復甸以「丙吉問牛」故事，肯定沈美真注重大局，並非外界所想的如此粗淺；程仁宏表示，沈美真有獨到見解，民眾在通盤了解前不應草率批評。

監察委員沈美真、尹祚芊日前表示，台灣離婚率過高，恐傷害孩童身心健康與家庭權益。近日監察院特別發函約詢內政部、教育部、衛福部等官員，呼籲政府官員向民眾宣導不輕言離婚的觀念。監委約詢對象包括內政部、教育部、衛生福利部等，層級上至部長、次長，另外，內政部戶政司、衛福部社會及家庭署等官員也都在約詢之列。

據媒體報導，內政部長李鴻源在接獲約詢時曾表示，「離婚的結果並非政策造成，這種沒頭沒尾的543，不會親自出席。」李鴻源25日澄清，「並沒有這種說法，且會尊重監委職權。」他提到，離婚率高乃是先進國家共同問題，台灣也不例外。但國內的人口結構與其他國家不同，因台灣有許多從國外嫁來的新住民，在無法適應新環境的狀況下也可能導致離婚率偏高。

雖然遭受許多外界壓力，遭綠營立委批評監委「管太多」，甚至被認為，監察委員應著眼於更重要的事情，如冤案與司法上的不公，若正事不管，不如「關掉」。但監察委員李復甸受訪時歎道，監委之所以為監委都是經由總統提名，有一定的專業水平，絕非無聊人士。他說，沈美真之所以提出這份報告必定有其原因，絕對不是要出風頭。

李復甸以漢代宰相「丙吉問牛」的故事為例，某日，丙吉在轎上，見樵夫打架打死人卻不理會，見牛耕田喘氣，拉不動犁，反而急忙下車查看。樵夫不解，上前詢問，丙吉回說，打架死人有地方官吏處理，牛耕不了田卻可能是因曆法不準，有失農時，屬於制度上的缺失，若不處理，後果嚴重。

李復甸表示，沈美真處事認真、富人文關懷，一向關心社會問題。他說，「行政單位一向不喜旁人指指點點，但眼見日前離婚率高，沈美真擔心社會制度或教育上出了問題才會提出此一報告，並非如外界所想的如此粗淺。」評論此事件的人應先看過約詢報告，再下定論。

監察委員程仁宏也表示，每位監察委員偵辦案件的方向都不同，在未開會審查前都無法了解對方處理案件的內容。雖然各監委獨立辦案，但程仁宏認為，沈美真之所以會提出關於離婚率的報告，自有她的出發點與獨到的見解，因此在通盤了解之前確實不應妄下定論。

【綜合報導】英國南部達特穆爾發生家畜遭殘忍肢解斬首，疑為是邪教的祭祀儀式。
 
當地一個農場7月中開始，陸續傳出動物被凌遲致死，第一批受害者是農場內4隻鴨子，被斬首後兩隻兩隻並排在地上，以及一頭角被部分切除的山羊，還有一頭馬的腳蹄遭人用鐵撬硬生生拔起。
 
一個月後另一頭名為巧克力的山羊，被斬首內臟也全被移除，皮膚也遭一片片撕下，手法殘忍，由於當地多年來盛傳有教徒殺動物祭祀，農場主人憂心恐是邪教徒所為，目前已經所有動物都轉移到安全的地方。
 
農場主人不知道為什麼自家的動物會成歹徒行兇目標，消息傳開後當地居民都嚇壞了，當地警方正循線調查，盼能將盡快逮捕兇手，釐清動機。

法人指出，下半年可持續注意生技族群，尤其有政策面新藥支持的個股，可望跟著受惠，國內生技相關個股包括神隆（1789）、友華（4120）等，投資人可透過權證擇優布局。

神隆是國內原料藥龍頭、全球大藥廠抗癌原料藥關鍵供應商之一。神隆將與大陸新藥原料開發公司「桑迪亞」攜手，搶入全球與大陸原料藥代客研發、製造及臨床試驗領域，並在日本東京設立辦事處，爭取日本抗癌針劑商機。

友華近期在新藥大有斬獲，旗下友霖生技與美國合作夥伴研發中的創新配方，預定第4季向衛生署TFDA申請過動症新藥第三期臨床試驗計畫。友華旗下子公司友霖生技兩項包括：抗帕金森氏症、過動症的新藥已經進入授權成熟期，海外商機達百億元。

友華集團上下游布局完整，從奶粉、保健食品、醫美產品、進口藥品銷售等，營運獲利穩健，去年每股稅後盈餘2.78元。

看好生技相關個股的投資人，不妨挑選距到期日超過二個月以上、價內外10%左右的權證，這樣的權證與現股具高度連動性。

看好神隆營收力道的投資人，可以參考連結神隆的富邦ML（065438）、群益3C（064709）。

至於友華，則可參考凱基QU（708962），目前處於價內4%，距到期日仍有144天，或是參考永豐SH（708935）。

【黃仲瑜／新北報導】外面著火了！昨天晚間10時許，蘆洲區長安街發生一起機車火警，附近鄰居發現立即拿滅火器將火勢撲滅，其餘鄰居趕緊打電話報案。
 
警消調查，車主陳姓女子在家裡與男友吵架，男友負氣出門後機車就燒起來了，另有目擊者表示，男子與女友吵完架，去便利商店買了打火機，回來對女子的機車縱火，目前警方已經介入調查，縱火男子到案後將依公共危險罪送辦。
