遊騎兵隊林哲瑄改練投手1年，7日他說「我不是那塊料」，林哲瑄希望明年可以回到野手的身分，但他也強調「要尊重球團的決定」。

林哲瑄7日參加NIKE棒球訓練營擔任講師，教導小球員一些外野守備的觀念，他非常開心，林哲瑄表示返台之前已向球團表達明年希望可以回到野手，但球團還沒答覆，所以現在還不知狀況，當然最後還是要尊重球團的決定。

林哲瑄與遊騎兵隊簽2年合約，條件之一就是要改練投手，今年林哲瑄努力去調適自己的心情，在新人聯盟出賽14場，投12.1局，戰績1勝1敗2救援、防禦率5.14。

林哲瑄說過去當野手時，每場比賽都會上場，現在擔任投手，牛棚人數多，有時一個星期只上場1次，多數時間只能在一旁看比賽，這對他來說，相當不習慣，自己調適的並不好。

擔任投手的這一年，林哲瑄勤練變速球，他說「變化球要控的好，真的沒那麼簡單」，林哲瑄體會到自己不是練投的那塊料，因此他希望可再轉回野手，「不要再浪費時間了」。

藍綠「修憲」之議再起，有些修憲提案內容，當然不能說沒有道理。但必須先問的問題是：修憲真的是立法院現在最迫切的事情嗎？

這幾年的立法院，充滿對抗和衝撞，美其名用朝野協商解決爭端，但實際上卻是以協商之名，行分贓之實。為自己前途、利益打拼的「利委」，遠比就事論事、認真問政的「立委」多。立委們恥笑馬總統民調只剩9.2趴，有沒有立委想過，立法院的支持率又有幾趴？

台灣走到經濟發展的十字路口，面對意識形態的無限上綱和朝野政治惡鬥，許多重大法案往往一卡幾個月甚至幾年，立委們還是自我感覺良好，把罵人的手指指向別人，殊不知自己才是真正的亂源。

「內閣制」、「總統制」，「聯立制」、「並立制」，「考試院、監察院要不要保留」的討論都並不新鮮。但歷次的修憲經驗，都只證明一件事：通過的修憲案，永遠是「妥協的結果」而不是「最好的方案」。以目前的立委水準，要怎麼讓人民相信，屆時通過的會是最好的方案，而不是另一個分贓的結果？

立委們再這麼糾纏於修不修憲，最好的結果，是修憲一事無成，但耽誤了其他法案的審理進度。最糟的結果，是修憲真的成功，但內容比前七次修憲更糟糕。無論哪一種情況，恐怕都不是全民所樂見。

世界上的憲法沒有兩部完全相同的，也不存在完美的憲法。憲法的不足，必須靠憲政的運作來補足。「行憲」遠比「修憲」重要，在立委的優先順序上，修憲也絕對排不到前一百名。與其炒作修憲，不如好好思考怎麼行使自己的立委職權，讓自己的存在有價值吧。

戒嚴時期不當叛亂暨匪諜審判案件補償基金會以15年調查及補償過去冤、假、錯案，建立1萬67件卷宗，是國內唯一以受難者「個人」為單位最完整白色恐怖受難者史料，於基金會解散後為文化部今年9月中旬積極爭取所得。

規劃恆溫恆濕專業庫房，積極研擬卷宗對外開放做法的文化部表示，卷宗資料彌足珍貴，文化部所屬人權館籌備處以敬重謹慎態度面對歷史。

1萬多卷宗中有2102個數位word檔方便閱讀，判決書共1270筆。人權館籌備處全面展開資料判讀，逐筆處理其中須依個人資料保護法遮蔽資訊，逐件一一比對與國家發展委員會檔案管理局所存的判決書原件數位檔。

為促進民主深化，加強人權意識，尤其是受難者年事已高，文化部決定一邊整飭、一邊開放。

首批將開放232筆經數位化文字處理判決書，供外界申請閱覽，有助學界、政治受難者團體歷史研究。

文化部表示，人權館籌備處在整飭、逐步開放官方判決書的同時，全力進行政治受難前輩訪談紀錄。兩年來已累積吳昭榮、吳逸民與陳文雄在內250名受難者及家屬口述歷史。

文化部會將官方判決書與被裁判者口述歷史併置，讓歷史對立觀點相互參照。
