【石永軒╱新北報導】新北市1名張姓男子（59歲），獨居住在蘆洲永安北路1處出租套房內，其女友今中午發現他死在床上，立刻跑到附近檳榔攤大聲求救：「我男朋友昏倒了！」警方接獲報案封鎖現場，見張男口鼻出血、身旁還有嘔吐物，初步判定張男疑似心臟病發身亡，警方已通知死者家屬，再釐清死亡原因。

餐廳名稱：貓的美味之夢 消費時間：2013年/10月 地址：新北市中和區中安街178巷2號1樓 電話：(02)8921-2164 推薦菜色：經典可蕾特 圖文好讀版：http://skyan1107.pixnet.net/blog/post/164571690 位於四號公園旁的小餐館，「貓的美味之夢」，外型並不起眼，沒有明 顯的招牌，灰色水泥牆帶點工業風，幾盞吊燈，白色門窗及寫著特色餐點的 黑板，倒有點簡約隨意，慵懶的法式風情。店名為貓的美味之夢，乍看下會 以為是貓咪餐廳，不過餐廳裡沒有貓呀，挺可惜的。 店內空間不大，座位數 不多，建議假日一定要先訂位。這兒比較特別的是，還有一間兒童遊樂室，裡 頭有著播放著卡通頻道的電視、火車軌道玩具、布娃娃和兒童書籍，帶孩子來 也能安心用餐呀。老舊木窗拼接成的一個小角落，桌椅擁有著自己的樣貌，是 整家店裡最美的風景。 手繪MENU有兩本，一本是餐點，一本是飲品。提供的餐點有法式薄餅、早 午餐、簡餐、帕尼尼三明治輕食等等，也有配合下午茶的甜點蛋糕，飲品則有咖 啡、果汁和進口法國茶。木頭質感的餐具，有一種溫暖的感覺。仔細瞧瞧，可以 發現整家店的設計，木頭質感與金屬性格是並存的，色彩的元素與豐富度也很融 洽。 經典可蕾特。可蕾特也稱法蕾特，和可麗餅蠻相像的，只不過可蕾特是鹹食 ，特別之處在於採用蕎麥粉製作，所以餅皮口感較薄嫩，也帶點青草香氣。沙拉 搭配凱薩醬，金黃半熟蛋，軟嫩的培根與起士，再灑上整盤的乾酪，用木盤盛裝 的法式可蕾特，色澤相當美。此外，店家採用的納豆蛋，是在雞隻所吃的飼料中 ，添加健康納豆菌，讓蛋也充滿納豆的營養，使得蛋可以直接生食喔。 凝結的起司吃起來口感更濃郁，煎煮剛好的軟嫩培根，加上金黃蛋液的溫 潤口感，餅皮沾著蛋液入口，十分美味。 飲品可搭配甜酒或是美式咖啡，大家不約而同都選了甜酒，甜酒帶點蘋果 果香，清新的蘋果酸甜風味及細緻的氣泡，搭配可蕾特相當適宜呀。 巴黎鐵塔的帳單夾，小巧精緻。具有特色的餐點以及好食材的運用，貓的 美味之夢值得一再造訪的呀。 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 218.187.100.185

【吳家翔／台北報導】我駐維也納前總領事何鳳山在二戰期間挽救猶太人性命，被以色列政府表揚為「國際義人」。監察院長王建煊之前曾在《公平正義何處尋？》書中發表「中國的辛德勒--何鳳山」專文，讚許何鳳山善行，「大大的彰顯了人類崇尚公平正義的至高理想，為世人留下感人典範」。
 
不過，何鳳山外交生涯晚期出使哥倫比亞，遭館員指控侵占專款、虛報圖利等，1975年遭監察院彈劾，並經公務員懲戒委員會決議撤職並停止任用3年，何鳳山的後代一直認為何鳳山遭冤屈，向監委陳情，希望替何鳳山平反。
 
監委馬秀如與李炳南調查後，今提出調查報告，監委並未發現可以提出彈劾覆查的新事證，但監委認為當年外交部的調查程序出現瑕疵，當年何鳳山在被監院彈劾之前，對他遭指控事項的答辯，主要依據展望雜誌登載內容，並未能知悉他遭檢舉的全部內容，如遭檢舉的「自用車檢查費在公費中列報」及「未先呈准即將郝荐任主事兆鞏以三秘名義通知哥外部」兩件，都沒有何鳳山的申覆。
 
儘管彈劾案無法翻案，但監委在報告中也肯定何鳳山的義行，監委在報告中特別提到，何鳳山被譽為「中華民國之辛德勒」，在當年複雜的國際情勢下，發出數千份的有效簽證予猶太人，讓猶太人得以順利逃離歐洲，而免於被送進集中營，其保障人權的努力，受到以色列政府的高度肯定。

【劉榮輝╱台南報導】廟會炮聲大作已是傳統，卻有愈來愈多現代人難以忍受。台南三山國王廟昨遶境活動，市府規定只能在進出廟時各放一串鞭炮，聯合稽查小組並沿路蒐證勸阻，一天下來炮屑、噪音少很多，廟會陣仗也小了。有人鼓掌要求市府持之以恆，也有人大罵市府州官放火，諷刺「辦鹽水蜂炮就不吵嗎？」

上月二十九日，台南市普濟殿遶境活動封街燃放震耳鞭炮擾人清夢、影響交通，民眾大罵：「簡直無法無天！」還有人挖苦：「台南市不是無碳城市嗎？一場廟會就破功！」環保局雖依《噪音管制法》和《台南市環境清潔自治條例》開單告發罰鍰，仍難息眾怒。

噪音垃圾量大減

為免重蹈覆轍，市府民政局在三山國王廟遶境前，便邀集四十五家交陪境廟宇、四家出轎廟宇開會溝通，要求只有轎班抵達和離開時，可各放一串鞭炮。
民政局長陳宗彥說，警、消、民政、環保等四單位組成的聯合稽查小組，昨早六時三十分完成各路口檢查哨和攔截點部署，一擺出超量煙火，馬上由警消到場蒐證勸說，整天下來秩序良好，雖少數廟仍偷跑，但鞭炮噪音和垃圾量大幅減少。

「跨年檢舉市府」

市府作法引起兩極反應，廟宇和信眾抱怨連連，有的大罵：「沒放炮神明會生氣！」、「這哪像遶境？」只要稽查人員不在場，還是有人偷放炮，或明明只能放一串，卻把好幾串連成一長串或擺成炮堆。還有人說：「賴清德不懂什麼叫民俗嗎？等市府辦跨年活動，就換我們檢舉他！」
注重環境品質的民眾則肯定這次稽查，王先生期許市府：「不要光這次稽查，一定要每次都這樣做。」林小姐建議陣頭也該列入規範，不要沿途透過音響放送噪音。

★2013/10/12：宜蘭縣員山鄉北龍宮遶境活動，陣頭放煙火逾4小時，宜蘭演藝廳外國演奏家憤而罷演，縣府事後依《噪音管制法》開罰3千元
★2013/09/30：高市苓雅區廟會遶境活動，出動十多輛拖板車不斷施放高空煙火，周邊交通大打結，警方表示非深夜無法開罰
★2013/09/29：台南市中西區普濟殿遶境活動，入夜後陣頭神轎封街放鞭炮，居民大罵「簡直無法無天」
