| 【快訊】王金平下午將遞狀捨棄抗告權

【劉志原／台北報導】立法院長王金平向台北地院聲請假處分及緊急處置，上周法院裁准假處分讓王保有黨權，但駁回緊急處置聲請，國民黨不服，昨天提起抗告。
王金平方面依法也有十天抗告期，但他認為國民黨抗告結果很難翻盤，希望假處分案盡快確定，預定今天下午委任律師許英傑前往台北地院，具狀表明捨棄緊急處置部分抗告權，並將立刻轉往高院遞狀聲請公開抽籤分案。

| 動物體型越小 腦子動得越快

愛爾蘭研究人員說，動物的體型越小，腦子的反應就越快。要是人類用蒼蠅的眼睛和腦子看周圍的變化，會發現，所有的動靜都成了慢動作。
都柏林三一學院的傑克森博士說，他們請科學家研究了囓齒類、鰻魚、蜥蜴、雞、鴿子、狗和綠蠵龜等三十個物種動物對極快速連續閃光的反應。結果顯示，體型越小的動物，反應的時間越短。也就是說，人眼看起來像影片的連續畫面的速度，在蒼蠅的眼睛裡看到的卻是一張一張的幻燈片。
傑克森說，從實驗可以知道，動物體型越小，腦子收到眼睛傳回的影像以後，下決心、反應的時間就越短。所以，人用蒼蠅拍打蒼蠅，總會慢一步。體型小的動物也因為這項優勢躲掉了許多危險。

| 審計部揭露 澎湖人事費是自有財源的5倍

【吳家翔／台北報導】審計部今公布「2012年直轄市及縣市政府地方決算審核結果年報」，各縣市的人事費高達4716億餘元，占各縣市自籌財源4252億餘元的110.91%，等於各縣市的自籌財源並不足以應付人事費，其中澎湖縣的人事費竟是自有財源的5.2倍（526.51%），是所有縣市的榜首，台東縣的4.5倍（454.49%）次之，嘉義縣的3.3倍（335.24%）第3。
人事費占自籌財源比率最低的則是金門縣，只有18.02%，新北市的80.76%與台北市的84.6%分居2、3名。審計部在年報中指出，大部分地方政府人事費用負擔居高不下，自籌財源不足以支應人事費支出，施政計畫所需經費都需仰賴中央政府補助，各地方政府開拓財源的能力與成效不彰，亟待改善。

| 聯合國報告敘用毒氣 美英「鬆口氣」

【綜合報導】聯合國昨日發表對敘利亞動用化武的最新報告，指從採集的血液樣本中，有85%呈現曾遭沙林毒氣屠害的反應，聯合國指在上月21日敘利亞確實使用化學武器，但報告未明確指出施放者為誰。
美國、英國、法國得知聯合國報告後，認為這「證明」他們對敘利亞動用化武的論點是正確的，更強聲譴責敘利亞政府。但俄羅斯政府反駁，指敘利亞反抗軍的責任「不容被忽略」。先前俄羅斯總統普丁指出，發動化武的人很可能是敘利亞反抗軍，而不是阿塞德政府。

雲林縣元長雜糧生產合作社日成立，縣長蘇治芬、前代理縣長李進勇、農業處長張世忠、元長鄉長李泗濱、台西鄉長李培元、雲林肉品市場公司董事長蔡明水及各級民意代表等多人親臨道賀。蘇縣長表示，元長雜糧生產合作社集合農民力量，生產花生及黑芝麻等雜糧，行銷安全農業品牌，創造利潤，增加農戶收入。
前代理縣長李進勇表示，台灣農業生產以小農為主，未達經濟規，加上肥料、農藥及運輸成本提高後，農民收入相當微薄，透過生產合作社機制後，將小農集合一起，發揮規模經濟效益，讓農民辛苦與收入成正比，幫助改善生計。
合作社理事主席吳松池說，日據時代，祖父吳自在成立百年老店永茂油廠，製造花生油，後來父親吳東海老成立永茂農產加工廠，製造花生油及黑麻油，受到廣大消費者喜好，現今為推廣黑芝麻雜糧生產，找到合志同道合農友，成立雜糧生產合作社，專研雜糧種植技術，提升社員收入。
成立大會由籌備委員吳松池、吳松永、吳松彬、吳勳昌、余春貝、林素靜、余啟修、吳定恭等人發起成立，目前有三十位社員，雜糧生產面積三十四公頃，種植黑芝麻為主。書法大師蕭季慧博士為慶賀雜糧生產合作社成立，在現場揮毫結緣，雙手各持大毛筆揮毫，相當吸睛，吸引眾人駐足觀賞。

| 馬王之爭亂社會 柯文哲提三點呼籲

【綜合報導】馬王之爭造成台灣政局動盪，立法院長王金平暫時保住黨權，國民黨則預計下午提出抗告。台大醫師柯文哲在臉書發文表示，為了維護台灣社會最大利益，提出三點呼籲。
一. 此案是國民黨內部政治鬥爭。若為個人恩怨而公報私仇，進而造成社會不安，是卑劣的政客行徑，當然不可取。若是為服貿協議、核四公投、甚至和平協議，而要除掉王金平院長以圖方便行事，因事關全民及後代子孫福祉，馬總統更應公開說明為何要如此處心積慮除掉王院長。
二. 總統應是國家安定之力量，應該力求社會和諧與安定，促進民眾最大福祉。任何理由皆無法合理化其破壞憲政體制，違反倫理人性之作法，馬總統現在已成台灣社會最大亂源，其作為是最糟的示範。
三. 本案對民心、社會、政府體制傷害甚鉅，尤其以特偵組作為政爭工具，造成民眾對司法失去信心，更是影響深遠。事已至此，補救之道應將全案交付獨立司法調查，讓所有事實攤在陽光下，對全民有所交代。如果達到鬥爭目的後就不再明辨是非，更證明本案只是獨裁者的把戲，是馬總統導演的"宮廷版洪仲丘案"，只是軍檢換成特偵組而已，如此馬總統必將為人民所唾棄，為歷史所不齒。
