誰將接任伯南克主席職務，可能影響到投資人所擁有或積欠的每樣東西的價值，甚至是美元本身的價值。除了目前擔任Fed副主席的葉倫外，前財政部長桑默斯近來亦是新聞中，有意角逐此一寶座的候選人。

桑默斯的最大資產，是他聰明過人。他最大的負債則可能是，他了解這一點，而且還要讓別人也知道。

毫無疑問，他一定希望在生涯規劃表上的「Fed主席」一欄打上鉤。屆時，他將會有魄力推動不受歡迎的政策。畢竟，Fed的角色就是搞砸事情，在投資人對經濟展望感到良好時，做出掃興的行為。

但是桑默斯，儘管聰明又關係良好，卻不是貨幣政策的專家。他的博士論文，寫的是稅率政策。事實上，他的政策是由政治思維所主導，而非經濟理論。大多人會同意，桑默斯是一位高度政治化的人物。而這正是關鍵所在：做為一位Fed主席，應該與政治切割。

每位總統在提名Fed主席時，可能總會讓政治扮演一份角色。但今日情況下，桑默斯可能需要考慮自己的角色：目前，他可與歐巴馬總統自由接觸，這在白宮的訪客日誌上，可供證明。一旦他成為Fed主席，他將必須展現克制與政治互動。

此外，桑默斯自己說過，在面臨今日挑戰的情況下，貨幣政策的衝擊其實有限，財政政策才是展現行動的地方。我們不得不說，桑默斯目前的角色，對政策的影響，遠超過由他擔任Fed主席所能造成的影響。

台南市警察局第一分局針對4日下午於龍山活動中心事件之說明 刊登發佈日期：2013/8/5 下午 11:29:30｜最後修改日期：2013/8/5 下午 11:29:30 一、8月4日下午民進黨蘇主席及賴市長連袂出席在龍山活動中心舉行服貿衝擊座談會，台 南市鐵路地下化自救會成員十餘人穿著印有標語的T恤在會場外舉白布條表達意見，後因天 熱，部分成員在會議工作人員協助下，進入會場旁聽，並未干擾議程進行，過程平和順 利。 二、就在會議結束，蘇主席及賴市長分別與出席人士握手感謝準備離場時，突然有位年輕 人站上椅子，作勢要撲向蘇主席及賴市長，市府維安人員基於秩序的維護與首長的保護， 以最小必要的身體接觸將其自椅子上拉下，因重心不穩跌至地面。事後該名成大零二社團 張同學堅持提告，台南市政府東門派出所請其先至醫院擦藥再回警局作筆錄，張同學表示 不願前往醫院，遂直接至派出所製作筆錄，並於晚間6時50分許由成大馮主任教官及自救會 蘇會長自派出所接往用餐。 三、台南市政府警察局聲明如下： 1.張同學並非當天會議受邀出席人員，且未與自救會成員在一起表達意見，故現場維安人 員並未特別留意。 2.會議結束散場時一片喧嘩，張同學突如其來站上椅子作勢撲向蘇主席及賴市長的舉動， 維安同仁基於對首長安全的保護，將其自椅子上拉下，是勤務的標準作業程序與必要的身 體接觸，並未逾越執法界限。 3.因張同學堅持提告，轄區負責派出所建議先接往醫院檢視是否受傷並擦藥，為張同學拒 絕。經派出所同仁檢視除身體並無明顯擦傷或其他傷害，張同學也拒絕就醫。 4.對於維安的執法，賴市長與民進黨執政六縣市首長已於日前發表聲明要求警察同仁，必 須堅守依法行政的界限，不能逾越、不能過當，並在7月31日的治安會報再次向警察首長們 要求下達此一指示，務期基層同仁都能清楚市府政策。對於昨日發生的意外，本局必須聲 明，維安同仁依標準勤務作業程序執法，並未逾越界限，對於張同學的堅持提告與拒絕就 醫，本局充分尊重，並完成法定的程序(受理及製作筆錄)，將依法送地檢署續辦。 http://0rz.tw/rOLUn -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 140.113.12.31 ※ 編輯: robeant 來自: 140.113.12.31 (08/06 00:42)

《匯市》日圓勁升！相對於美元、歐元狂漲逾1%

日圓相對於美元、歐元7日因市場普遍預期日本央行(BOJ)8日將不會宣佈提高貨幣刺激規模而走升。嘉實XQ全球贏家系統的報價顯示，截至7日紐約匯市尾盤為止美元兌日圓重貶1.37%至96.38、連續第4個交易日走貶；盤中最低點96.29創6月20日以來新低。歐元兌日圓重貶1.13%至128.53；盤中最低點128.37創7月10日以來新低。

