【綜合報導】美國一現年22歲的卡車司機，因酒後駕車，卡車失速開到對向車道，撞死一名61歲退休海軍軍人，當時由於案件仍在調查中，警方並未公開肇事者的身分。

目前這起事故仍在審理階段，肇事者被律師告知如果他願意撒謊的話，就有可能逃過刑期，不過這名肇事者不僅不願撒謊，還主動公開身分，拍下自白影片，放上網路向大眾告解。

影片中他公開自己的名字說道「我是馬修卡道爾，2013年6月22日那天我撞死了文森坎札尼」，馬修表示他將承認有罪，並願承擔應有責任，拍攝這段影片是希望讓大眾借鏡，絕對不要酒後開車，犯下和他相同的錯誤。

【廖珮君╱台北報導】美國經濟數據逐漸好轉，QE退場在即，投資市場變化多端，壽險業者建議，民眾可掌握3招檢視手上投資型保單，首先觀察保單所連結的基金標的表現，再和其他同類型基金做比較，最後設停利停損點，避免投資型保單績效受到影響。

第一金人壽總經理林元輝說，投資型保單和傳統保單不同，投資型保單的保單價值準備金，會受到所連結的投資標的影響，「若是投資標的長期持續虧損，可能會影響到投資型保單的保障部位」。

適時作標的轉換

他說，若手上有投資型保單的民眾，除定期檢視投資標的績效，也要留意重大經濟事件，例如美國QE（Quantitative Easing，量化寬鬆）政策、日本經濟走向等，都需適時了解可能造成的影響，調整投資標的配置。
壽險業者建議，民眾可掌握基本3招來檢視投資型保單績效。首先觀察整體市場表現，例如市場大盤指數，再評估保單所連結的基金標的表現，是比大盤好、還是更差。
其次，民眾可找出與其他同類型基金標的做比較，若是發現持有標的長期績效不佳，就可考慮轉換到其他標的；若是績效良好則可繼續持有。通常保險公司每年會提供約6次免費投資標的轉換，民眾可多利用。

看景氣調股債比

最後是設停利停損點。業者建議，可考量自己風險屬性及基金波動程度來設定範圍，讓獲利可以落袋為安，確保損失不會擴大。
林元輝說，若景氣即將好轉，可分配較多比率在股票型基金，若當景氣反轉，則以債券型基金為主，若是前景不明，可暫時將資金停泊在貨幣帳戶，降低景氣波動的風險。
林元輝也建議，若民眾沒有時間、也無法隨時注意市場變化，現在壽險業者也有推出「類全委」投資型保單，也就是委託基金公司幫忙操作的投資型保單，由專家幫忙操盤，可充分掌握投資市場變化，也較能嚴守投資紀律。
目前推出「類全委保單」者，包括第一金人壽、法國巴黎人壽、國泰人壽和中國信託人壽等多家壽險業者。

慎選類全委保單

不過壽險業者也說，類全委保單是壽險公司委託基金公司代為投資操作，保戶無法自己選擇投資標的，保戶購買前，還是要先了解該基金公司過去的績效、投資策略、投資組合等。
此外，由於投資型保單容易受投資績效影響，理財專家提醒民眾，買投資型保單後，「千萬不要放著不管，也不要把資金都放在同一類型的標的中，需要做好股債配置比例，也就是雞蛋不要放在同一籃子內，才能確保風險分散」。
中國人壽表示，投資型壽險功能多元，除提供保險保障與保單帳戶價值累積機會外，許多同類型商品還有彈性的保費繳交方式、提供投資標的轉換，及投資標的部分終止免費次數等，可協助民眾實現各項人生規劃。

【蔡進男／基隆報導】基隆市1名24歲劉姓工人，今天下午開車行經西定路的中山派出所時，不慎撞到1輛違規迴轉機車。警方獲報到場將2人帶回調查，發現劉男渾身酒味，酒測值高達 0.77毫克。

劉男還口氣很差的對著被他撞的陳姓騎士說：「你在看什麼！」劉母獲報趕到警局了解，沒想到劉男一見到母親就淚流不止，態度頓時軟化下來。劉母安撫他說，犯錯就要認錯，要乖點！警方訊後將劉男依公共危險罪移送法辦。

【劉智維／高雄報導】「一樣一條路，為何大細漢差這麼多」，台三線公路連接高雄市內門區與台南市南化區，但縣市交界兩邊分屬公路總局兩個單位管轄，內門區當地里長發現，兩邊道路兩側鋤草標準不一，台南市部分明顯較為徹底，反觀高雄市部分就顯得草草了事，他痛批感覺就像「看別人吃牛排，我們卻只有滷肉飯」。
 
公路總局高雄工務段段長林俊和表示，公路總局對於道路兩側鋤草範圍為路旁排水溝、擋土牆等結構物以外一公尺，將要求承包商落實執行鋤草並加強督導，讓兩處路容較為一致。

【胡守得／台北報導】昨夜請辭的法務部長曾勇夫，自上午9時20分到法務部整理物品後，一邊整理、一邊接待絡繹來訪的舊屬，直到晚間9時20分、整整打包12小時才離去；曾勇夫說，今天把物品、書籍整理一番，心裡感覺踏實，這兩天踏出辦公室，感到有點難過，但告訴自己就要離開法務部，人生有不同的階段，這個階段就是我要離開的時間。
 
記者追問是否受委屈，曾勇夫說，「委屈的事已放下，並離我愈來愈遠，」並強調「已放下，就不會興風作浪」。
 
被問到外傳關說案其實是馬英九要拉王金平下來，曾勇夫說，「我完全沒有這樣的了解，我單就我個人部分認為是該走的時候了。」
