【張貴翔／新北報導】新北市新莊福樂街上月28日凌晨發生住宅火警，造成1家4口輕重傷，李姓屋主的女兒楊怡真（27歲）被警消救出時一度失去生命跡象，到醫院時由消防局新莊分隊隊員曹君嘉協助院方電擊，搶救後恢復生命跡象，連醫生都讚許曹君嘉「有夠專業。」
 
今午1時許，由新北市消防局二大隊長尚少華帶著曹君嘉等同仁到醫院探視楊女，她因吸入性嗆傷，仍須使用器材協助呼吸，一見到救命恩人頻道感謝，家屬也很感激警消將他們1家4口從火場救出。尚少華表示，當時知道楊女從鬼門關被救回時，同仁都很振奮，也期許楊女早康復。

維持15元目標價及"增持"評級。在特高壓進入常態化建設的背景下，加之配網和海外新市場空間的開啟，我們預計2013-15年EPS為0.51/0.84/1.24元，維持定增注入後0.42/0.71/1.04元的備考EPS預測（按新股本），維持15元目標價及"增持"評級。後續催化劑包括：特高壓線路的定標及審批提速、配網招標結果超預期、海外大單。

浙北-福州特高壓定標在即，特高壓審批速度有望加快。我們預計浙北-福州特高壓GIS將於9月底前定標，按以往市場份額估算公司中標約10個間隔，考慮到此線路基建的持續推進及公司此前的大量預投，我們預計四季度有望確認5個間隔以上。基於近期能源局與國網的溝通成效，加之穩增長的需要，我們預計特高壓審批或在年內加速，樂山-武漢/錫盟-南京等線路有望獲批，正式進入常態化建設階段。

天津配網戰略意義深遠，年內或見訂單。我們認為配網建設即將進入大提速時期，公司作為國網重點專案的天津配網基地的佈局正逢其時，我們尤其看好其中真空滅弧室國產化的前景（約占規劃產值的35%）。我們認為天津配網專案已具備投標資質（通過型式試驗），在今年5、6批配網招標中有望獲取訂單。

海外市場快速開拓。我們認為在公司的大力拓展下，海外市場將成為新的增長極，估算今年集團訂單或超預期地達到達20億元（其中印度市場約10億元且開關占比高），隨著後續融資專案增多，我們認為出口訂單規模仍將大幅攀升。

風險因素：特高壓收入確認慢於預期、特高壓審批進程仍具不確定性。
