【大陸中心╱綜合外電報導】香港電影導演會、電影編劇家協會、電影製作行政人員協會等多個組織舉行聯合記者會，抗議政府審批免費電視牌照程序欠缺透明度，對王維基的香港電視不獲發牌感到遺憾，擔心香港創意工業繼續倒退。

電影工作者總會會長吳思遠強調，這次事件並非單單支持某人或某個電視台，他指事件已變成社會事件。他認為目前香港的電視製作一潭死水，無論技術及創意等都落後電影五至七年，而電視行業是電影業的中流砥柱，因為很多導演和演員均由電視行業出身，電影業為良心，有義務發表反對意見，希望為創意工業下一代提供機會。

香港電影導演會會長爾冬陞則對香港電視不獲發牌，深感不滿和疑惑，他認為政府增發免費電視牌照的原意，是要增加電視業的競爭，但審批過程黑箱作業，擔心電視節目質素最終無法提升。他又不滿政府無交代不發牌的理據，打擊行業員工的生計和士氣，此舉亦猶如「逼市民上街」，是非常不智的做法。

英國各大報章10月18日對中國獲准投資英國核電站相當震驚。《泰晤士報》和《衛報》文章分別從安全角度評論這個消息。《金融時報》有報道認為英中兩國在核電站的合作，有助英國邁向低碳經濟。

英國財相奧斯本星期四（17日）在中國訪問最後一天宣佈，准許中國企業到英國投資核能設施。首張合同最快在下周簽署，一家或多家中國核能企業將參與修建英格蘭欣克利角核電站C反應堆（Hinkley Point C）。

《泰晤士報》星期五社論說，一般而言，英國歡迎外國來投資，這反映英國是開放貿易的國家。沒有豐田、日產、寶馬等公司的大型投資，英國汽車業不會有現在的復蘇；沒有中東國家主權基金的投資，倫敦的商業房產市場不會像現在一樣活躍；新興經濟體因為投資英國接觸到企業治理機制，促使他們對付貪污問題。

「可是，這些都不足以作為政府對中國開放英國核電業的理據。」

社論指出，核電設施是一個國家的敏感和戰略資源，在這方面的任何外國投資者必須完全透明，「中國龐大的國營能源公司實在算不上這樣」。一個極權政府將控制英國相當比例的能源供應，這個做法是否明智？假若兩國出現嚴重爭端，一個沒有民主的經濟大國擁有截斷英國能源的能力，這是否更糟糕？

「那些從民用核能獲益最多的國家，有關設施都是國有的。法國納稅人擁有85%的EDF法國電力集團。或者，對納稅人來說，長遠看，由英國政府興建下一代發電站是否更好？」

《衛報》引述英國核工程專家約翰•拉奇（John Large）說，中國的核工業不透明，他對中國營運英國核電站表示擔憂。

拉奇說，「即使是法國公司營運的英國核電站也存在兩國監管制度的分歧。與中國合作，如俄羅斯一樣，他們沒有獨立的核安全監管機制，這些問題將會更明顯。」

拉奇是英國政府顧問，曾協助俄國政府打撈沉沒的庫爾斯克號核潛艇。拉奇擔心政府為贏得外國投資，英國本身的核監管機構Office for Nuclear Regulation將受壓，可能要掩蓋中國公司的問題。

《金融時報》評論說，中國現在先以小股東形式投資英國核電業，但目標是在英國興建反應堆和營運電站。英國財政部樂見其成。

「中國最終希望利用英國作為他們進入國際核技術市場的窗口。與奧斯本簽訂的協議使中國朝這個目標邁進一步。」

評論還引述英國核工業協會會長赫頓勛爵說，與全球核工業增長最快的國家合作更緊密，為擁有這方面技術和專業的英國公司提供真正的商機。「財相深信這項協議將為英國公司打開參與中國核電業增長的大門。」

《衛報》的布蘭尼根（Tania Branigan）說，對中國來說，投資英國核電業有分散投資、獲得技術和盈利的好處。她引述中國專家喬納森•芬比(Jonathan Fenby)說，這是非常符合商業邏輯的，至於英國輿論所說的「遭中國關燈」，他個人認為發生的機會非常少。

希爾頓問道：中國將控制英國的核電站嗎？全球每年增加一萬噸核廢料，處理核廢料的開支誰來承擔？歐洲電力系統開放後，消費者不再承擔無上限的核能成本，投資風險轉移至金融界和股東，這與以前有什麼分別？

希爾頓說，財相看來認為中國資金可以讓他擺脫核能的困難和成本的問題，我們因此應該向他發問更多的問題。」2013/10/20

【孫友廉／新北報導】新北市一名男保險業務員（23歲）去年9月底，酒後戴套性侵17歲妹妹，妹妹奮力抵抗踢他下床才罷手，但妹妹仍痛不欲生自殘更向姊妹淘哭訴，經女姓友人代為出面報案後，檢警追查才發現，男子7年前就開始性侵當時年僅11歲、就讀國小六年級的妹妹，前後共性侵妹妹4次。
 
被害妹妹告訴檢警，先前被哥哥性侵時，她因不知所措只好裝睡，事後認為爸媽比較疼愛哥哥，不會相信她說的話，才一直沒向爸媽求助。男子到案後則推稱，都是看了A片，一時情慾高漲才出事，他願抄佛經誦經懺悔。

新北地院日前宣判，基於男子前兩次性侵妹妹時尚未成年，移由少年法庭審理，後兩次則分依對未成年血親性交罪、強制性交罪，合併判刑5年2月。全案可上訴。
