　【都會中心／台中報導】中午11點多，在國民黨全代會現場抗議的群眾一度欲闖入管制區未果，和200多名手持盾牌的警員隔著拒馬對峙，11點50分左右，約500人在「全國關廠連線」成員陳秀蓮持麥克風高喊：「還鞋於民、加倍奉還！」口號帶領下，發動第一波丟鞋攻勢。

由於丟鞋現場距離全代會現場很遠，事實上根本丟不到，丟出的鞋子絕大多數都落在警員、媒體記者的身上，也有記者的相機、攝影機被砸中，群眾稍後還要以鞋子排字來抒發不滿。

【李英婷／台中報導】國民黨今舉行19全會，會中宣讀立法院長王金平書面報告立法工作時，場內黨員齊喊「王院長加油」，坐在台上的副主席詹春柏則擺手示意場面安靜，讓議事繼續運作，王金平當時只低頭翻閱書面資料，沒有特別的回應。王在書面報告提及，「處理國會爭議不比處理街頭抗爭，民主著重溝通，盡力求取最大公約數的共識」，回應外界質疑立院效率不彰。

針對未來工作重點，王金平表示，立法院新會期將有兩岸服務貿易協議、年金改革及明年總預算案等重要議題，他一向本著尊重、包容、接納的態度來面對爭議，促進國會在和諧的狀況下，通過福國利民的各項議案。

王金平說，立法與行政皆是國家權力，政府效能絕非單方面改革可達成。而政府推動法案無非是想改變或修正現狀，但任何變動不免都會衝擊到既有狀態或既得利益者，因此，先行溝通就顯得格外重要。王強調，立法院是合議制的民意機關，體制運作不同於首長制的行政院。立委身負民意付託，對於重大法案，自應審慎審議，而各政黨基於不同理念，提出不同主張，正是政黨政治的常態現象。

王金平說，最近國會發生很多議事紛擾，都在考驗台灣民主的成熟度，也需要朝野共同努力。處理國會爭議不比處理街頭抗爭，民主著重溝通，盡力求取最大公約數的共識；若窮盡溝通說服，仍無法解決歧見，最後不得已訴諸表決，才能要求少數服從多數。
