美國總統歐巴馬周三表示，「該是時候與古巴展開新態度」，透過制裁手段孤立該國「未見成效」。

歐巴馬在白宮發表演說，詳述與古巴展開正常化關係的步驟，包括在哈瓦那 (Havana,古巴首都) 設立大使館，以及解除旅遊和資金移轉的眾多限制。

歐巴馬表示，他與古巴領袖卡斯楚 (Raul Castro) 密談後，敲定釋放遭囚禁 5 年的美國人士葛羅斯（Alan Gross）與兩國恢復關係。

在美方宣布與古巴的政策轉向後，葛羅斯也隨即宣布獲釋。

然而，歐巴馬的決定引起國家利益與民主人權正反兩面的辯論，反對者震怒，參議員葛蘭姆（Lyndsey Graham）揚言，將封殺美國在古巴設立使館的預算；共和黨 2015 年 1 月全面掌握國會後，未來駐古巴大使恐難獲參院同意。
