【於慶中／綜合外電報導】聯合國大會在台灣時間接近昨天(17日)午夜，順利投票選出安全理事會5個新任非常任理事國(Non-permanent Members of the Security Council)，由於安理會是聯合國旗下所有組織中，唯一有權採取強制行動的機構，雖然非常任理事國沒有絕對否決權，仍具相當地位。

新選出的5個非常任理事國為查德、沙烏地阿拉伯、立陶宛、奈及利亞和智利。

標題[討論] 拉關係

因為在友版討論的不多 所以直接在職場版問問 不知道會有答案嗎? 在實習的時候 看到有一個同事(A)非常積極 喜歡到處跟大家交朋友 (閒聊)(或是稱作拉關係) 感覺表面上他跟大家都滿好的 長得有點小帥 但有一點點心思 有時候比較會七嘴八舌 雖然有幾個跟他關係普普 比較不會幫忙他之外 其他都算不錯 另一個同事(B)則是比較專注在工作技能上面 交際方面比較沒有(A)這樣 會一直不斷找人說話 但也是會跟幾個同事聊天 但他是大家都不得罪 不會跟你交朋友 但也不會跟你反目 隨和沒個性 比較不帥 雖然有時候會搞笑 但有時候低調(感覺有點悶) 工作能力方面(B)>(A) 因為B除了專業外還會一堆外掛 日語 韓語 C# 但是感覺(A)的表面上人緣卻是 > (B) 特別在婆婆媽媽方面 所以在職場上 哪一個比較會升 哪一個比較討喜 該學哪一個比較好? 如果確定不是主管愛的對象 是否該馬上離開? 謝謝! -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 49.159.194.26

【陸運鋒／台北報導】警鈴大作！知名饒河觀光夜市今天凌晨0時許驚傳火警，台北市消防局獲報後，立即趕往現場救援，到場發現公寓5樓冒出濃煙立即佈線搶救，上樓搜救時，發現大樓內1名年約80歲的男子不良於行，趕緊將該男搶救下樓，所幸男子並無大礙。

鄰居表示，當時聽到警鈴大作，屋主奪門而出大喊，我家臥室在冒煙，鄰居趕緊將滅火器借給屋主滅火，但是火勢仍無法控制，警消到場後順利將火勢撲滅，警消表示，初步查看燃燒客廳及臥室約10坪，詳細起火原因仍有待調查。

【陳慜蔚／台北報導】瓦城（2729）積極搶進中國市場，董事長徐承義宣布將於11月於上海開出集團於中國第1個據點，除了是集團第60個據點，也是瓦城品牌第46家分店，「明年底前集團在中國分店數將達到10家。」且除了現有3品牌，也將在明年首季開出全新品牌。
 
瓦城全新中國據點位於上海靜安區的芮歐時尚百貨，由於地處上海市中央商務區，除交通便利，同時也匯集購物及辦公室人潮，因此集團對於未來營運相當看好，預計1個月即可損益兩平。
 
徐承義指出，泰式餐廳在上海相當受到歡迎，目前共有約127家泰式料理餐廳，不過單一品牌不超過2家。由於瓦城對菜色標準化管理優勢，徐承義表示，瓦城在上海發展將定位於高價位餐廳，平均客單價甚至將高於台灣約20%。

總統馬英九今天主持中區國軍幹部座談，期勉國軍在洪案後要徹底改進，發生重大事件時，要主動說明澄清，秉持「不怕家醜外揚」原則。

馬總統晚間在總統府秘書長楊進添、國防部長嚴明等人的陪同下，前往台中空軍清泉崗基地主持「中部地區國軍重要幹部分區座談」，與第五作戰區、金、馬、澎防衛指揮部等單位重要幹部舉行座談，聽取有關部隊備戰訓練、募兵政策推動等意見。

國防部晚間發布新聞稿指出，馬總統在會中表示，洪仲丘案發生後，社會各界對於國軍的批評與指責未盡公平，他相信絕大多數的官兵都是奉公守法、克盡職責。

總統期勉國軍要虛心檢討、徹底改進，在發生重大事件時，應誠實面對、及時處理，對於家屬的抱怨、外界的質疑要主動說明、積極澄清，「不怕家醜外揚」是處理危機事件的基本原則。

總統並表示，「軍事審判法部分條文修正案」已於8月15日正式實施，現役軍人在承平時期觸犯「陸海空軍刑法」，都由一般司法機關處理，唯一改變的是審判機關的不同，而審判機關的改變可以提供更多的人權保障。

對於推動「募兵制」，總統表示，「募兵制」是政府重要的國防政策，義務役的役期不到1年，再扣掉2個月的新兵訓練，士兵到部隊時只剩不到10個月的役期，等於剛訓練成熟就退伍，對部隊戰力的影響非常大。

總統說，推動募兵制可以幫助建立「小而精、小而強、小而巧」的國防勁旅，且使青年學子提前生涯規劃，擴大國家人力資源彈性與效益，提升國家競爭力。

總統表示，近年因金融海嘯、歐債等問題，使得政府財政不十分充裕，外界有時會抱怨國防預算沒有達到GDP的3%，但當重大軍售案通過時，政府都會在預算方面補足，行政院也盡可能滿足國防部的預算需求，今年仍配賦預算新台幣3217億元，使國軍能充分運用於「募兵制」實施後的各項法律義務支出、主戰裝備妥善率維持和籌建「創新、不對稱」戰力等，彰顯自我防衛決心。

總統說，60年來國軍為台灣安全所做的犧牲與貢獻，值得國人肯定與尊敬，期勉國軍官兵面對挫折與考驗，要虛心檢討、改進，不要氣餒，並以具體的行動，重新贏得國人的信賴，恢復國軍的榮譽與形象。
