政院：強化災防效能邀地方座談

行政院發言人孫立群今天表示，已開始推動強化災害防救體系效能，16日舉辦首次災防體系策進座談會，年後邀集地方座談。

台北市長柯文哲認為目前台灣關於災難權責單位的規定，有些地方需要改善，建議比照美國聯邦緊急事故管理總署（Federal Emergency Management Agency,FEMA）。

孫立群上午在行政院會後記者會面對媒體詢問表示，其實行政院長毛治國在去年12月的施政報告中，即表明「政府將持續強化中央與地方災害防救體系效能，務實檢討災防指揮與管理的制度設計」。

孫立群說，施政報告也提到「繼續推動災害防救深耕計畫，提升基層防救災能量，並與各地方政府協調地方消防人力、設備及各項勤務分工，增進中央與地方的合作，以發揮最大整體效益」。

他表示，去年12月起即由行政院啟動一系列與學者專家的討論，也將在16日舉辦首次災防體系策進座談會，並在年後邀集地方政府座談會，希望在今年汛期來臨之前，完成現階段的務實調整。
