【呂健豪／新北報導】昨天東北角風景區發生近年來最嚴重的溺水案件，造成8人死亡，新北市府對此今天上午召開跨局處協調會議，會同東北角暨宜蘭海岸國家風景區管理處進行研議，討論該地區未來的相關安全措施配置。

風管處處長許正隆表示，將會召及相關單位進行會商，對於該地區的管理措施將考量天候因素，考慮在瘋狗浪發生機率高的季節做有限度的管制，而設置護欄、救生衣等措施也是選項，但細節仍需與專家、學者根據地形地貌做更詳盡的討論。

新北市副市長侯友宜對於這起意外表示，市府將為罹難者與家屬爭取最高的撫卹，並強調將嚴格執行北海岸安全協調會報，至於是否進行國賠，則由檢察官調查了解，釐清這起案件屬於意外或人為疏失。而是否對樹林社區大學追究相關責任，侯友宜說已責成教育局，對社區大學的負責單位進行檢討，若確有疏失將會進行處分。

【呂健豪／新北報導】有關昨天東北角龍洞礁石步道發生的8死溺水案件，今天上午新北市與召集東北角海岸國家風景區管理處召開協調會，除討論罹難者相關撫恤外，也針對未來該區相關安全管理設施進行研議。

風管處處長許正隆會後接受媒體採訪時，稱昨天的意外案件，風管處是「道義上的責任」，基於道義會協調相關單位，替罹難者爭取最高權益；但新北市副市長侯友宜則表示，市府的責任不只是道義，更要去追究到底有沒有相關的疏失與不當，去進行檢討與改善，「相關單位沒有一個能逃避責任」。

　【都會中心／台中報導】中午11點多，在國民黨全代會現場抗議的群眾一度欲闖入管制區未果，和200多名手持盾牌的警員隔著拒馬對峙，11點50分左右，約500人在「全國關廠連線」成員陳秀蓮持麥克風高喊：「還鞋於民、加倍奉還！」口號帶領下，發動第一波丟鞋攻勢。

由於丟鞋現場距離全代會現場很遠，事實上根本丟不到，丟出的鞋子絕大多數都落在警員、媒體記者的身上，也有記者的相機、攝影機被砸中，群眾稍後還要以鞋子排字來抒發不滿。

針對未來工作重點，王金平表示，立法院新會期將有兩岸服務貿易協議、年金改革及明年總預算案等重要議題，他一向本著尊重、包容、接納的態度來面對爭議，促進國會在和諧的狀況下，通過福國利民的各項議案。

王金平說，立法與行政皆是國家權力，政府效能絕非單方面改革可達成。而政府推動法案無非是想改變或修正現狀，但任何變動不免都會衝擊到既有狀態或既得利益者，因此，先行溝通就顯得格外重要。王強調，立法院是合議制的民意機關，體制運作不同於首長制的行政院。立委身負民意付託，對於重大法案，自應審慎審議，而各政黨基於不同理念，提出不同主張，正是政黨政治的常態現象。

王金平說，最近國會發生很多議事紛擾，都在考驗台灣民主的成熟度，也需要朝野共同努力。處理國會爭議不比處理街頭抗爭，民主著重溝通，盡力求取最大公約數的共識；若窮盡溝通說服，仍無法解決歧見，最後不得已訴諸表決，才能要求少數服從多數。

　【都會中心／台中報導】國民黨全代會現場接近中午十二點時，已有上千民眾聚集，現場氣氛越來越緊張，原本分派在四周的警力，也逐漸往抗議群眾聚集最多的文昌路、文匯街口一帶集結，中午國民黨中央評議委員會主席團主席團主席邱創煥搭車欲離去時，車子被一瓶礦泉水砸中，但邱創煥並未被砸中。

另外，台灣民族黨主席蔡金龍揹著標有「都蘭國小」字樣的包包，欲爬越拒馬衝進管制區，但被警員抓下，帶往設於中港高中的前進指揮所。

【謝岱穎／綜合報導】日本職棒今天展開12球團聯合的戰力外測試，季後被阪神釋出的林威助表現不錯，在第2個打席從樂天的加藤貴大手中擊出中右外野的三壘打，擔任左外野手也有精彩美技，讓場邊各球團負責人印象深刻。

被橫濱釋出的蕭一傑面對4名打者，製造2次飛球出局、1次滾地球出局，另外投出1次三振，表現不錯。

今年的日職戰力外測試於靜岡縣草薙球場舉行，從當地時間上午10點開始，除了林威助和蕭一傑外，同樣被釋出的許銘傑和林羿豪等人也都參加測試，但上午雨勢增強，進度受影響，下午繼續在室內練習場進行，11月22日還有另一次戰力外測試。