根據彭博社的調查，25位受訪經濟學家一致預期BOJ 8日將不會宣佈提高貨幣刺激規模。此外，經濟學家普遍預期日本6月經常帳盈餘將達4,000億日圓。

日本經濟新聞報導，本月迄今東京匯市美元兌日圓平均日成交金額為100億美元左右，較6月下滑30%。報導指出，7月份日本公債(JGB)期貨每日平均交易口數為21,000口、創2008年12月以來新低。

歐元兌美元7日升值0.26%至1.3340；盤中最高點1.3345創6月19日以來新高。德國6月工業生產月增2.4%、遠優於彭博社調查的0.3%增幅。此外，信評機構惠譽(Fitch)重申德國「AAA」評等展望為「穩定」。

林杰樑么兒為亡父更衣　小臉磨蹭父頰惹人淚

【綜合報導】今天是父親節，俠客醫師、林口長庚醫院臨床毒物科主任林杰樑全家往年都會在今天拍攝全家福照，今年缺席，其長子林泓楨昨受訪表示，他與母親已哭了好幾回，但弟弟林浩楨卻異常冷靜，沒有哭，也變得沉默，令人擔心。

林妻譚敦慈說，浩楨最喜歡黏著爸爸，平常帶浩楨去接林杰樑下班時，就衝上前熊抱，她都提醒兒動作輕一點，浩楨卻撒嬌說：「無尾熊離不開大樹！」

林杰樑病逝當天，么兒親手幫爸爸換衣服，頭靠著父親臉頰磨蹭，父子親情讓在場家屬、醫護淚崩。

台日漁業談判　馬英九：擱置爭議而非主權

【何孟奎／台北報導】馬英九總統今天表示，去年的台日漁業談判對台灣漁民來說是令人振奮的消息，短短不到4個月時間漁獲量增加了，爭議變少了；他強調，這項談判不是拿釣魚台主權換漁權，「是擱置爭議，不是擱置主權」。

馬英九上午出席「2013年和平論壇」開幕式致詞時指出，中華民國在去年今天提出東海和平倡議，這項倡議符合各國核心利益，因為東海沿岸國家或地區，會因東海情勢不穩定而受害；一旦東海情勢和平穩定，周邊國家或地區一定會因此受益。

MLB首位黑人球員雕像遭噴漆　警方展開調查

【綜合報導】美國大聯盟史上第一位黑人球員羅賓森（Jackie Robinson）豎立在紐約科尼島MCU球場外的雕像，近日被發現遭受破壞，當地警方已展開調查。
 
MCU球場所屬的小聯盟布魯克林氣旋隊（Brooklyn Cyclones，隸屬於紐約大都會隊）公關主任表示，7日球隊準備進入練球時，發現雕像被噴漆塗鴉，球隊馬上報警並進行清理，警方已調閱附近的監視錄影帶。
 
這座雕像上站著羅賓森與「皮威瑞斯」（Harold Peter Henry 的暱稱Pee Wee Reese），兩人同是當時布魯克林道奇隊的隊友，羅賓森的背號42號也在1972年於道奇隊退役。從2004年開始，大聯盟將每年的4月15日定為「羅賓森日」，紀念這位極具代表性的黑人球星。

管碧玲：楊念祖值得期待　故不揭發剽竊

【綜合報導】楊念祖因著作剽竊請辭國防部長，對此民進黨立委管碧玲表示，當初認為楊念祖是未有戰略能力的文人部長，值得給他機會，所以決定不以揭發。

民進黨立委管碧玲今天在《蘋果日報》論壇版發表《我為何對楊念祖手下留情》一文中表示，楊念祖因能掌握國安全戰略的知識架構，且能從政治互信、經濟互動、中國和平崛起與運用軟實力的手腕等完整架構，洞察中國對台的威脅行動，對他印象深刻；也曾因國民黨阻擋軍購預算，直言批評馬英九「缺乏領導力」，還因馬總統的大膽用人，感到欣慰。

管碧玲表示，楊念祖這六天任期，也沒令她失望。在《軍審法》的審議過程中，應該以「大家長」身分去和未軍事體制的他，反而從頭到尾不置一辭，管碧玲更認為他是一位勇於貫徹理念的部長。只是在軍審法案通過當天，楊念祖也去職了。

管碧玲認為，楊念祖的下台，證明總統對任命文人部長，沒理想也沒堅持。也證明楊念祖能否為國防革新施展抱負，完全依賴馬、江有無共同價值、願不願意信任力挺。更進一步證實，革新是對當前政府的錯誤期待。
