【周佩萱／綜合外電報導】英國氣象局警告英格蘭和威爾斯27日開始將面臨暴風雨威脅，暴雨恐造成部分地區淹水，呼籲數百萬居民做好準備。

氣象局預估暴風風速將高達每小時130公里，從英國西南往東北方向移動，當地鐵路公司警告27和28兩日火車可能會停駛，建議乘客勿搭乘，希斯羅機場也預告28日班機恐有延誤，呼籲乘客提前查詢班機資訊。

【簡嘉宏╱綜合外電報導】日本28日凌晨再度發生芮氏規模5.5的地震，幸未傳出海嘯與災情。
 
根據法新社的報導，這起地震發生於28日凌晨3時13分，地震深度達26公里，震央位於福島縣浪江町（Namie）東方324公里處。太平洋海嘯預警中心（Pacific Tsunami Warning Center）沒有發布任何海嘯警報。
 
日本26日也發生芮氏規模7.1的強震，為2011年311地震的餘震，當時日本氣象廳的地震預報主管土井惠治（Keiji Doi）曾警告，日本最近還有可能發生芮氏規模7左右的地震。

【方翊倩／綜合報導】本月初陳小姐一家到台南市柳營區台糖尖山埤江南渡假村住宿，但進入小木屋內就發現屋角滿是灰塵，還有壁虎排泄物，換一間房後驚見死蟑螂，不禁抱怨：「品質真差！」

今日出版的《蘋果》報導，陳小姐本月5日和媽媽、妹妹前往江南渡假村準備入住小木屋，一晚要4000多元，入內後發現有壁虎排泄物，向櫃檯反映，櫃檯告知可換房間。沒想到換到新房後，卻在床舖旁看到死蟑螂，隔天退房時，將手機拍到蟑螂的照片向櫃檯反映，服務人員態度卻相當冷淡，讓他們非常不滿。

對此，江南渡假村表示，除對房務部人員口頭警告，要求加強房務整潔，也向消費者致歉，顧客下次光臨，將會提供餐飲招待補償。

【大紀元2013年10月28日訊】（大紀元記者海寧編譯報導）在2008年初次競選以及後來的競選中，奧巴馬曾反覆多次表示將致力於「重建民眾對政府機構的信心」。在他最重要的講話中，奧巴馬經常提到他對建立「更智能化、更有效的政府」情有獨鍾。他曾呼籲美國國會支持並為「21世紀的透明和有能力的政府」撥款。

據《紐約時報》報導，在追尋這一崇高目標的過程中，奧巴馬一直面臨保守派人士的堅決抵抗。他們把政府視作問題，而不是解決之道。為達成這一目標，奧巴馬還得贏取日益狐疑、在過去幾十年中對政府的信任日漸降低的公眾。上週皮尤研究中心的民調發現，只有19%的美國人總是或者大部份時候信任政府的作為。

新健保網站HealthCare.gov的癱瘓對奧巴馬的理念構成重大考驗。奧巴馬的目標需要民眾信任政府，這一癱瘓的可能後果是非常嚴重的。皮尤研究中心主任邁克爾•迪莫克（Michael Dimock）說，時間拖得越久，就越會加強幾乎已成為美國信條的認識：「政府無能」。

在今後數月，奧巴馬將敦促國會通過移民改革法案。但是保守派人士懷疑政府是否有能力鞏固邊境安全或者對勞工進行移民資格審查。奧巴馬還許諾將建立大專院校的網絡評級系統，目的是將美國每年1500億美元的助學金和教育成果聯繫起來。奧巴馬還想讓聯邦政府在擴展學前教育中扮演更大角色。

奧巴馬政府許願在11月底之前解決新健保網站的問題。其顧問堅持說這不會給奧巴馬造成長期的政治傷害，就像2010年墨西哥灣石油洩漏事件和去年的美國國稅局濫用職權醜聞。在這兩起醜聞中，政治衝擊稍縱即逝。

但是，如果問題拖延日久，勢必給保守派國會議員充足的彈藥。他們會說政府的規模和管轄範圍已經太大，需要收縮。副總統拜登的前任首席經濟學者說，這一次公關災難恰好符合了「政府低效」的觀點。但他又指出，如果網站能在幾個月內修復，奧巴馬政府或可卸責。

但是奧巴馬控制此事件影響的努力似嫌太遲，至少在短期內如此。《國家事務》雜誌（National Affairs）編輯尤瓦爾•萊文（Yuval Levin）是新健保法案的反對者。他說奧巴馬政府甚至不能讓一個網站運作提出了一個更大的問題：在今後幾年新健保法將如何實施？萊文表示，政府的工作失敗了，其許願變得更難讓人相信。萊文稱，在某種意義上，政府試圖做件大事，但是新問題是它根本甚麼事都做不了。

奧巴馬政府現在的問題是健保網站的麻煩在多大程度上影響了美國人對政府能夠有效運作的信任。當年聯邦毉療保險Part D推出時，第一週也遇到很大困難，但現在相當有民望。民主黨人士認為，現在的網站癱瘓是一個「問題」，但最終新健保法案將和聯邦毉療保險一樣受到民眾歡迎。

