【大紀元2013年10月25日訊】（大紀元記者周行多倫多報導)10月24日，加拿大就業、社會發展及多元文化部長康尼（Jason Kenney）呼籲各省及特區立即採取行動，改革現行學徒系統，以適應加拿大經濟發展對技術工人的需求。

加拿大行業出現技術短缺的現象日益嚴重，聯邦政府近一段時間一直在在強調加強技能培訓，鼓勵更多人參加學徒計畫。不過對很多華人移民來說，不需要參加學徒培訓就拿到了執照，但是，他們認為需要掌握本地技能才能勝任工作。

在渥太華對加拿大學徒董事委員會（CCDA）的講話中，康尼強調學徒培訓在加拿大遇到的挑戰，比如一些省份的師傅（journeyperson）與學徒比例要求很高，學徒畢業率很低，缺乏雇主參與，各省和特區的學徒系統不一致等。

「加拿大雇主越來越需要高度熟練的工人。要創造就業機會，經濟增長和長期繁榮，我們必須使技能培訓與職場需要相匹配。」康尼說，「各省和特區需要改革他們的學徒制度，為加拿大的工人創造更多機會，同時幫助解決技能短缺問題。」

康尼提到，加拿大與歐盟簽署的自由貿易協定，給加拿大商界打開了歐洲5億人口的消費市場大門，將創造8萬份工作。要利用好這個機會，解決技能短缺問題就顯得更重要。

同時，康尼敦促加拿大學徒董事委員會改革其在1950年代建立的紅印（Red Seal）計畫，該計畫使55種技工享有跨省份工作的權利。康尼稱，這計畫應該增加更多的技工類別。因為加拿大的勞工市場變動很大，現在已經不是1950年代，加拿大需要給更多勞工提供更多的移動能力。

*完成學徒計畫比例偏低

康尼說，現在全國有40萬人登記加入學徒計畫，但完成計畫並獲得執照的人數比率很低。主要遇到的障礙，包括學徒缺乏收入、無法獲得政府提供的學生貸款等，這些都是聯邦和省政府需要考慮改變的因素。私營機構方面，已經有大公司在支持社區學院提供學徒課程，他認為一些公司也會準備資助高中提供這樣的課程。

獲得技工執照，不是一定要參加學徒計畫。在多倫多開汽車修理店的陸巖在中國學汽車專業，在加拿大做了6年修車工作後，去參加考試，獲得了汽修技術員執照。他說，他當時不知道有相關學徒課程，提供相關專業的學歷及足夠工作經驗證明，就可以參加執照考試。

梁先生10年前拿到安省電工執照，完全是用在中國的相關學歷和經驗，去報名參加執照考試。

按聯邦政府2013年的經濟行動計畫，打算培訓加拿大本國人去填補缺人職位的雇主，可以申請加拿大工作補貼（Canada Job Grant），聯邦和省政府，加上雇主共提供15,000元。政府對參加紅印學徒訓練及完成訓練的人，最高提供4,000元的抵扣稅優惠，可報成本包括學費、工具及其他開支。

*市場對技工要求 看重動手能力

梁先生在多倫多經營Topsafe Electric Inc.。他說，他有4個執照，有Contract license才能開公司，有Master Electrician 才能管理工程，有其他基本的執照才能自己動手幹活。

10年前梁先生考取安省電工執照時，靠的是在中國相關學歷和經驗，然後開始積累加拿大工作經驗。他說，沒有這裡的實際經驗還是有困難，需要跟別人學。「為什麼人家說，你沒那麼多經驗我不信你，就是這原因。」

【曾伯愷／新北報導】新北市新莊區建興街1間三媽臭臭鍋，今天上午11時許突然發生氣爆，爆炸威力瞬間將屋內強化玻璃震碎噴出屋外，所幸店內2人緊急逃出並無大恙。
 
警消表示，負責人吳姓男子今天上午在密閉式廚房內整理菜色，卻不慎扳倒瓦斯筒，造成瓦斯管線斷裂，瞬間噴出大量瓦斯氣體，還一度冒出火舌，吳男見狀試圖關閉瓦斯開關閥，過程中頭髮不慎遭祝融燒到，卻無法阻止火勢，趕緊往外逃生，才剛跑出店外，就瞬間發生爆炸，大量強化玻璃碎裂往外飛散，所幸燃燒面積僅3坪無人傷亡，至於確切爆炸原因，警消正在調查當中。

根據氣象廳發佈的最新資料，這場地震發生於今天凌晨2時10分左右（台灣時間凌晨1時10分左右）的震央位於北緯37.2度、東京144.6度，約在牡鹿半島東南東方290公里處，震源深度約10公里，地震規模推定為7.1。

