行政院此波釋股變現計畫主要是依照證交法第22條洽特定人方式進行，可不在市場交易，能大幅降低對台股與個股的衝擊。且因承接方是郵儲、勞退、勞保等政府掌控的三大基金，自然也不影響公股權益。

此外，政院估算此波釋股可變現621億元，是根據7月底股價計算，待明年真正出售時，出售方與承接方將參考時價，談定合適價格，完成交易。
