康芮颱風引來西南氣流，為台南地區帶來豪雨，台南市長賴清德29日前往各淹水地區視察。賴市長表示，相信藉由治水工程的徹底執行，對台南市的淹水情況一定會有所改善。

賴清德市長29日上午7時起，分別前往仁德區、新化區、大內區等勘查積水情形。仁德區太乙5街、6、11街，太子4、5街等路段，地勢低漥，逢雨易淹，清晨4時水勢一度淹到40公分。一甲大排因水勢高漲，淹至路面，151線崑崙路段快速公路涵洞也有積水情形。

太乙工業區及一甲大排沿岸鯽潭橋處積水嚴重區域。仁德區公所表示，半夜3、4點雨勢轉大，即以廣播系統提出警示，並徹夜協助進行防災準備。水利局表示，仁德區三爺溪支流應急加高工程，已於今年5月16日動工，一甲排水、仁德排水段將於今年底完工，期改善此區域慣常淹水情況。

賴市長也至新化區新和社區視察，由於凌晨集中性大雨，造成新和社區傳出積水災情，據消防隊統計，35個住戶中，原有31人受困，經協助後，其中27人因無立即危險而就地安置，另有7人同意撤離，亦協助將1名洗腎病患送至醫院治療。
