【綜合報導】天兔颱風重創台東，知本溪溢堤造成知本溫泉區災情慘重，30多戶淹水，有的水淹1樓高，知名的富野溫泉休閒會館也遭土石流襲擊。此外，4年前遭莫拉克風災摧毀的紅葉溫泉，今又遭天兔重創，2千萬湯池被土石掩埋淪平地。

知名紅葉少棒小將泡湯的紅葉溫泉經4年重建，今年觀光局補助2千萬打造露天湯池，明年度還有2千6百萬經費興建更衣室、服務中心等設備，未料遭天兔摧毀，湯池被土石掩埋，停車場也遭砂石覆蓋，殘破不堪。

【涂建豐／高雄報導】狂犬病中央疫情指揮中心今日上午宣佈高雄市新增三例狂犬病鼬獾病例，三例鼬獾分別在9月14日於田寮、9月15日於茂林、杉林送檢。高雄市迄今累計有11例陽性狂犬病鼬獾病例，分布於九個行政區，其中茂林與杉林區為新增行政區。
 
這三例鼬獾分別在清晨、半夜和傍晚闖入庭院或出現在公共區域，其中田寮和杉林區之鼬獾均是主人所飼犬隻吠叫吸引飼主而發現，顯示犬隻對於提醒鼬獾出沒具有警覺效果；茂林病例則為於區公所前道路被發現的虛弱鼬獾。3病例均無犬隻被咬，可能與鼬獾接觸之犬隻均已立即補強1劑狂犬病疫苗。

蘋果日報-民怨四起央行出手管 民幣牌告利率應提高
人民幣存款牌告利率太低，民眾頻抱怨，中央銀行看不下去了，昨邀台銀、土銀、合庫、一銀、華銀、彰銀、國泰、富邦、永豐、兆豐銀等10家銀行總經理「喝咖啡」，要求國銀反映合理收益，適度提高人民幣存款利率，未來國人到銀行存人民幣，利率可望更高。

經濟日報-3天900萬支 新iPhone賣到爆
蘋果公司宣布，兩款新手機iPhone 5s和iPhone 5c上市短短三天已熱賣900萬支，締造空前紀錄，其中iPhone 5s更是賣到翻，目前已呈現缺貨狀況；消息公布後，股價23日勁揚逾6%。蘋果公司並預期，本季營收與毛利率均接近預測區間的頂端。

工商時報-包裝米出包 3大糧商上榜
農委會昨日公布8月擴大抽檢市售小包米不合格產品，國內3大糧商全部上榜。日前爆發以進口低價越南米混充台灣米的泉順公司，不合格品高達8件，且有2件產地標示不實，嚴重違規，各開罰20萬元，勒令立即下架回收。聯米公司中興米和億東公司三好米各有7件、5件品質規格不符或混合比例不符，被要求限期改善。

【大紀元2013年09月23日訊】(據民視新聞報導)萬宜颱風重創日本，京都、福井等地河川暴漲，滾滾河水四處蔓延，而颱風的雨勢會如此驚人，其實是和海水水溫上升有關，到底這兩者之間有什麼樣的關係?一起來聽聽專家是怎麼說的。

橫掃日本本州的萬宜颱風，為京都帶來空前的災情，滂沱大雨下不停，面向日本海的福井縣小濱市，也難逃滾滾惡水襲擊，滋賀縣大津市也是大範圍淹水，道路成了河流。

日本氣象研究所的主任研究官和田章義表示，萬宜越靠近日本時，風勢越強，這樣的構造相當罕見，還是他頭一次遇到的，和田認為，萬宜的強度其實與海水溫度上升有直接的關係。

根據和田的計算，當海面的水溫升高一度，颱風的水分就會增加1500萬公噸，而孕育出如此龐大水分的能量，就是造成颱風強度轉強的主要原因。

海水溫度過高，也讓今年的魚獲出現異常，秋季的美味、秋刀魚，今年的捕獲量大減，導致價格飆高，不過，漁民卻在北海道東部捕到了黑鮪魚，讓漁民又驚又喜。

另外，沖繩附近的平均海面水溫，上個月中旬高達30.2度，是歷年來最高的，沖繩久米島的珊瑚，也因為海水溫度升高，出現了白化現象，要是白化現象持續下去，珊瑚恐怕難逃死亡的命運。

