烏克蘭政府指控俄羅斯對烏國下最後通牒，稱若數小時內不投降將出兵烏克蘭。對此，俄國軍方否認做過此聲明，但克里米亞半島上的俄軍部署明顯加強。

烏克蘭媒體稱俄國黑海艦隊指揮官維提科發布通牒，要求駐守克里米亞烏軍於台灣時間今11時前投降，否則面臨「風暴」。但隨後俄國軍方否認曾下令最後通牒。

烏克蘭消息指出，駐守克里米亞的俄軍要求烏克蘭軍隊投降棄守，否則將面臨武力攻擊，但莫斯科已經否認這項消息。
