掛羊頭賣狗肉？　環團抗議6年6百億治水預算

【徐珮君／台北報導】行政院會上周四通過《流域綜合治理特別條例》草案，編列6年6百億元治水預算，卻引發環保團體不滿。包括台灣生態學會、台灣水資源保育聯盟、南方水盟等團體上午到行政院、立法院抗議，質疑草案放寬土地變更規定，假裝治水，其實要土地開發，「掛羊頭賣狗肉」，呼籲立法院不要草率通過草案。

台灣水資源保育聯盟發言人陳椒華批評，草案規定中央可委託農田水利會執行治水計畫，但農田水利會是灌溉管理單位，每年編列1百億元，恐淪為選舉綁樁；環團對草案內容有很多不同意見，要求立法院應先召開公聽會，政府財政困難，對於治水特別預算應更嚴謹。

在場4、50名從彰化北上抗議的鄉親高喊「治水預算公開透明」、「集水區禁止開發」等口號，並拿出數疊假鈔，上演政府亂灑錢的行動劇，表達抗議！
