標題[請益] 換CPU主機板後無法開機

投資人期待美國聯邦準備理事會（Federal Reserve，Fed，聯準會）繼續維持低利率政策，美股連3天收漲。

《鉅亨網》報導，分析師表示，美國目前通膨率低、企業獲利成長、央行支撐股市，整體投資環境有利，分析師認為，今年底前標普500可能衝上2060點。

美國股市
道瓊工業指數上漲 109.14 點，或 0.68%，收在 17265.99 點。
標普 500 指數上漲 9.79 點，或 0.49%，收在 2011.36 點。
那斯達克指數上漲 31.24 點，或 0.68%，收在 4593.42 點。

高雄地檢署前年8月偵辦高雄市環保局勞務環保採購弊案，將涉嫌洩漏評選委員名單給廠商的前高雄市環保局長李穆生，及其行政秘書元曉琴、中山大學環境工程研究所教授樓基中、高雄市立空中大學科技管理系系主任吳銘圳及廠商張至上等5人依洩密罪起訴。

起訴指出，李穆生涉嫌從4年前起將經手的「100-102年度高雄市加強洗街計畫」等3件勞務採購標案，透過秘書元曉琴聯繫廠商，直接把廠商叫來辦公室，洩漏評選委員名單給廠商，再由廠商打點擔任委員的大學教授；而中山大學教授樓基中、空大系主任吳明圳也不避嫌的與廠商接洽，表明自己是評選委員身份，要廠商對案子「好好顧」。

另樓基中前年召開勞務採購案的評選會議後，竟向廠商詐稱已代為行賄其他評議委員，大喇喇地向廠商要了5萬元，也被依詐欺罪起訴。

而前雲林縣政府副縣長林源泉、雲林縣政府環境保護局局長葉德惠也因勞務採購標案也遭調查，今檢方認為犯罪嫌疑不足不起訴；但檢方認為葉德惠不能謹守份際，竟收受澳新公司5萬元及登機箱等財物，雖不能證明是與其職務有關的賄賂，然其所為，有悖官箴，亦有違反廉政倫理規範之虞，已函由雲林縣政府酌處。

至於樓基中、吳銘圳、吳忠信3名擔任評選委員的教授，與投標廠商間有不當金錢交流、接受招待飲宴，甚至召來酒店公關小姐作樂等情事，亦屬違反採購人員倫理準則，雖無法證明與採購案得標與否有直接關係，也已函請行政經公共工程委員會及所屬機關核依權酌處。（郭芷余╱高雄報導）

國民黨立委羅淑蕾指控台北市長參選人柯文哲昨出具2006年至今逾千筆的Mg149帳戶的私帳收入與支出明細，總幹事姚立明也一一解釋，但針對柯胞妹柯美蘭使用帳戶情形，柯辦與台大葉克膜小組組長蔡壁如說法不同。柯文哲今為市議員參選人謝維洲站台時受訪表示，「錢進進出出，現在問10年前、11年前怎樣，坦白講，這種事講也講不清。」
 
柯文哲強調，所有錢沒有進柯文哲口袋，也沒有柯文哲拿去私用，而柯美蘭也沒有進她的口袋，也沒有拿去私用，沒有進他們兄妹任何一個人的口袋或拿去私用。柯說，「這裡面有些運作，你們帳要這樣抓，我們也沒辦法應付，而且你們怎麼會有我們自己沒有的帳？這才奇怪！」
 
柯文哲表示，「羅淑蕾，妳要指控別人，也要提供原始憑證，做一個會計師不是印幾張A4紙，然後要人家回答，你要拿原始憑證出來，因為我們沒有妳要的資料。」
 
對於羅淑蕾帶人查帳一事，柯文哲表示，幾千筆的帳，哪有辦法去挑，原則很簡單，要來看的人，請帶連勝文的委託書來看，全部給你看；但同樣地，也要求對方比照辦理，連勝文也公布競選經費、所得稅扣繳憑單、財產清單。他說，「我很想知道，你到底在台灣繳了多少稅？」
 
柯文哲說，兩個人的財產申報是差不多，單憑這一點連勝文就不應該選，這是考驗台北市民的智慧。
 
至於連陣營與羅淑蕾切割，柯文哲表示，人家說道亦有道，羅淑蕾不是說自己是PK小組嗎？現在連陣營跟她切割了，所以台北市民都在看，請不要考驗台北市民的智慧。（林修卉／台北報導）

