〔編譯俞智敏／綜合首爾十九日外電報導〕北韓最高領導人金正恩最近對逃離北韓高壓統治的「脫北者」使出新的利誘手段，不但保證脫北者返國後不會受到懲罰，還提供現金或新房獎勵。

南韓的脫北者表示，某些返國的脫北者甚至還有機會登上國營電視台晚間黃金時段節目接受表揚，但這些人接受表揚後的下場不得而知。自金正恩上台以來，北韓已為返國的脫北者舉行過至少六場記者會，最近一次是在今年六月。

還可上電視接受表揚

去年一名返國的朴姓婦女在電視記者會上公開為背叛祖國道歉，並感謝金正恩用「無私的愛與照顧」把她帶回國，國營媒體還報導該名婦女後來在平壤獲贈一間新房，與兒子和媳婦共享天倫之樂，另一名脫北者則痛批南韓是「沒有愛的糟糕世界」。

金正恩此舉與其亡父金正日形成鮮明對比：金正日執政期間刻意掩蓋叛逃者議題，更嚴懲脫北者的家屬。但金正恩上台後，北韓特務過去一年來頻頻造訪脫北者家屬，遊說叛逃者返國。有些脫北者透露，他們甚至聽說有偽裝的脫北者向真的脫北者表示，回國可拿到五千萬韓元（約一百三十四萬台幣）賞金，還有機會在電視上露臉。

目前無法證實在逃離北韓的兩萬五千人中，究竟已有多少人返國。今年稍早，有一名北韓漁夫駕著偷來的拖網漁船四度逃回祖國，引起南韓媒體大幅報導。專家認為，金正恩可能希望藉此向北韓人民表示，脫北者在南韓一點也不快樂，許多人生活悲慘，只能從事低薪工作，而且很難融入南韓社會，而在南韓的脫北者也同意此說與事實相去不遠。

不過，在施以懷柔手段的同時，金正恩也加強北韓與中國邊界的圖們江與鴨綠江沿岸安全戒備，讓北韓人更難脫逃，並持續將叛逃者及其家屬送進監獄。據南韓官方統計，去年抵達南韓的脫北者只有一千五百人左右，比前一年的兩千七百人大幅減少四十四％，今年上半年的脫北者也比去年減少十五％。

【台股收盤】簡伯儀：台股恐回測年線

【高佳菁／台北報導】台股開低走低，終場下跌67點，以7832點作收。國泰證期顧問處協理簡伯儀表示，台股今天走勢偏弱，指數下跌過程中，出現下殺取量，收盤創近期新低，在築底失敗指數恐回測7801點年線。
 
簡伯儀指出，台股昨受奢侈稅影響，營建股重挫3.61%，盤中只有金融股表現相對抗跌，在指數昨再創近期新低，弱趨格局不變下，指數難有表現空間，建議投資人謹慎為宜，不需過度加碼。

在5月底聯準會主席柏南克表示，QE可能開始準備退場後，投資市場就指引了後QE時代的走向，我在6月份寫過多篇文章，提醒新興市場風險高，並在6月22日，寫了一篇「後QE時代的三好與三壞」，特別指出債券、東協基金與新興股市、原物料，是必須要先避開的族群。隨著QE退場腳步近了，趨勢更加確認。

這幾天的印尼、印度、泰國的股匯市變化，更顯示這些國家的投資環境明顯惡化。最新公布數據，印尼第二季GDP成長率為5.81%，但7月通膨率高達8.61%，再加上第二季經常帳赤字達98億美元，史上最高，造成印尼股市在8月19日重挫5.58%。

泰國第二季GDP僅2.8%，遠低於預期，再加上負債比已達GDP的80%，此也讓泰國股市在8月19日下跌3.27%。印度近期盧比大貶、資金大舉外流，印度股市也呈現連續三個月下跌走勢。

我在8月最新出版的新書中，指出後QE時代的七大投資趨勢，其中就指出東協股市的風險，以下是書中內容摘要：

趨勢七，東協股市小心過熱的秋季

過去幾年表現最亮眼的新興股市當屬東協股市，包括泰國、馬來西亞、菲律賓、印尼等股市，從2009年以來呈現強勁上漲走勢，並紛紛在2013年突破1997年金融風暴前的高點，再度創下歷史新高紀錄。

東協涵蓋十個國家，包括新加坡、泰國、馬來西亞、菲律賓、印尼、越南、寮國、汶萊、緬甸、柬埔寨等十國。目前東協人口超過6億人，至2012年GDP規模達2.3兆美元，同時據估計至2020年這個區域的GDP規模可達4.7兆美元，幾乎可以再翻一翻。

東協十國中，除了新加坡原屬亞洲四小龍外，就屬泰、馬、菲、印尼，GDP規模較大，也是這一波的成長重心。受到東協自由貿易協定上路，再加上中國因為人民幣升值與2009年後進行產業結構調整，反而促成東協四國快速成長，2012年平均都創下5.5%到6.5%的經濟成長率，幣值升值、股市也創新高，可說是氣勢如虹。 (接下一頁)

大陸近期一系列穩增長策略奏效，帶動「克強指數」7月大幅彈升，專家指出，陸股在多項政策鬆綁帶動下，中長期走勢看俏；對應到台股方面，上周五股價強過大盤、法人單周逆勢買超且兼具利多題材的個股，包括台泥、中鋼、建漢等15檔大陸政策鬆綁受惠概念股，將是多頭強棒領頭羊！