【戴之聖／基隆報導】基隆延平派出所前天下午5時許，接獲張姓男子報案表示，自己的機車停在復興街巷口遭竊，警員胡家祥、盧俊良前往查看時，發現遭竊的機車竟停回原位，摸了機車排氣管發現機車還有餘溫，趕緊調閱監視器後，發現是被有多項前科的26歲蔡姓男子騎走。

蔡男一開始否認犯案，張男也表示不願意計較，這時蔡男突然說：「你看！這位大哥都不願意和我計較了。」以致當場露餡。 警方出示蔡男竊取機車後騎乘該車影像後，蔡男才坦承不諱，並於其住處交付犯罪工具機車鑰匙1把。警方訊後，將蔡男依竊盜罪移送法辦。

【國際中心╱綜合外電報導】跨國媒體新聞集團(News Corp.)2011年爆出竊聽醜聞，驚動全球，經過近3年蒐證，案件將於28日在英國倫敦中央刑事法庭開審，8名被告將出庭應訊，包括新聞集團主席梅鐸的愛將布魯克斯(Rebekah Brooks)，以及首相卡梅倫的前首席新聞官庫爾森(Andy Coulson)等。英媒形容案件為「世紀官司」，預計審訊4個月，期間還可能會揭出更多爆炸性內幕。

就有媒體取得新聞集團英國報章部門前主管莫克里奇一段開會時的秘密錄音，她當時估計集團最終會因竊聽醜聞付出高達16.2億美元代價，遠高於集團公布的4.48億美元。 　

醜聞主角之一、集團旗下「新聞國際」前總裁布魯克斯被控以多項罪名，包括密謀非法截取手機留言、賄賂公職人員提供資料和妨礙司法公正等。她否認控罪，聲稱沒授權下屬進行竊聽，對事件亦不知情。庫爾森則是被控非法截取留言和向公職人員行賄換資料等3項罪名。案中所有被告全部否認控罪。

【陳俐妏╱台北報導】蘋果新款iPad mini上市，不過瑞銀證券表示，iPad mini過高的訂價策略可能讓銷售偏緩，消費者可能優先選擇iPad air，預估和碩(4938)第4季iPad mini出貨量雖可季增12%，但後續市場需求仍要觀察，考量iPad mini獲利雖偏高，但如果市場需求不振，對第4季營益率將有風險，調降第4季營收預估，重申賣出評等和目標價36元。
 
瑞銀證券指出，和碩在iPhone 5c放量前持續雇員和拉貨，因此調降和碩第3季營益率從0.7%降至0.6%，聚焦第4季，調降NB出貨預估從季增10%，降至季減10%，預期將季減達13%，低於和碩原先預期的5~10%，也顯示NB產品產用率將低於60%，第4季恐有虧損。
 
瑞銀證券下修和碩第4季營收預估，從季增6%，降至持平表現，考量iPhone 5c需求、iPad mini銷量，預警NB出貨有其風險，維持賣出評等和目標價36元。

【大陸中心／綜合報導】日本放送協會（NHK）今天報導，中共解放軍的軍機連續於前天、昨天兩天，飛越日本沖繩本島和宮古島的上空，導致日本航空自衛隊緊急派戰機升空因應。日本首相安倍晉三今天在校閱陸上自衛隊時強調，「一定要展現我們國家的意志，絕不容許改變現況。」

NHK引述日本防衛省消息指出，中共軍機繼前天之後，昨天又有兩架Y8預警機、2架H6轟炸機、4架軍機陸續通過沖繩本島和宮古島之間的上空，直到飛抵沖繩南方數百公里外海的太平洋上空再折返。不過，中共軍機並未侵入日本領空。

此外，中共海軍包括驅逐艦在內的5艘軍艦，也於上周四通過沖繩本島和宮古島之間的海域，並從東海航行到太平洋海域。防衛省正試圖釐清共軍上述舉動，是否和近日的演習有關。中國官媒新華社前天報導，海軍「機動-5號」演習當天進入實兵對抗階段，這是海軍三大艦隊的參演兵力首次在西太平洋預定海區展開實兵對抗。

【方翊倩／綜合報導】余小姐投訴，因搬家向中華電信申請網路移機，客服人員承諾完成移機前不收網路費，但本月收到中華電信寄信催繳7、8月網路費。

今日出版的《蘋果》報導，台北市余小姐表示，6月21日申請移機後就搬去新家，客服人員承諾移機未完成前，不會收取網路費用，不過7月8日中華電信的工程單位來電告知，她新家附近的光纖設備須調整，暫時無法裝機，一拖就3個多月。9月17日余小姐竟還收到中華電信通知信函，催繳7、8月的網路費共2015元。她抱怨，「遭質疑欠款不繳，對我的人格是種污衊。」

中華電信回應，余小姐申請移機後，在完成移機前的網路費確實不該收取，因內部作業問題才導致催繳單寄出，這方面確有疏失，會簽結這筆欠款。
