【潘岳／宜蘭報導】宜蘭市1家台灣彩券行，昨天下午被1名60多歲老翁持一張變造中獎5萬元的刮刮樂彩券，騙走4萬元（扣除1萬元中獎稅金），鄧姓女店員發現後連忙追出，還是晚了一步，警方獲報後，已根據鄧女提供線索及監視器所錄下騙翁影像，全面查緝。
 
警方指出，該名騙翁先在彩券行以現金購買多張刮刮樂彩券，並現場刮券對獎，取得女店員信任後，再取出變造中獎刮刮樂，詐騙一時不察的女店員；警方懷疑該名老翁身上仍有多張變造中獎的刮刮樂彩券，呼籲彩券業者要仔細確認真偽，以免上當受騙。

【周佩萱／綜合外電報導】同性戀在波斯灣六國，包括巴林、科威特、卡達、阿曼、沙烏地阿拉伯和阿拉伯聯合大公國，早就被列為是違法，現在科威特更進一步控管同性戀，聲稱研發出可偵測同性戀的醫學測試，一但被測出是同性戀，將禁止入境科威特以及其他5個波灣國家。
 
科威特公共衛生部長米卡爾(Yousouf Midkar)受訪時表示，計畫移民、暫居或在波灣六國旅遊以及工作的外國人士，都必須接受同性戀檢測，通過測驗者才能入境，在科威特21歲以下涉及同性戀活動的人，最高可處以10年有期徒刑。
 
全球目前有78個國家將男同性戀視為違法，49個國家禁止女同性戀，同性戀在伊朗、沙烏地阿拉伯、蘇丹、葉門和茅利塔尼亞這5個國家，則是會處以死刑。

【大紀元2013年10月08日訊】（大紀元記者夏君編譯報導）2013年10月2日，在聯邦政府關閉的第二天，地方政府也開始面臨困境，他們正在作最壞的準備。

洛縣房屋管理局（ HACoLA ）所經管的保障性住房項目，如住房選擇優惠券項目（Section 8）的資金依靠聯邦政府撥款。在洛杉磯縣有2萬3千戶老年人、殘疾人、無家可歸者、精神病患者和有工作的窮人享受這一優惠券項目。從今年早些時候開始，洛縣公共住房當局已動用美國住房和城市發展部（ HUD ）的儲備金，目前洛縣房屋管理局的資金已近枯竭。如果聯邦政府一直關閉到十月底的話，那麼洛縣房屋管理局將無法動用資金，向1萬3千多租房給這類住戶的房東支付他們11月份的住房補助款，這意味著數以千計的居民可能會被趕到大街上。

洛縣房屋管理局也管理著分布在70個不同地點，超過3,158個住戶的保障性物業。該機構目前擁有約4個月的儲備金，如果沒有出現意外緊急情況，可用於11月到明年2月的公共住房支出。然而，按照美國住房和城市發展部的定義，任何公共房屋管理機構的資金儲備少於4個月即被認為是「危險」機構。

洛縣房屋管理局負責人肖恩·羅根 (Sean Rogan) 說， 「聯邦政府關閉和持續的不確定性將導致很多家庭失去他們的住房優惠券，這樣將會把社會上最脆弱的群體，如無家可歸者，老人和精神病患者推向危險境地。我呼籲國會採取行動，儘快達成協議，恢復聯邦政府的運行，以避免成千上萬的家庭流離失所」。

洛縣房屋管理局敦促住房優惠券的享有者，合作夥伴和公眾給他們的國會議員代表打電話，迫使他們積極努力，儘快達成協議，結束聯邦政府的停擺狀態。

光榮碼頭的黃色小鴨因風吹的關係，不時轉頭，小朋友把握小鴨面對自己的機會，趕快拍照留念。 記者楊濡嘉／攝影

菲特颱風過境，高雄市昨天不斷出現4級以上陣風，風勢反而有助在光榮碼頭展出的黃色小鴨「運動」，只見黃色小鴨隨風浪左移右轉，連第一次觀看的人都說「這樣看起來比較活潑」。

昨天一名台北到高雄看小鴨的婦女看得出神，不慎跌倒，左手嚴重骨折，工作人員和警察人員趕緊叫救護車將婦女送醫，幸無大礙。

高雄市新聞局和黃色小鴨策展公司一直注意菲特颱風動向，為穩住小鴨底座浮台，前天晚上就請潛水員到海下檢視穩住浮台的鋼纜，從底座加綁3條約有成人手腕粗的纜繩到岸邊固定，以防小鴨被吹得東倒西歪。

昨天高雄港邊雖測到4級陣風6級瞬間強陣風，黃色小鴨還是「穩坐」光榮碼頭海域，但因風浪加大，小鴨不免左右轉動，偶爾還略微前俯後仰，觀看的民眾覺得這樣的小鴨比較生動。

