立院修法定義凌虐　軍中「天堂路」是訓練

【李英婷／台北報導】陸軍下士洪仲丘事件爆發後，各界關注軍中管理問題。立法院今三讀通過《陸海空軍刑法》第44條修正案，明確定義「凌虐」是指非因教育、訓練、勤務、作戰或其他軍事必要，使軍人受凌辱、虐待之非人道待遇行為。

三讀通過的修正案也規定，軍中教育、訓練、勤務、作戰或其他軍事必要的實施範圍及應遵行事項，將由國防部另以準則訂定。亦即，凌虐定義明確化後，「天堂路」的訓練測驗對兩棲蛙人來說，是合理的部隊訓練。
