【綜合報導】香港一名59歲的顧家好爸爸，平日對智障女兒不離不棄，在建築工地日曬雨淋釘模板養家，無奈天意弄人，昨天(16日)上午在青衣工地臨時工作台釘板期間，疑因沒有佩戴安全帶，加上腳踏的木板突然移位導致失足墮下，跌落兩公尺下的「鋼筋陣」，慘被一根鋼筋貫穿身體，插破心臟重傷昏迷，消防員到場將鋼筋切斷，連人帶鋼筋送院搶救，終告傷重不治。後天中秋節，月圓奈何人缺，遺下妻女無依無靠。

死者黃直洪住在大角嘴荔塘大廈，16歲女兒阿泳不幸患有唐氏症，並有輕度智障，現就讀中學四年級；黃的妻子是全職主婦，專責照顧女兒。黃直洪任職釘板工人20多年，半年前開始在這次意外現場的青衣航運路工地工作，他是資深釘板師傅，日薪約港幣1500元(約台幣5730元)。 昨天上午11時許，黃與兩名工友在4樓一個工作平台工作，負責替一座樓梯釘模板，他站着的一條七吋寬木板突然移位，黃反應不及，連人帶木板墮下2公尺，背部被一根直立的鋼筋插入體內，刺穿心臟再由胸部而出。黃被鋼筋貫穿身體後，斜斜的插在工作台上，當場昏迷，鮮血沿鋼筋涔涔而流，工友見狀大驚忙報警。

警消及救護員接報到場，替他戴上氧氣罩及打麻醉針止痛，消防員小心翼翼用工具鋸斷鋼筋，連同鋼筋與黃一併送院，醫生證實事主已無呼吸心跳，傷重死亡。香港勞工處人員初步調查，相信意外涉及至少三個錯誤，一是死者事發時沒有佩戴安全帶；另出事工作台沒有設置防跌圍欄；最後是工作台的鐵架上，應鋪設俗稱「橋板」的木板，而並非窄小木方，工人站在木方上便如同踩鋼線玩命，稍一不慎隨時摔下受傷。

【陳培煌／台北報導】立法院開議日，行政院長江宜樺無法順利上台進行施政報告。立法院長王金平在散會時受訪否認給江揆下馬威；他說，希望下禮拜可以順利報告，依據過去立院紀錄，第一次請行政院長報告很多都是沒有達成，到第二次才開始，有時候比較快在上午，有時甚至延到下午才進行報告，這方面盡力而為，希望明天繼續協商時有結論。

外界好奇王金平與江宜樺兩人今天是否有互動？王金平說，還沒有碰過面；對於委任律師捨棄緊急處置抗告權，並聲請高院公開抽籤分案，王金平僅說，交給律師依照法律程序處理。

另外，台聯立委許忠信稍早在朝野協商還在進行時接受訪問表示，協商達成9月23日選舉召委，讓委員會能夠正常運作。有關院會部分，在野黨要求江宜樺要先行道歉為前提，但江說自己並沒有那樣的言論與行為，所以不願意道歉。在野黨在明天中午12時繼續協商前，會把江值得道歉的言行、時間與地點整理出來成具體事證，來看江道歉的事情，這樣比較客觀。

【綜合報導】桃園一名羅姓男子疑妻子(39歲)出軌，在家中藏錄音筆，錄下妻和賴姓男同事(44歲)在沙發上呻吟及浴室洗澡聲，控告2人妨害家庭。但羅妻稱，呻吟是按摩聲，檢方認為羅妻和賴男共處一室，無法斷定有性器結合；即使2人共浴，也只能說他們「情誼匪淺」，無法確定有性行為，因此不起訴處分。

羅妻和賴男指稱，當天2人原本約好去拜訪客戶，羅妻臨時身體不舒服，轉到女方家幫她按摩。羅妻向檢方說，賴男幫她按摩時，因下手輕重不一，「有時很痛、 有時很癢」，才會不由自主發出呻吟。賴男供稱，因按摩很費力流了一身汗，一個人到浴室洗澡，沒有姦情。

