【綜合報導】臉書（facebook）營運長雪柔．桑德伯格昨天對北一女中300多名學生演說，有學生問，找好工作重要，還是找好老公重要；已婚、育有2名子女的桑德伯格妙答：「有個好老公，可以幫妳找到好工作，不過，有個好工作，不見得保證妳可以找到好老公。」全場學生哄堂大笑。

桑德伯格昨說，兩性至今未能平等發聲，高達95%的企業由男性領導；縮短男女領導力差距只要做到3件事，包括「推翻刻板印象」、「在事情沒有發生前，不要一直踩煞車」，以及「坐在桌前，不要坐在角落」。

總統馬英九與立法院長王金平的9月政爭，延燒到9月29日國民黨全國黨代表大會。國民黨黨部昨證實已發函通知王金平，註銷邀請他參加929全代會。不過，國民黨此舉可能又踢到鐵板，因為多名法官昨質疑，上周五法院已裁定王暫保有黨籍的假處分，國民黨禁止他參加全代會有違法之嫌，恐面臨3萬至30萬元「怠金」罰款。若違法屬實，王金平與馬英九的PK賽將再下一城，又多了抗馬籌碼。

【綜合報導】住在美國華盛頓國家動物園的貓熊美香，在上月23日產下一隻貓熊寶寶，性別是女生，而昨日園方為牠進行健康檢查，發現出生還不滿1月的牠，已經頭好壯壯。

貓熊寶寶的身長已經達到27公分，但目前眼睛還未張開。園方前2日也發現，貓熊寶寶試著學翻身，而牠現在只會「翻正面」，還沒辦法翻回背面，但從健檢的照片看來，貓熊寶寶的前肢已經可以微微撐起。而園方預計等貓熊寶寶滿百日後，就會命名。

【法庭中心／台北報導】國民黨委任律師陳明下午17：39正式代表國民黨向台北地院提出王金平黨權假處分的抗告，陳明指出，這次抗告主要理由有2點，第1、律師團檢附高院裁定及日本判決，指出政黨對黨員的處分是政黨自治事項，普通法院沒有審判權。

第2、王金平的立委資格，最遲在註銷黨籍公文送到立院，立院收到時，王金平的立委資格就已經消滅，律師團認為既然當下已喪失，就沒有假處分的必要。
律師團表示，還會陸續提出其他理由向高院報告。

【李英婷／台北報導】立法院今天開議，10點國是論壇一結束，立法院長王金平隨即宣布，因國民黨提出朝野協商，院會先休息。行政院長江宜樺也起身走到議場後休息室等待。民進黨立委則立刻攻上台前，舉牌大喊「違憲亂政，道歉下台。」並持續站在議場前方，等候黨團幹部進一步指示。

江宜樺離席後，全體閣員也大多離開座位，到議場後方休息室，只有內政部長李鴻源還坐在位子上看公文。江宜樺的座位則被綠委擺放看板，寫著「你不叫打手，什麼才叫打手？」「江宜樺，政黨打手」等標語。

今年中秋節假期國道免收費措施恐成絕響。高速公路局規劃，國道計程上路後，連續假期實施差別費率，以低折扣取代免收費。

交通部高速公路局說，計程收費是按里程計算通行費，比起計次收費，相對較公平，且透過差別費率，更能有效達到疏導交通流量的效果。

高公局委託「社團法人中華智慧型運輸系統協會」，針對高速公路實施計程費率做研究，並在18日至21日，進行用路人問卷調查，為未來多費率訂價參考。

高公局說，現在連續假期鼓勵用路人「中短程走國1，長程走國3」的宣導，如果透過差別費率，會更有效果。例如在連續期時，如果要引導國1較壅塞路段車流走國3，就將國3同區域內路段的費率壓低，達到分散車流效果。

高公局說，原則上在未來連續假期，希望採離峰時段低折扣通行費率，取代現在固定時段免收費的做法。

如果在立法院及民意壓力下，仍要維持連續假期時段免收費，高公局說，如果最後還是要維持連續假期免收費，做法會和現在不一樣。

如果一定還要有免收費的管制措施，時間也一定比現在還短。高公局根據近幾年國道連續假期免收費經驗，通常凌晨3至5時車流量最少，是最離峰時段。

根據交通部的規劃，國道計程費預定年底前上路，而國道計程費率，等行政院與立法院溝通完後，就可對外公布。

高公局研擬3個國道計程費率方案，根據民調及最近遠通電收請第3公正單位做的系統測試，國道計程費率應該是每天每車免費里程20公里，行駛里程小於200公里時，標準費率每公里1.3元，大於或等於200公里時，每公里1元。