全家人從嘉義到高雄看黃色小鴨的郭太太，站在光榮碼頭邊拍照，邊說「高雄人很幸福，有黃色小鴨可以看，」她還說，第一次看黃色小鴨就看到牠隨風擺動，很開心。

一群和老師到光榮碼頭「郊遊」的小學生，等黃色小鴨轉頭時，細細評論鴨子頭、眼睛、嘴巴和身體，結論是：黃色小鴨全身都好看。

由於黃色小鴨會轉動、移動，有些人想拍的鏡頭一下子轉掉了，只好耐心的開著相機等小鴨再轉回來。

標題[問題] 打倒車檔"咖"一聲

小弟六月剛購入Mazda3 1.6 5D 目前行駛里程2000公里 大概這一個月內 從家裡車庫發動車子後 由P檔打到R檔稍微退一下修角度在打D檔出車庫 發生兩次(隔了兩三個禮拜)一開始打R檔就有一個"咖"一聲 (蠻大聲的) 起初我以為是倒車的時候撞到東西 但朋友說可能是變速箱的齒輪聲音 (兩次都剛好來我家而且他坐在後座 =.=) 有想過幾個問題 跟版友請教一下 1. 因為小弟停車要倒入家裡車庫 大概需要打R檔後退30公尺左右 停好車以後直接從R檔打進N檔 拉手剎車 在打入P檔 是不是應該我打R檔停好車以後 還是應該要打回D檔 在打N檔 拉手剎車 在打P檔? 不知道程序上是不是有問題 2.平常停長紅燈:踩剎車在打N檔 拉手剎車 綠燈 放手剎車 打D檔 停車:倒車R檔 N檔 拉手剎車 排入P檔 麻煩各位版友幫小弟檢視一下這個問題 是否需要回原廠去檢查呢? 或者是平常行車排檔順序有問題 需要改進? 謝謝 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 163.29.35.150

【楊喻斐／台北報導】安控設備廠奇偶（3356）公布第3季營運表現，第3季營收6.07億元，季增率約2.2%，年增率21.2%，毛利率為54.3%，較上季下滑1.8個百分點，受到匯兌損失影響，稅前盈餘1.8億元，較上季減少25%，每股稅前盈餘2.83元。
 
在網路攝影機出貨暢旺以及新產能加入，奇偶累計前3季營收16.98億元，年增率17.8%，毛利率55.2%，營業利益率29.9%，稅前盈餘5.38億元，每股稅前盈餘8.46元。

總統馬英九今天表示，中華民國價值不僅在於經濟成長，也在於得到國際應有尊敬，國父孫中山遺訓至今都是政府政策的指引。

國慶日將屆，國父孫女孫穗芳贈送中華民國政府一尊國父銅像，這尊置於中央聯合辦公大樓的銅像上午揭幕，總統馬英九、孫穗芳、僑務委員會副委員長陳玉梅、國策顧問吳英毅等人出席，孫穗芳並致贈馬總統一幅國父畫像。

馬總統致詞表示，國父孫中山是他從小非常景仰的政治人物，「只要有國父銅像，我一定會上去行禮」，這不只是習慣，也是對國父的長遠尊敬。

總統指出，國父留給後世繼續完成努力的目標，中華民國的價值不只在於經濟成長，也在於國際間是否得到應有的尊敬。

馬總統說，他上任後努力改善兩岸及國際關係，到目前為止，已有134個國家及地區給予台灣免簽證相關待遇，現在中華民國國民出國旅行，98%以上常去的地方都有免簽待遇，「這是國父希望我們做到的」。

他強調，儘管中華民國邦交國只有23個，但給予免簽待遇國家有134個。國父孫中山先生留下的遺訓，在許多地方，都是政府政策的指引，他將秉持國父孫中山的遺願，在國際扮演和平的締造者。

孫穗芳表示，這是她3年來捐贈的第119尊國父銅像，她衷心感謝大家以誠摯的心緬懷國父致力革命，建立亞洲第一個民主共和國中華民國。

陳玉梅說，海外華僑是革命之母，國父銅像揭幕及紀念特展彰顯國父與華僑長遠的歷史關係。

【王吟芳／高雄報導】高雄一名14歲少女去年跟朋友到住家附近的雜貨店喝啤酒聊天，因不慎打翻啤酒，少女向店家借拖把拖地後，走進店內廁所外水槽清洗拖把，不料高齡74歲的雜貨店李姓老闆竟從身後襲胸，抓了少女胸部一把之後還讚「好大」。少女不甘受辱，隔天上門對李男套話並錄音蒐證，高雄地院審理後依違反《性騷擾防治法》將李男判刑4月，得以12萬元易科罰金。

法院審理時，李男矢口否認性騷擾，辯稱當時並未與少女一同前往廁所，而是一直待在櫃檯裡，且他年邁，雜貨店又是公開場所，他不可能這麼做。但法官勘驗少女蒐證錄音內容，發現兩人對話時，李男不但沒否認前一天有偷摸，還要求「給我摸一下，我伍佰給你」，法院因此認定他犯行明確，判刑4月。

【周佩萱／綜合外電報導】縱使敘利亞已開始配合，進行清除化學武器的工作，但國內戰亂依舊尚未平息，根據聯合國統計，到2014年敘利亞被迫離家的人數，將超過4百萬人，其中2百萬人將以難民身份離開敘利亞，留在國內的估計有225萬人，將過著顛沛流離的生活。

聯合國表示2014年敘利亞最有可能的狀況是，衝突持續擴大，必要的醫療服務等將遭嚴重破壞，外援也無法順利抵達，並警告屆時人道救援工作將面臨更多挑戰，聯合國預估明年需要救援的敘利亞民眾，將高達830萬人。

【呂健豪／新北報導】新北市中和區景平路上1家打烊的卡拉OK店，今天上午9時許發生一起火警意外，現場竄出大量濃煙，警消獲報後立即趕抵現場，布水線搶救。

警消調查，起火點位於大門旁連通後門走道口的雜物堆，所幸火勢並未向內延燒，但造成靠窗的沙發座椅受到高溫熔毀，詳細起火原因仍待火調人員鑑定。