【綜合報導】台北市立動物園傳出「獸滿為患」，部分動物必須「節育」後，如今傳出動物園計畫設立「第二園區」，由於台北市和新北市都沒有夠大的土地，目前新家暫定在桃園。

《聯合報》報導，動物園需要10-20公頃的土地，距離北市約90分鐘以內最佳，但找遍雙北並無10公頃以上的國有非公用土地，只好往桃園找地。國產署表示，將洽詢適合的土地管理機關，得到許可後配合辦理。

隨著伊斯蘭人口在歐洲國家漸漸增加，穆斯林女性因堅持「包緊緊」而觸法的事件接二連三，英國一名穆斯林女子拒絕在出庭時摘下面紗、日前德國一位穆斯林女孩亦拒絕換穿泳衣上體育課； 7月間在法國，更因穆斯林女性遭警方強制摘下面紗引起社會暴動。這些女性的初衷都是為了堅持信仰，不過政府為維護「公共利益」，有時不得不要求除去她們的神秘面紗。

上法庭不肯除面紗

近日一名住在倫敦的穆斯林女子，因涉及一起恐嚇事件而被要求出庭作證。英國法官要求該女子在作證時摘下面紗。不過，她卻堅持捍衛穆斯傳統信仰，拒絕在任何男子面前除去面紗，目前有可能因「藐視法庭」而吃上牢飯。

法官解釋，被告答辯或作證時的臉部表情，是陪審團自由心證和斷案的重要依據，如果法官因個案而開先例，英國司法將處於「無政府狀態」。然而，為了兼顧信仰自由，法院將在她陳述證詞時為她設立一個屏風，這樣除了法官、律師和陪審團，誰也看不見她的臉。

穆斯林女孩不穿泳裝

無獨有偶地，德國聯邦法院也在本月12日判決一名拒上學校男女混合的游泳課的穆斯林女孩敗訴。她向法院訴願的理由是，泳裝會露出自己的身體，並且還會看到其他男子的裸體，這有違她的宗教信仰。

然而，德國法官認為，在夏季期間出門也難免看到校外男性也會袒胸露背，而男女混合上游泳課在德國是常態，更已有專為穆斯林女性設計的「布基尼」（burkini）泳裝可包覆全身，因此駁回該名女孩的請願。

警察摘面紗引暴動

比起英、德兩國法官縝密的論證態度和兼顧信仰表達自由的配套措施，法國政府的執法單位就顯得粗糙。

大約兩個月前在巴黎近郊，巴黎警方基於安全盤查的理由要求街上一名穆斯林女子摘下面紗，卻和同行的丈夫發生肢體衝突。最後警方涉嫌歧視外來伊斯蘭移民的處理態度激怒了當地的穆斯林民眾，引起大規模街頭暴動。

法國自2011年以來實施所謂的「面紗禁令」，禁止穆斯林婦女在公共場合穿戴掩藏臉部的衣物，理由是一方面是要嚴格貫徹公共場合的「去宗教符號化」，以及涉及身份識別的公共安全理由。此外，在一些恐怖攻擊頻傳的國家，恐怖組織會藉女性罩袍等寬鬆衣物藏匿危險爆裂物和槍械。因此法案明訂150歐元罰款和接受公民教育學習課程的罰則，嚇阻「違法人士」。

然而這項法案在上路以先，就在法國引起極大爭議。反對者認為，這是當時總統薩科齊為討好右派選民，挑起北非移民議題而立的法案，欲將伊斯蘭教汙名化。

女性可裸露程度不一

穆斯林女性蒙面和穿罩袍，是伊斯蘭的傳統，不過卻因國家和教派的不同，女性可裸露的程度不一，在埃及和土耳其，女性可以不用遮住面部，但是在保守的伊朗和阿富汗，女性則必須緊緊包住身體和臉部，以免觸犯宗教禁忌。北非則雖無此傳統，但移民到了法國卻開始變得保守，因而被法蘭西共和主義人士懷疑是强硬派伊斯蘭份子的意識型態操作。

英、法、德皆自許為現代民主國家的楷模，在法律中強調人權、自由及平等。然而，接連發生的面紗事件，要如何在保障「信仰自由」和維護「國家法律」間作平衡，並且避免造成「文明的衝突」，考驗著法政官員與宗教領袖們的智慧。
