許多家長使用「網路守護天使」等軟體，防堵孩子接觸不當資訊。然而社群網站發達，功能不斷更新，色情、暴力資訊，也越來越難防堵。

台灣少年權益與福利促進聯盟日前公布一項調查，國人認為兒少不宜觀看的十八禁資訊，前3名依序是「以圖片或動畫描述強暴行為」、「以圖片或動畫描述性行為過程」、「有褻瀆、粗鄙字眼或對白有不良隱喻者」。

上述十八禁資訊，卻透過各種媒介，充斥在兒童、少年的日常生活之中。台少盟秘書長葉大華表示，現在的兒童屬於「網路原生世代」，從小就接觸網路，不當內容的傳播極快，即便使用保護軟體，訊息還是能透過二手、三手甚至數十手的傳播，讓孩子得以接觸，並帶來意想不到的後果。

尤其近來社群網站發達，功能不斷強大，在臉書上轉貼、分享資訊越來越便利，兒少不當資訊也越來越難防堵。一位台北市女國中生便說，班上男生常常傳來傳去，一再社群網站上看到色情資訊，便迅速把同學全部「tag（標註）」上去，呼朋引伴去觀賞。

教育部資訊及科技教育司網路及資通安全科科長林瑞龍坦承，網路科技日新月異，的確很難完全防堵。不論是教育部的「網路守護天使」或中華電信的「色情守門員」等軟體，基本原理就是透過不當存取網站清單（俗稱黑名單），避免兒童連上不宜網站。因此，必須不斷更新清單，才能應付推陳出新的網路資訊。

林瑞龍表示，社群網站也不是完全不設防，例如臉書（Facebook）本身就設有檢舉機制，教育部如果接到投訴，也會立刻聯絡社群網站業者，要求攔截資訊，同時也會加入「網路守護天使」的黑名單中，避免資訊繼續傳播。

另外，林瑞龍指出，如果是以「網址連結」的形式轉貼在社群網站上，只要是「黑名單」內的網站，裝有「網路守護天使」的電腦還是點不進去。

台灣媒體觀察教育基金會執行秘書李子瑋表示，國外有許多防止兒少接觸不當資訊的作法，推動後都遇到一定困難。例如韓國部分城市曾推動夜間強制「斷網」，就被認為是限制言論自由，也妨害資訊產業的發展。

李子瑋建議，政府可比照電視節目分級，設立網路分級制度，依照兒童不同的生長階段，設定適合接觸的內容。

台少盟秘書長葉大華則認為，最佳方式是加強「媒體識讀」教育，讓孩子自主拒絕不當資訊。消極面，或許可使用「自然人憑證」作為網站年齡驗證機制，但這會有隱私和個資外洩的疑慮，配套措施必須更為完善。

「我已年滿十八歲」是青少年最常撒的謊，現今網站普遍使用的機制，非但不能有效阻絕，更可能有變相的廣告效果，吸引前往點閱。純粹依賴防堵機制，永遠會陷入「道高一尺，魔高一丈」的循環，讓年輕人學會判斷網路資訊與現實的差距，看到資訊不會任意模仿、學習，進而產生健康理性的價值觀，或許才是最好的解決之道。

元素週期表是許多人的惡夢，新北市一群老師，花了4年時間創造一套電腦遊戲，讓學生輕鬆學會化學元素、化合物和反應式。

新北市南山高中理化教師陳龍勝、潘虹吟、邱奕行，以及政治大學附屬高中化學教師杜俊明，有感於許多學生碰到元素週期表就頭痛，甚至決定放棄化學，苦思發展一套學習方式，讓學生在自願且快樂的心情下學習。

陳龍勝等人很快就發現，年輕學生不愛背週期表，但對於電玩、卡片遊戲裡的勇者、怪物屬性，卻能倒背如流。幾個老師便土法煉鋼，寫出簡單的「化學鍊金術師」flash程式，沒想到大受歡迎，現在已經發展到第五、六代。

舉例來說，最讓人卻步的元素符號，教師們發展出一套諧音記憶法。例如「碲（Te）」，學生點點滑鼠鍵，便會看到一張可愛插圖，一人穿著龍袍累攤在地上，旁邊文字解釋說，古代皇帝公務繁忙，常要忙到半夜3時（three）才睡得著，取three的第一個和最後一個英文字母，就是「碲（Te）」。

後期關卡難度更高，模仿電玩常見的「煉丹爐」或「魔法」，要求學生去購買化學式、各種元素，以合適比例調出化合物（寶物）。價值越高寶物的魔法越複雜，但學生為了破關，不想在同學面前丟面子，都會努力完成，就算比別人多花2、3倍的時間也不在意。

陳龍勝認為，電玩是自學的最佳方式，有時他讓學生隨堂測驗，有些人還沒有讀熟，也會偷偷拿著元素週期表當「祕籍」，一邊查一邊作答。

看到學生「作弊」，陳龍勝大都睜一隻眼閉一隻眼，因為他知道透過這樣的過程，學生正自然而然地愛上化學。

經濟部水利署所舉辦的「舞動水利」防汛舞蹈選拔大賽，共12組創意舞蹈團體脫穎而出，下午將在台北捷運中山地下街精采對決爭取冠軍寶座。

為了推廣防汛抗旱的觀念，水利署這次採用與以往不同的舞蹈比賽方式，盼能把觀念推展到過去較難觸及的青少年族群。

水利署表示，待比賽結束後，將邀請冠軍隊伍到易淹水地區進行宣導表演，盡情發揮「防汛舞」的宣導效果。

水利署近年嘗試以更多元的方式推廣理念，包括去年推出行動水情APP，其遠端水情同步監看警示的功能獲得好評。