【孫英哲／彰化報導】彰化地檢署偵辦富味鄉假純油案，昨晚偵訊富味鄉公司董事長陳文南、常務董事陳瑞禮兄弟後，因陳文南先前已被諭知２５０萬元交保，因此訊後請回，至於陳瑞禮則被諭知１００萬元交保，彰檢並將在下周一扣押陳文南兄弟名下２０幾筆土地及房屋。

陳文南兄弟偵訊中雖坦承在該公司生產的３項標榜１００％黑麻油中，混攙黃麻油及炒熟的玉米胚牙，但兩人認為這樣的行為只是違反《食品衛生管理法》中刑責較輕的「標示不實」，兩人否認有涉及檢方所指涉同法中刑責較重的「攙偽」或「假冒」，以及詐欺罪嫌。

陳文南兄弟雖未坦承有攙偽、假冒及詐欺等犯行，但也為該公在純油中攙入次級油的事實，展現賠償消費者和接受懲罰的誠意，除已先提供五千萬現金給其總公司所在地新北市政府，因應消費者退貨退款外，陳文南兄弟還向檢察官鄭智文出示２０幾筆房屋及土地權狀影本，表明願意讓檢方扣押這些不動產，以示有誠意善後。

彰檢襄閱主任檢察官黃智勇今天表示，陳文南兄弟提供的這２０筆不動產的價值約在１億６千萬至２億元，而富味鄉公司是從２００９年１１月起，生產販售混攙次級油的純黑麻油，不法獲利約１億元，該署將在下星期一發出扣押命令；另外，新北地檢署偵辦富味鄉案的相關卷宗也是在下星期一移轉管轄至該署。

「威力纖Plus」健康食品被驗出添加西藥Cetilistat成分，檢調昨天約談販售威力纖的菁茵荋生技公司總經理曾心怡，及上下游廠商高層共7人，訊後檢方認為曾心怡涉違反藥事法，諭令200萬交保，限制出境。

合作廠商云丰生技醫藥負責人黃振康、研發部總經理葉枚耕經漏夜偵訊後，今晨分別被裁定300萬元、200萬元交保，替菁茵荋代工膠囊的東阪國際負責人陳進益，飭回。

曾心怡等人已被檢方改列被告。由於曾心怡供出連惠心是公司大股東，檢方將於下周約談連惠心到案說明。

膠囊成本20元 賣百元

菁茵荋自2008年5月起販售威力纖Plus，30錠裝要價2980元，由連惠心代言。檢調查出，威力纖Plus一顆膠囊成本才20元，菁茵荋卻以上百元販售，形同暴利。

連惠心透過律師宣稱，只是形象代言人，代言時間到本月底，若代言食品添加藥物違法屬實，立即中止代言身分，並向輸入製造產品廠商求償。菁茵荋生技公司表示，連惠心只是品牌形象代言人，並非股東，代言產品沒有收代言費。

檢調發現，菁茵荋是連惠心和好友曾心怡共同創辦，曾心怡昨晚偵訊時供出菁茵荋公司資本額1500萬元，連惠心一人出資上千萬元，是實際負責人。

曾心怡：連惠心是菁茵荋實際負責人

檢調昨天同步搜索菁茵荋生技公司的上、下游廠商，約談菁茵荋登記負責人孔繁曦、總經理曾心怡及云丰生技醫藥負責人黃振康、研發部總經理葉枚耕、總務楊小玉，和替菁茵荋代工膠囊的東阪國際負責人陳進益、業務經理顏銘星等7人。

曾心怡稱，菁茵荋對於云丰生技研發的食品添加西藥，事前不知情，公司只負責行銷，不管研發。云丰生技醫藥負責人黃振康說，原料是從加拿大進口，由葉枚耕調配，他不知道配方為何。

檢方認為曾心怡涉及違反藥事法，昨晚裁定200萬元交保並限制出境。孔、顏、楊訊後請回。黃振康、葉枚耕、陳進益等3人經漏夜偵訊，黃、葉二人分別被裁定300萬元、200萬元交保。

連惠心：沒經營菁茵荋 該負的責任絕不逃避

保健食品「威力纖Plus」被驗出含有禁藥，民進黨立委李應元、台北市議員阮昭雄上午舉出證據，指連惠心就是菁茵荋生技公司實際負責人。連惠心透過律師發澄清，說明自己並未經營管理菁茵荋，目前正全力追查，若真相明確，該負的責任絕對不會逃避。

李應元及阮昭雄表示，媒體2011年報導連惠心是菁茵荋生技公司最大股東。連惠心也曾以菁茵荋生技總裁身分接受專訪，2010也有媒體報導，稱連惠心是台灣樂活新天地集團總裁。

李應元拿出人力銀行徵人啟事，他說，樂活新天地集團與菁茵荋生技公司是同一套人馬，公司登記地址相同，且菁茵荋招募員工時，要求職者將履歷寄到樂活新天地。

阮昭雄說，台北市長郝龍斌應以追究胖達人的標準，不要遇到連家就轉彎，檢調單位也應徹查，暫停公司產品繼續販售。