國民黨立委羅淑蕾今早表示要找會計師團隊，到無黨籍台北市長參選人柯文哲競選總部查MG149帳戶，中午約5個人來到柯總部門口，其中有2位民眾先稱自己是熱心的市民，呼應柯競選總部對外宣稱，拜託專業會計師組團來查帳，希望柯辦配合，台聯市議員參選人簡聖哲則質問來者身分，是否為羅淑蕾助理，但這2位民眾不願透露，雙方爆發激烈言語衝突。

今早柯辦傳出羅淑蕾要派人來查帳，嚴陣以待，並由柯辦黨政平台秘書長、民進黨立委李應元，及柯文哲競選總部主任周芳如等人坐鎮，台聯的簡聖哲也到場，在中午11點50分左右，約有5位民眾，來到柯競選總部門口，其中2位民眾念聲明「一群熱心的台北市民們，本其對政治的熱誠(應為忱)，呼應柯文哲競選總部的對外宣稱，拜託專業的會計師們組團，至競選總部查帳，希望柯辦能全力配合，讓台北市民充分了解事實真相，以彰公信。」

簡聖哲則詢問身分，是否代表羅淑蕾，但民眾不願透露，雙方爆發言語衝突，簡更反譏「來的人裡面如果沒有羅的助理，我就退選」。

周芳如雖說歡迎進來，但因現場吵雜，民眾堅稱柯辦應先欣然接受查帳，並沒有入內，羅淑蕾服務處主任盧威隨後才從後方走出來，說「他代表台北市民，希望將聲明遞給柯辦，如果沒人要收，我就回去，因為我今天休假」，接著轉頭就走。媒體追問盧威「羅淑蕾不是要派會計師來嗎？」盧則說會計師今天有來，但多少人來盧威未說明，盧並說擇期再來。李應元表示，柯辦很親切的邀請來客入內，但他們無法出示身分，落荒而逃，他表達遺憾。（張博亭／台北報導）

920來立法院吃辦桌！9月20日晚上六點整，公民監督國會聯盟（公督盟）席開65桌，邀集6百多位期待「改造立法院」的民眾，一起到立法院旁辦桌吃飯！這是台灣民主史上第一次，人民在立法院旁邊辦桌，公督盟將於餐會中推出十道國會改革大菜，分別為：黨團協商透明化、儘速完成國家重大公益性法案、程序委員會不擋案、立法院IVOD轉播無死角、選舉制度改革、推動國會調查權及聽證權、降低罷免及公投門檻、開放各委員會旁聽、預算審查不延宕、設置國會頻道。希望只剩一年半任期的第八屆立法委員能趕快的針對重大法案與國會制度的改革加把勁！

感恩餐會為公督盟每年底最重要的活動之一，已經連續舉辦七年，過去都在室內舉辦，今年為了了延續三月學運的太陽花力量，讓所有關注立法院改革的朋友，再舊地重遊，同時，也為了感謝曾經參與三月學運的學生，特別推出「你出力，我請客」方案，沒想到短短時間就有民眾認養了15桌「學運桌」，希望提供參與者一頓「感恩宴」，目前報名人數已超過150人，仍有許多同學在候補名單中，由此可見，太陽花學運並未消退，國會改革的種子正在發芽。然而，令人感傷的是日前太陽花學運中翻譯組組長陳瑞光，於北宜公路發生車禍，不幸身亡，26歲年輕生命的驟逝，會中我們會對陳瑞光同學表達致意，感念他曾經為台灣民主的奮鬥。

依造往例，公督盟都會發函邀請立法院有席次政黨之黨主席及立法院長王金平出席餐會，這次也聯繫邀請台北市長參選人柯文哲、連勝文、馮光遠與陳永昌等貴賓，希望他們發表國會改革之願景與看法，截至發稿為止，已有民進黨秘書長吳釗燮、台聯黨副秘書長黃光藝、柯文哲、馮光遠及陳永昌允諾到場致詞，公督盟將持續聯繫邀請。本次餐會主持由知名教授與媒體人謝志偉、公督盟副執行長也是恩吉歐社會企業的總經理高茹萍擔任，並將邀請原民歌手以莉．高露、淡水男孩及拷秋勤唱出「改造立法院」的聲音。

為了使大家了解學運中關注議題的後續發展狀況，將邀請黃國昌、賴中強、沃草林祖儀等進行短講，說明目前最新的狀況。而近期投入國會透明化促進協會胡世和（洪舅舅），也將針對「設置國會頻道」工作提出看法。我們期盼藉由餐會，提醒立委能夠認真的把最後一年半任期完成！
