擴大制裁俄國 歐巴馬將訪歐

隨後俄羅斯外交部宣佈對9位美國政府高官和議員實施禁止入俄制裁措施，美俄掀起了制裁大戰。美國國家安全顧問萊斯女士21日表示，美國總統歐巴馬即將出訪歐洲，歐巴馬此行將進一步孤立俄羅斯，俄羅斯會為其併吞克里米亞付出可觀的代價。

萊斯說，全世界將清楚看見俄羅斯越來越孤立，而美國將領導國際社會支持烏克蘭政府和人民，並讓俄羅斯付出代價。歐巴馬預定24至27日赴歐洲訪問，並參加在布魯塞爾舉行的美國─歐洲聯盟高峰會議。

事實上，歐巴馬3月20日上午在白宮宣讀聲明，稱已簽署了如果俄羅斯推進克里米亞入俄的既成事實化，則可能對俄羅斯的主要産業實施制裁令。同時表示與俄羅斯一系列行動有關的俄羅斯20位政府高官和相關銀行也成為制裁對象。

美國的追加制裁除了凍結20位俄羅斯政府高官的資産，還將制裁為這些高官提供金融服務的銀行。在銀行以外領域，為索契冬奧會提供合作的部分俄羅斯企業的相關人士也成為制裁對象。如果發展成制裁俄羅斯主要産業的狀況，不僅對俄羅斯經濟，還將對全球經濟造成重大影響。

歐巴馬在聲明中指出「對烏克蘭的違法公投和克里米亞入俄深表遺憾」，再次指責了俄羅斯的應對。在此基礎上歐巴馬表示「新的制裁措施不僅會對俄羅斯經濟造成影響，也會使世界經濟遭受打擊」。

美國白宮官員指出「制裁名單中的20位俄羅斯政府高官大多與普丁總統關係較近」。
