【徐毓莉／台北報導】行動電話App市場競爭激烈，遠傳電信今舉辦「遠傳開發者大會」，首度宣佈將推新型態平台「點圈新經濟」商業模式，串連消費者、開發商、廣告主，遠傳該平台提供App開發商配套服務，只要使用該App的民眾，可收到所在地附近商家的優惠訊息，預計明年第1季上線。

遠傳建構的「點圈新經濟」新型態平台的概念，是以消費者地點為核心，擴散至社交圈、生活圈、消費商圈的經濟模型。由廣告業者提供優惠贈品，App開發商串接開發套件並置入於App中，消費者使用App時，可隨時隨地獲知優惠訊息。

【黃仲瑜／台北報導】為因應102年國慶慶典活動，總統府周邊愛國西路、貴陽街、長沙街、寶慶路、衡陽街、公園路、懷寧街、中山南路、重慶南路、桃園街、常德街、杭州南路等路段，公有路邊汽、機車停車位、裝卸貨停車位、身心障礙專用停車位暫停使用並禁止停車，時間從10月9日20時至10日20時。

現場仍有許多車輛尚未駛離，警方稍晚將會執行移置作業，將車輛移往他處，有車輛停放在該路段的民眾盡早移車。

【陳培煌／台北報導】歐洲議會今天在法國史特拉斯堡全會中表決通過「台歐盟經貿關係」決議案，呼籲歐盟執委會啟動與台灣的「投資保障及市場進入協議」談判，以深化雙邊經貿關係，達成互利雙贏的目標。中華民國政府對歐洲議會通過此決議案表示歡迎及感謝。

外交部晚間發布新聞稿表示，盼歐盟依據此項決議儘早就雙邊投資協議與台灣展開談判，並為未來我國與歐盟簽署全面性經濟合作協議（ECA）奠定基礎。

外交部表示，此次決議文中提到歐盟和我國的經貿關係良好，但彼此間的經貿量仍落後歐盟與其他主要貿易夥伴間的經貿量，還有相當的發展空間及潛力；歐洲議會期盼雙方除了在多邊貿易組織架構下繼續合作外，也籲請歐盟執委會就投資保障及市場開放與我國展開談判，以強化投資合法性，並提升雙方相互投資的質量。

外交部指出，歐盟為台灣第4大貿易夥伴及最大外資來源，而台灣則是歐盟在亞洲的第7大貿易夥伴，台灣與歐盟的經濟結構具互補性，且在資通訊高科技等多項產業具合作潛力。

【國際中心╱綜合外電報導】海地霍亂受害者的代表律師，9日通過紐約地方法院起訴聯合國，要求聯合國賠償霍亂受害者，索賠金額達數十億美元。

律師聲稱，海地百餘年來並無霍亂疫情，而2010年10月在當地爆發的霍亂，是由聯合國尼泊爾籍維和士兵帶入。這起霍亂疫情導致至少8300人死亡，約68萬人染病，海地霍亂受害者方面要求聯合國，賠償每位死者家庭10萬美元，每位染病者5萬美元。

聯合國秘書長副發言人哈克當天在被問及此事時，表示聯合國已就霍亂疫情，協助海地政府和民眾進行應對。他表示聯合國未來將繼續提供相關援助。但哈克以此事已進入司法程序為由，拒絕發表進一步評論。先前聯合國方面以《聯合國特權和豁免公約》為依據，表示相關法律申訴，將不予受理。

【黃仲瑜／新北報導】凌晨在淡水好樂迪KTV發生酒客鬧事砸店，KTV的一樓櫃台落地玻璃被酒客用滅火器砸毀，現場地面滿碎玻璃，很多還在排隊等候包廂的客人看到這個情況，紛紛躲避逃出以免被波及。
 
好樂迪員工表示，砸店的原是在店內消費的客人，一行人約8~10人，凌晨疑似因為深夜淡水分局到場臨檢引起不悅，結完帳要離去時，突然情緒失控拿了放在1樓櫃檯旁的滅火器，就瘋狂朝大門玻璃亂砸，這群人用滅火器砸門口玻璃後，滅火器的乾粉噴灑整個一樓地板，導致原本店家提供給等候客人的沙發全部都沾滿乾粉，這群人在砸店後警方隨即趕到，目前警方已介入處理中。

【孫友廉／新北報導】劉姓女子（35歲）今年3月1日下午3時許，騎機車路過新北市鶯歌區鶯桃路，往鶯歌方向，卻在永和街的丁字路口，與二段式左轉、要往永和街方向，年約40餘歲王姓女機車騎士發生擦撞，劉、王兩女均當場倒地受傷。
 
王女對劉女提出過失傷害罪告訴，說劉女闖紅燈，而劉女則覺得麻煩未提告。新北地檢察署檢察官調閱現場監視錄影，比對交通號誌時相、紅綠燈秒數後，發現肇事當時，被告的劉女行車方向應是黃燈要準備轉換為紅燈，提告的王女則還在紅燈，應是王女闖紅燈，因此將劉女不起訴。
