【辛啟松／台南報導】民進黨立委陳亭妃接獲爆料，指269旅政戰主任陳毅銘在洪仲丘死亡後，曾經打電話交代禁閉室人員，把洪仲丘送醫前41分鐘影帶銷毀，藉以推卸相關人員「消極」搶救洪仲丘的責任。陳亭妃要求軍檢處，立刻調出陳毅銘的手機通聯記錄，並把消失的影帶再送調查局還原，釐清是誰在最後一刻把洪仲丘推下地獄。

陳亭妃說，洪仲丘被關進禁閉室時，軍方不但不給水，連洪舉手表達身體不適，戒護士還以為洪在「裝死」，這段過程，全部都在「被刪除的關鍵41分鐘影帶」內。這段影片之所以不翼而飛，就是陳毅銘下令要機房阿兵哥刪除，刪除的時候，正好是洪仲丘往生的隔天；陳毅銘還不斷打電話問他的長官，問他上電視表現如何。送醫的影像內容是裡面的士官慢慢摸，雖拿了個處理傷口的急救箱，但根本沒有用，一拖再拖，才會拖出人命。

【綜合報導】陸軍542旅下士洪仲丘枉死，總統馬英九上午再度表示，他對洪案相當痛心及遺憾，除了7月15日已要求國防部徹底調查真相，還被害人及家屬一個公道外，昨天他也要國防部成立專案小組，通盤檢討相關制度的運作及成效，遏止濫權狀況，馬強調，希望藉這個機會、這個事件痛切檢討、儘速改正，重拾人民對國軍的信心。

【李定宇／新北報導】新北市貢寮海洋音樂祭原訂本月10至14日舉辦，不料遇蘇力颱風攪局，活動僅舉辦1天就被迫延期，新北市觀光局日前宣布海祭將於明天再度展開，原訂最後一天壓軸的蘇打綠則提前至明天登場。
 
因應海祭帶來的人潮，新北市交通局表示，明天台北到福隆白天加開4個班次，福隆回台北晚間加開5個班次，每個班次約可載運1千人，旅程約1個小時。另外，往宜蘭方向的火車將增加6個班次加停福隆站，往台北方向也有5個班次加停福隆站，以利疏運人潮。

【科技組／台北報導】台積電（2330）公布第2季財報，合併營收1558.9億元，稅後純益518.1億元，每股純益2元，略優於預期。

台積電第2季季增17.4%，稅後純益及每股盈餘則均增加30.9%。第2季毛利率為49%，營業利益率為37%，稅後純益率33.2%。第2季28奈米製程出貨佔台積公司晶圓銷售收入的29%；40/45奈米營收佔21%。

一名新華社記者王文志昨在微博實名揭發，華潤董事長宋林涉嫌勾結山西「煤炭大王」張新明，以總額約500億元台幣天價收購一批煤礦與設施，聯手詐騙國家資金。王文志今接受中國媒體訪問時表示，自己有100％的把握，證明在華潤收購案中，華潤高管存有相當大的問題。

王文志說，華潤違反許多規定，至少是瀆職，希望有關單位盡快調查，讓真相水落石出。王稱在實名舉報前曾考慮到自己有遭遇迫害的可能，但他說：「要做正義的事情，我不怕。」

【綜合報導】中央氣象局指出，輕颱西馬隆移動速度快，強度也逐漸減弱，預計上午11時30分解除海上警報，提醒東半部及南部地區防雨，不排除有局部大豪雨。

氣象局表示，西馬隆朝中國廣東方向前進，暴風圈恐掃澎湖、金門等地，籲提防強風及大雨；恆春及澎湖可能出現長浪，避免海上活動；台東、花蓮山區及恆春地區須防大豪雨。
