【劉曉霞／台北報導】總太地產副總經理賴博文透露，下半年新推案將會以台中市南區的推案，以及「總太明日」、「總太青境」、「總太悅來」餘屋為主。

賴博文說，下半年台中市南區的推案預定10月、11月推出，預定推出130~150戶，以40~70坪左右的中大坪數為主，主攻首購和換屋族，每坪開價約40~50萬元。

活絡國內股市，中央銀行推動外資在台借款投資台股，為避免資金移作他用，中央銀行限定，外資以股票為擔保品向國內金融機構借款時，資金只能用在台股現貨投資，且僅能買入股票作多、不能放空。

央行指出，外資向銀行借錢投資台股，須以股票為擔保品，該專戶僅限投資「台股現貨」，意即不能用來投資期貨等其他商品，駁斥央行政策恐成為「外資放空台股與期貨銀彈」的說法。

央行外匯局副局長顏輝煌表示，「外資以股票為擔保品，融資得到的款項會直接匯入帳戶，所以只能拿借來的錢去買股票，不能作為融券放空之用」，不能另外匯入款項清償借款，必須賣股還款後匯出。

央行指出，推動這項業務好處多多，除可降低外資匯率風險外，也可活絡股市、擴大新台幣授信業務，並減輕新台幣匯率波動幅度。

【綜合報導】日本近日出現了一批「撐傘男」，因忍受不住酷熱天氣，顧不得情面，撐傘擋一擋熱烈的陽光。不少男生擔心别人目光，但原來女生受訪時都表示不介意。

日本2009年已推出男士太陽傘系列。除了一貫的深藍色和黑色，今年還推出了格仔花紋等，吸引不少男士選購。有商店表示今年的銷售額是去年的134%，主要是40歲的男性購買。一名撐傘已經兩年的62歲伯伯表示，剛開始都會怕別人閒，但現在已成習慣。

日本政府環境省都勸告男士們撐傘抗炎熱，能減輕2成中暑不適。

動保處副處長吳名彬說，12日接獲左鎮區澄山里居民通報，在院子發現一隻鼬獾屍體，防疫人員帶回送驗，昨被發現染狂犬病。該戶還養了4隻狗，雖無法確定是否曾被鼬獾咬傷，但為了保險起見，動保處已替這4隻狗打了疫苗，每日派遣獸醫追蹤，尚未出現狂犬病相關症狀。

他表示，台南市陸續送驗蝙蝠、松鼠、棕簑貓、白鼻心等野生動物，結果都是陰性，僅剩11日在左鎮區岡林里發現的1隻鼬獾檢驗報告還沒出爐；為了建立防疫線，動保處在山區打了兩輪共上萬劑疫苗，明天起將展開第3輪巡迴注射。

台南大學最近在校園周邊豎立告示牌，禁止民眾餵食或攜帶犬貓進入；成功大學則替校園內的流浪狗施打狂犬病疫苗，並呼籲學生別亂餵食，以免引來更多流浪狗。

英國BBC一個晨間節目，播出蚊子專題時，請主持人親身實驗，看蚊子比較喜歡吸誰的血，女主持人露意絲明欽(Louise Minchin)將手伸入滿是蚊子的箱子中時，不小心將封條整個撕開，整箱的蚊子頓時蜂湧而出。
 
發現自己闖禍的女主持人，笑到眼淚都流出來，男主持人則半開玩笑地說「誰有帶防蚊液？」化解尷尬氣氛，另一個攝影棚的主持人則是作勢揮趕蚊子，現場笑聲不斷，一場無心之過，倒是讓主持人充分展現幽默。

國民黨中央委員 今改選

〔記者施曉光／台北報導〕國民黨四年改選一次的中央委員，今天將由一千多位全國黨代表票選產生，由於兼任黨主席的馬英九總統執政聲望低迷，這次馬依黨章授權提名的二百一十位中央委員候選名單，當選率有多少，將是外界觀察指標。

雖然國民黨競選公約明定七月二十日十九全黨代表（中央委員、中常委選舉選舉人）產生之後，候選人不得私辦或不可以參加私辦黨代表聯誼活動，也不能送禮，馬英九在中常會也多次強調嚴禁請客吃飯、送禮，但這些現象並沒有消失。

據指出，在最近兩週，許多具有公職或黨職身分的中央委員、中常委參選人，仍以公職或黨職身分舉辦聯誼餐敘，還有人以公職身分作東宴賀轄內十九全黨代表當選人，遊走黨規邊緣。

此外，過去大攤的拉票餐會雖然沒有，但中、小型餐會仍然相當普遍，像某位中南部水利會會長，日前還為一位從台北南下拉票的重量級參選人，在自家豪宅內設宴，並找來當地四十多位黨代表吃飯，除了拉票，也展現個人實力。

【王智勇／台南報導】台南市政府舉辦的馬沙溝音樂節今晚在台南馬沙溝海水浴場開唱，現場湧入17000名觀眾，把海灘廣場擠到水洩不通，一位台南民眾說，「台南突然變的好搖滾！」

【綜合報導】中國維權人士郭飛雄的姐姐楊茂平，昨日向媒體證實，郭飛雄（本名楊茂東）被當局正式刑事拘留。

楊茂平昨日收到廣州市公安局天河分局的通知書，稱楊茂東已於2013年8月8日晚11點被刑拘，罪名是涉嫌「聚眾擾亂公共場所秩序罪」。

郭飛雄的律師隨牧青向《國際先驅論壇報》表示，中國當局加緊了對中國異議人士的打壓，郭飛雄只是其中之一。他認為郭飛雄此次被逮捕的直接原因，是他參與了今年初《南方周末》的維權活動。

郭飛雄自2003年起，多次參與中國維權活動。2005年他為廣東番禺太石村罷免村官提供法律諮詢，遭到當地公安局刑事拘留，並進行了長達59天的絕食抗爭。

之後，他因參加各種維權活動屢遭拘押和毆打，其中在2007年被廣州市天河法院以「非法經營」罪判處5年徒刑。2011年，郭飛雄出獄後繼續從事維權活動，並在2012年介入廣東烏坎選舉，以及參與李旺陽死亡真相調查等。

今年1月，《南方周末》事件爆發，郭飛雄參與了南周大門外的街頭抗爭活動，並發表政治演說。

今年3月，他與中國多名民主維權人士，發起敦促全國人大批准《公民權利和政治權利國際公約》的公民連署運動。

【綜合報導】中國江蘇有家長日前表示，女兒所在小學的校車，竟然在暑假期間客串做靈車，母女倆親眼看見校車將1名跳樓身亡的女子運走，而女童看了之後直呼「以後不敢坐校車了」。

當地教育單位表示，這輛「靈車校車」是學校外包的車輛，和學校的租約已滿，新學期開始這輛車子不會再當作校車，但未來會要求校車不能參加類似的運輸活動。