台灣政壇紛擾之際，我是居港18年看著香港回歸中國16年的台灣人，眼中香港變化，所見所聞繁多無法細說，暫舉部份例子與大家分享：
★香港自從有了"自由行"遊客後，在食衣住行育樂各各層面嚴重影響了香港市民日常生活，而香港政府只說要包容，也無視香港的承受能力。
★中國遊客素質全球"知名"，喧譁、無公德心、自私自利、財大氣粗、有理說不清的情境每天在香港每個角落上演著不文明的戲碼……，大陸官員曾指中國遊客來港扶貧……
★物價、樓價(房價)居高不下，大陸人炒高樓價，連許多中產家庭都無法置業，更別說年輕人了！英國"經濟學人"雜誌指出香港樓價泡沫是全球之冠，貧富差距大。
★大企業集團壟斷香港民生，店舖租金貴，每個商場內進駐相同品牌，各各商場大同小異；每條街道充斥著為迎合中國遊客的藥房（賣奶粉等），鋪租高漲放射性擴散至其他區域，基本民生老字號店舖難支撐紛結業，以致香港消費品牌市場單一化，遏殺創意無法百花齊放！
★香港彈丸之地，每個人最基本的空間距離小，很多罪案也由此而生……
★每天至少150個大陸人由中國大陸審批移民到香港，審批權香港政府無從過問，「新香港人」大多教育程度較低，日後合資格可申請綜援金及輪候公屋（目前在公屋輪候冊上已有23萬），政府無檢討人口政策及聲稱不須為其設上限。
★在不公平的選舉制度下，仍然有令人不解的「種票」情況產生，即一戶裡有10多個不同姓氏的登記選民，企圖影響選舉結果。許多港人質疑北京以時間換取空間，以大陸移民企圖"沖淡"泛民與建制選民分佈比例。
★媒體有自我審查趨勢。免費電視新牌照也遲遲不肯發牌，傳聞因申請新牌投資者未獲北京政府信任。
★警察的公信力開始受到質疑，被外界批評為政府打手；香港引以為傲的ICAC亦受到質疑。
★香港政府以至從政者（泛民主派除外）制訂政策有著怕得罪大陸的心態，對於許多政策明顯不敢違背北京政府意思，當爭議政策悖離民意時，"保皇黨"群起而出護航護中央（中國），無法獨立自主以香港利益為前提的制訂方針。
★某些香港高官退休後被中國大陸政府招攬入政協職位，引人詬病過去制定政策時是否有利益衝突利益輸送嫌疑。
★一國兩制下，大陸駐港機構「中聯辦」對於香港事務政策的介入與涉及層面日益明顥，證明一國兩制五十年不變是個謊言。
 
一國兩制下有輿論開始強調一國的重要性而忽視兩制，香港急速融合「中國化」，港人懷念英國殖民時期，在「溫水煮蛙」下愈來愈多民眾尤其年輕人的本土意識開始覺醒，衍生出中港矛盾衝突日益嚴重，以「蝗蟲」、「支那」、「強國」等輕視字眼充斥各大留言版討論區，香港民怨沸騰幾近臨界點，中國政府似個幕後緊砸咒在香港施政上干預，一國兩制下的東方之珠日漸褪色也漸無特色……；九七年前有人以為中國與香港的命運連在一起，中國將變成香港，事實證明中國人想將香港變成中國。在香港住久看多不平不公義的事，回歸後的香港無形中也影響了我的政治立場。
 
在經濟上愈依賴中國大陸，相對地在政治上愈要付出代價，即使是投資移民都能繼而掌控台灣選民分佈影響政治版圖，影響政府施政，屆時不論任何政黨都受制於對岸共產黨，無法以台灣利益做優先考量。台灣有許多中小企業家庭式生意一生貢獻，不要讓他們步向香港後塵，被大集團吞沒。追求GDP追求經濟的同時污染環境，污染人心道德，人類生存不是只有單一價值觀，拒絕奸商、黑心食品、山寨貨，拒絕禮崩樂壞下的社會，讓下一代生活在有道德良知會反省的社會。不久前新加坡民調顯示近半數國民寧願犧牲經濟增長速度，也要減慢外國（主要是中國大陸）移民人口增長。李光耀指出新住民新移民選擇保留本身的生活及處事方式，甚或反過來要改變新加坡的面貌，改變擇優用人的傳統。
 
馬總統，請以中華民國總統的高度與寬度治國，以港為鑑，「互設辦事處」表面理由冠冕堂皇，但依中國駐香港機構的行徑判斷，很難不令人聯想統戰才是駐台辦事處最重要的任務！而「兩岸服務貿易協議」是個陷阱，魔鬼就在細節中。香港人無奈地被回歸，但馬總統正急欲帶領台灣步向「中國化」台灣特區，放棄台灣優先放棄許多香港人羨慕的民主、自主，請珍視獨立自主的中華民國，不要把許多人共同經營的這片土地帶向沈淪的深淵！

【綜合報導】中國又再傳出小孩在地鐵車廂內便溺事件，上海7號線地鐵前日上午，有民眾乘搭地鐵時，見有家長讓小孩在車廂內就地大便，目擊民眾表示許多乘客上車都不慎踩中糞便，整個車廂充滿臭味。

民眾批評這樣的行為很噁心，指責家長縱容小孩隨地便溺，而且上海才公布地鐵修法，禁止車廂飲食和便溺，隨後就發生便溺事件，根本目無法紀。

【張貴翔／新北報導】新北市消防局今天上午9時許接獲民眾報案，二重疏洪道第三停車場微風運河旁有民眾落水，警消趕緊前往現場，發現岸邊整齊擺放著1雙拖鞋、鑰匙等物品，趕緊下水打撈，隨即發現1名女子從岸邊3公尺處浮起，不幸地打撈上岸後該女子已明顯死亡。

警方調查，死者為43歲曾姓女子，經濟狀況不好，加上最近3名就讀國、高中的孩子又要註冊，疑似因此而想不開，將深入調查釐清女子落水原因。
