【林泊志／宜蘭報導】前行政院長游錫堃今參加宜蘭小英之友會理監事授證典禮時表示，黨內已漸有共識，應以「贏」為最高目標，盼以前嘉義縣長陳明文角逐縣長寶座時採取的「兩階段民調」，作為協調程序，找出最可能勝選的方式，回應民意。

游錫堃指出，他支持黨內以贏、勝選為最高目標思考，團結在野力量，才能打敗全世界最有錢的國民黨，他舉2001年嘉義縣長選舉為例，當年黨內已依程序提名前立委何嘉榮代表民進黨問鼎縣長寶座，但當時陳明文欲已無黨籍身分與民進黨合作，雙方協商寫下協議書，做兩階段民調，最後陳明文出線，最後民進黨權力輔選，並開啟陳明文再嘉義縣的完全執政時代，他認為黨內應凝聚此共識。
