禁赴中國進修　高階公務員讀到一半喊卡

內政部昨修正發布「台灣地區公務員及特定身分人員進入大陸地區許可辦法」，限制高階公務員禁止赴中國進修，但港澳地區不在此限，明天起生效，學歷唸到一半得喊卡。

今日出版的《聯合報》報導，考量敏感「國安」因素，該法令限制現職公務員、國安局、國防部、調查局人員前往中國進修，簡任11職等以上高階官員無法再申請赴陸進修，讀到一半的學歷確定拿不到畢業證書。

10職等以下公務員未來提出申請，各機關有裁量權。國安局統計，2004年至2013年11月底止，共有97名公務員赴大陸進修，以就讀博士班居多，計有91人。（陳亮諭／綜合報導）
