【周佩萱／綜合外電報導】現年8周大的鬥牛犬梵谷，16日在美國賓州費城西郊上達比(Upper Darby)被發現，牠的雙耳被鬥狗份子割掉後，血流不止的狀態下被丟棄等死，目前當地警方正追緝狠下毒手的嫌犯。

警察表示他們割掉小狗的耳朵，是為了防止小狗在鬥狗場上抓耳朵，而且這麼小的幼犬，通常是用來當作誘餌，往往會被大狗攻擊到體無完膚，獸醫也表示狗狗的耳朵有許多神經和血管，被這樣殘忍割下肯定相當痛。

所幸梵谷送醫治療後，現已恢復元氣，雖然耳朵被割掉，但聽力並無受損，之後就等有好心人家願意領養牠。

新竹市環保局今年7月辦「回收做環保兌好禮」活動，準備100瓶「大統葵花油（600ml）」當禮品，詎料大統「出包」，環保局決定全面回收，改換洗碗精。

環保局定期辦回收送好禮，只要持定量廢乾電池，就能選擇兌換品，大統油品過去形象佳，所以環保局採購來當贈品之一。

環保局指出，從21日到11月底，民眾可在公部門上班日，將未拆封或已使用的大統葵花油，拿到環保局就能更換毛寶天然洗碗精800g補充包。

環保局長王欽彥說，今年採購100瓶大統葵花油已無庫存，並決定暫停採購大統產品。

為了方便民眾換貨，除上班日到環保局6樓環境衛生管理科更換，也可利用10月26日上午10點到下午2點，在孔廟廣場的活動現場，或26日上午11點到下午3點，在大潤發忠孝店環保局宣導攤位兌換，相關問題可洽電（03）5368920轉4001潘科長。

【吳國仲／新北報導】今天凌晨2時許，淡水區淡金路三段發生一起交通意外，1輛本田自小客車在下坡路段，疑似因天雨路滑，導致車輛失控撞擊路邊護欄，再反彈撞上中央分隔島。車上3人當中，前座的1男1女受傷，駕車的廖男(26歲)輕微擦傷，陳姓女乘客(21歲)嘴巴流血、胸部挫傷，還好送醫後均無大礙。
 
警方初步調查，廖男駕駛的車輛，可能是因為下雨過後路面濕滑，剛好地形上又是下坡彎道，才會打滑撞上路邊護欄。根據友人說法，廖男原本載女友與另一友人要去新市鎮拜訪他，在車禍前才打給他說快要抵達，沒想到掛了電話不久就發生事故。

大統油品爆發食品安全危機，教育部國教署要求各縣市清查營養午餐用油。北市教育局主祕陳順和昨天表示，以電話初步調查，尚未發現營養午餐使用大統油，明天起將全面徹查，並派員抽驗中央廚房、學校福利社外訂餐盒。

台北市長郝龍斌昨天也針對大統油事件說重話，「這是不折不扣的民生詐欺，和胖達人一樣，惡意欺騙消費者」。他說，衛生局、消保官已第一時間查核各大賣場，要求下架問題產品，未來會全力協助消費者退費、求償。

許多家長關心學校營養午餐是否使用大統油，教育局明起將徹底清查。陳順和說，學校營養午餐分別來自中央廚房、學校自辦與外訂餐盒，前天初步以電話調查40多家廠商，以及部分自辦午餐的國小，未發現使用大統油。

陳順和表示，問題較大也較難掌握的為外訂餐盒，以及校園福利社中販售的外食，明天起體衛科人員將逐一清查。

目前「食材登錄平台」上，僅記載各校午餐的菜色、主食產地、熱量、營養成分等，油品這類細項並未說明。陳順和表示，將與衛生局協調，連食用油品牌也一起公告上網，讓家長安心。

這場婚禮由小馬和黃嘉千主持，友人為這對新人開心，在臉書上分享喜悅。湯志偉和Juby感情風雨不斷，Juby是音樂人馬兆駿遺孀，和湯志偉戀情曝光時曾被指是他婚姻中「小三」，但男方解釋當時已和前妻離婚。昨天這場婚禮兩人都笑得十分開心，一塊攜手建立新的家庭。

【周佩萱╱綜合外電報導】近來攻佔全球各大最性感男星排行版前段班的英國實力派演員班奈迪克康柏派屈(Benedict Cumberbatch)，也是美國《時代》雜誌(Time magazine)最新一期的封面人物，不過雜誌尚未發行，就已引發廣大爭議。

《時代》雜誌在歐洲、亞洲和南太平洋版的封面，都是性感男星班奈迪克康柏派屈(Benedict Cumberbatch)，唯獨美國版的卻是德州地圖，美國粉絲掀起一片撻伐。不滿表示為何單獨美國版封面，不見康柏派屈，這樣不僅沒有禮貌，也侮辱了康柏派屈，還有粉絲表示要拒買《時代》雜誌。

不過這波撻伐潮，倒是替《時代》雜誌做了免費宣傳，最新一期的封面出現在超過9000個部落格上，以往的封面通常只會出現在約數百個部落格上，雖然《時代》雜誌美國版選擇德州地圖當封面，是因為德州是美國成長最快的州，代表美國的未來，不過當地媒體就評論表示，看來美國未來應該是在廣大的鄉民手上。

【周佩萱／綜合外電報導】澳洲人權團體「Walk Free Foundation」，17日公布「2013全球奴隸指數」(Global Slavery Index 2013)，調查162個國家，結果顯示目前約有2980萬人，因為貧困、傳統習俗和反奴隸執法不力，生活猶如奴隸，像是背負債務、被迫或被賣掉結婚、還是奴役童工等等。
 
按照人數來看的話，印度有近1400萬人生活在猶如奴隸的狀態下，是全球第一高，第二高則是中國大陸有近295萬人，巴基斯坦有約213萬人位居第三高，按照比例來看的話，西非國家茅利塔尼亞，全國380萬人中有15萬人，約是4%生活如奴隸，為全球第一高，第2到第5分別是海地、巴基斯坦、印度和尼泊爾。

報告中指出特別是在西非和南亞，許多民眾出生在困苦艱辛的環境中難以翻身，還有人口走私販賣和廉價勞工等問題，印度、中國、巴基斯坦和奈及利亞這5個國家是全球奴役問題最嚴重的，5個國家的奴役人數總和，就佔了全球4分之3。人權團體表示儘管世界文明進步，但依舊有許多人生活在不文明的社會中，呼籲全球政府落實改善奴役問題。
