【國際中心／綜合外電報導】美國食品藥物管理局（FDA）掌握藥品上市生殺大權，但FDA旗下負責研究止痛藥效檢驗法的決策小組IMMPACT，長年要求大藥廠付費參與會議，一次最多要價約73萬台幣。會議報告竟由負責監管藥廠的官員和被監管的藥廠代表共同撰寫。

《華盛頓郵報》昨披露，IMMPACT由羅徹斯特大學多爾金與華盛頓大學托克兩位醫學教授策劃，會議多在華府的飯店舉行，每次30至40人參加，包括學者、FDA與美國國家衛生院（NIH）官員及十餘家藥廠代表，藥廠代表須付費。

俄亥俄州律師梅頓痛批，FDA的止痛藥部門10年來做出種種惡劣決策，其來有自，「FDA竟讓藥廠付錢坐上制定規範的會議桌，未盡維護公眾健康的職責。」

【大紀元2013年10月09日訊】（大紀元記者季薇編譯報導）讓多倫多市中心的聯合車站（Union Station）煥然一新？一份最新報告稱，多倫多市需再耗資1.71億元，開支遠超預期。
　　
據《國家郵報》報導，聯合車站修繕的全部工程，預計2016年完成，除恢復和保留許多文物元素之外，GO運輸公司的大廳將擴大三倍，並增加出口以及在車站下方興建一個全新購物廣場。

不斷加碼

問題是，多倫多市政工作人員開出的賬單顯示，聯合車站大修工程，是目前大多倫多地區（GTA），並極有可能成為全國範圍最具挑戰性的單一項目。最新成本1.71億元，不僅會用罄9100萬的應急儲備等資金，還短缺8千萬。
　　
市府官員說，8千萬缺口，部分原因是，項目首次獲批時，設計工作尚未完成。聖勞倫斯市場北樓重建、市政廳廣場（Nathan Phillips Square）和TTC聯合車站第二個站台，均存在同樣問題，該項目造價1.61億元。
　　
而讓聯合車站面貌一新，市政工作人員稱，新預算報告中的1.71億元囊括：他們不知道文物修復工作的全面情況，導致了3100萬元的額外開支；另一筆2000萬的額外開支，用於改進零售區域；還有1.06億元為財務預測資金，應對一系列 「不可預見或新項目」，諸如現場條件、範圍增加、結構改變和應急補給；另外500萬，用於良好的維修工作；900萬，成本上升費。
　　
報告稱，迄今為止，聯合車站修繕項目的最新標價近8億元。2009年多倫多市議會批准該項目的時候，所需資金為6.402億，多市支付一半，其餘由GO運輸公司、加拿大運輸部和維亞（Via）鐵路分擔。之後，另一筆7520萬元資金被追加並被批准，其中包括價值4000萬的一條路徑（PATH）通道，西北向、連接Front 街和Wellington街。

看好未來收益

市政工作人員報告預測，多市將能夠收回的錢超過預期，主要靠提高零售區域的商業租金。報告稱，額外的9800萬元，足以還清因額外費用而揹負的債務。當然，多市將不得不從儲備資金中抽取2000萬元。該報告建議，在2014年財政預算案辯論時，應考慮新的財政計劃，還要求允許修改某些合同和僱用定金。
　　
政府管理委員會主席、市議員夏納（David Shiner ）表示：「這將不會花費納稅人更多的錢，這是最重要的事情。」他說，一旦債務還清，30年裡，流入聯合車站儲備基金的收入，預計有1.15億元。 它們是複雜的項目，當你涉足聯合車站這樣的大項目時，外加文物因素，你會遇到難題。」

【陳培煌／台北報導】為慶祝中華民國102年國慶，僑委會今天下午在台北小巨蛋舉行四海同心聯歡大會，吸引許多海內外僑胞參加，主辦單位安排歌手陳雷、潘越雲與眾多表演節目。不過，許多僑胞在入場時被要求大型包包不得攜帶入場，報到處堆滿裝著包包的塑膠袋。29歲、來自美國的黃先生抱怨，這是他第一次參加四海同心大會，卻有這樣的限制，很擔心活動結束後人潮太多，會找不到包包。

主辦單位僑委會僑教處長莊瓊枝解釋，入口處已有提醒民眾大型包包不得攜入會場，以前也都是這樣作法，並非只有這次才有如此規定。

【林媛玲／新北報導】為響應世界水質監測日，新北市環保局今天邀請汐止國小200名師生與志工，實地體驗基隆河進行水質監測，讓學生藉由實際檢測水溫、酸鹼度值、溶氧量與濁度等指標，瞭解環境水質狀況，學生擔任1日水質監測師，直呼好有趣，甚至有學生立志長大要當檢驗師。
 
世界水質監測日是2003年由國際水協會與美國環保署發起活動，每年10月18日訂為世界水質監測日，且每年9月18日至10月18日期間邀請全球民眾同步檢測水質，提醒民眾愛護水資源。

「中國好聲音」之轟動，任何動靜都在華人世界形成指標作用。前兩天的第二季總決賽落幕，李琦奪冠，和台灣最大的關聯是讓張惠妹連帶獲得「冠軍導師」頭銜，可見連評審都成話題焦點。

這個現象，讓台灣粉絲一則以喜一則以憂。看見我們「土產」的明星歌手、評審在大陸舞台發光，一方面與有榮焉，但心裡也真是別種滋味。「中國好聲音」的成功，讓台灣專業人士也佩服，陳樂融誇其「每一步都踩得很穩，跨得很大」。這更對比出台灣現在娛樂節目的製作水準瞠乎其後，而「台灣好聲音」的出路又是如何？

作曲家林少英不久前在聯合報投書，呼籲支持文創，希望政府別唱高調。文中提到台灣的好歌手，例如陳建年、胡德夫，以及今年金曲獎歌王謝銘佑。台灣當然不缺好聲音，單看「中國好聲音」節目裡，屢屢帶來驚嘆聲的台灣歌手的表現，就知此言不虛。這些歌手是台灣多年來流行音樂界多元發展的成果，而今只是「輸出」到市場更為廣闊的大陸舞台罷了。這是市場規律的必然現象，不足慮，亦擋不住。大家比較擔心的是，台灣後繼可有人？未來可否更上層樓？

政府推廣文創，鑼鼓喧天，但連文化部都常成為批評的箭靶，不時傳出補助金被少數大咖壟斷的話題，文化界屢屢表達失望。很多人還是將答案寄託在民間。沒錯，多少本土音樂人都是默默堅持理想，節衣縮食苦撐，方可於簡陋的創作條件下完成作品。幸好還有並不受商業化導引的金曲獎繼續發揮功能，多少也成引領華人音樂的指標。陳建年、胡德夫、謝銘佑等歌手，無不藉由金曲獎而躋身歌壇，成為很多人在商業作品之外會專注傾聽的對象。

此外還有各種民間文化界人士的努力，例如在台東的「鐵花村」打造了東部獨立樂團、歌手的園地，藉以留住原住民好聲音，這些都是民間的力量。台灣不缺好聲音，現在需要的是由「資源+專業」打造出產業化的大環境。希望台灣的好聲音能有本土的舞台可發揮，不要讓樂迷老是往「中國好聲音」去找久違的台灣熟面孔。
