 【廖珮君／台北報導】美國量化寬鬆政策（QE）退場時機浮現，投資市場變化多端，壽險業者建議，民眾可掌握3招檢視手上的投資型保單，首先觀察保單所連結的基金標的表現，再和其他同類型基金做比較，最後設停利停損點，避免投資型保單績效受到影響。
 
第一金人壽總經理林元輝說，投資型保單和傳統保單不同，投資型保單的保單價值準備金會受到所連結的投資標的影響，若是投資標的長期持續虧損，可能會影響到投資型保單的保障部位。
 
他說，若手上有投資型保單的民眾，除定期檢視投資標的績效，也要留意重大經濟事件，例如美國QE政策、日本經濟走向等，都需適時了解可能造成的影響，適時調整投資標的配置。

【陳方瑩／南投報導】南投縣魚池鄉公所「2013日月潭紅茶文化季」將於下週登場，今年首創舉辦「熱氣球賞日月潭、紅茶嚐鮮月」活動，今天清晨6時，在向山遊客中心廣場熱汽球第一次升空，為紅茶季暖身，色彩鮮豔的熱汽球緩緩上升約50公尺空中，徜徉在青山綠水之間，俯瞰向山遊客中心及部分日月潭水域，遊客石淑玉說「很棒的體驗！」。

業者謝佳洲表示，月底前總共有4個熱汽球進駐日月潭，將提供120人次免費給鄉內國中、小學弱勢學童搭乘，從空中鳥瞰家鄉的美麗景觀。

（路透華盛頓5日電）美國防部長黑格（ChuckHagel）告訴國會議員，有限度的軍事打擊敘利亞，所需經費約數千萬美元，但依照過去經驗，實際金額可能遠高於此，達10億美元之譜。

美軍發動戰爭，通常是以發射每枚120至150萬美元的戰斧飛彈與匿蹤B-2轟炸機投擲炸彈揭開序幕。這種轟炸機每趟可飛18小時，每小時成本6萬美元。

懲敘利亞 美恐付出十億美元

戰略暨預算評估中心（Center for Strategic andBudgetary Assessments）國防預算分析家哈里森（Todd Harrison）說：「我聽到黑格提出數千萬美元的數字，我好驚訝。這簡直是低價攬客嘛。」 哈里森說，黑格可能是指國防部在9月30日2013年會計年度結束之前，攻擊敘利亞的可能支出。 攻敘經費大部分會用在補充彈藥，10月1日2014年會計年度開始之後，才需要求國會撥給經費。 哈里森說，國防部可能向國會提出作戰資金要求以支付彈藥費用，這部分不受目前預算支出限制。 哈里森說：「如果納入補充彈藥的費用，攻擊敘利亞的行動可能需要花費5億至10億美元之間，端視他們攻擊的目標有多少個。」 美國2011年攻擊利比亞前領袖格達費時，海軍發射221枚戰斧飛彈。 如果美軍這次針對敘利亞的行動也發射數量相當的戰斧，費用可能超過1億美元。 哈里森說，而且美國航空母艦「尼米茲號」結束阿拉伯海的任務後，原本要輪調回國。如果尼米茲號率領的戰艦群繼續留在地中海東部，可能就會超出預算。他還說，如果要展開軍事行動，就可能需要追加預算。

美國海軍軍令部長葛林奈特（Jonathan Greenert）說，航艦戰鬥群例行巡航任務每週需要2500萬美元經費，如果投入戰爭，每週經費可能增加到4000萬美元。中央社（翻譯）

【綜合報導】立法院爆監聽關說風暴，經建會前副主委張景森今在個人臉書po文指出，DPP如有高層涉及司法關說，應該主動去調查了解，並依情節輕重，給予合理的處理，給社會一個交待；同時立即提案修法，杜絕政治人物的司法關說。
 
張也說，對KMT的政爭，加油添醋煽風點火可以不必了，這對DPP少有加分，尤其切忌選邊，至少不能選錯邊，「怎麼看王金平，都不像會是正確的一邊」。
 
對國會議長被監聽一事，張認為，應該立即提案成立立院的調查委員會，就過去幾年一般老百姓被違法或濫權監聽的事件，詳細調查，並修法嚴懲違法濫權監聽的行為，「老百姓被監聼是很可憐，但立委被監聽是對政府監督不周的報應，這點要分清楚」。

【綜合報導】韓國一個醫美電視節目《Let美人》最近爆紅，因為一名18歲的中國「戽斗」少女經過韓國整型醫師巧手，竟然變成連自己父母都認不出來的芭比娃娃。

【林金聖／台北報導】「2小時3000元、包夜7000元！」新北市1名陳姓男子臉書上認識1名女子，女子跟陳男說：「可以發生進一步關係。」陳男禁不起女子一再色誘，心動下相約在北市八德路1間旅館見面，女子以電話告知第一次見面要先付錢，要陳男到超商購買3000元的「Mycard遊戲點數卡」，隨後又有自稱「豹哥」的男子來電確認陳男身份，並要求陳男先支付小姐「風險金」，陳男先後買了3萬3千元的遊戲點數，仍不見女子出現，才驚覺自己被騙。

不料，歹徒事後還傳簡訊恐嚇「別怪我兄弟的子彈不長眼」、「我會送30萬元當你父母的醫藥費」，陳男心生恐懼下立刻報警處理。警方已展開調查，希望盡速將歹徒繩之以法。

【張博亭／台北報導】一名中年男子突然隨地大小便，還被詐騙集團拐走1500萬元，家人一度懷疑是中邪，經檢查才知他罹患失智症，他的妻子劉慧芳今在一場失智症研討會中難過的說，大家對失智認識不夠，這個病應該要像飯前洗手、飯後漱口的觀念一樣被廣泛宣導。  

台灣失智症協會在這場研討會中指，國人平均每1000人中有6人得失智症，65歲以上更是每百人中約5人患此症，台灣已邁入老年化社會；衛福部護理及健康照護司司長鄧素文今也在現場表示，國人確實應更加重視失智症問題，政府將持續關切。

智利最高法院今天首度承認，在已故皮諾契特（Augusto Pinochet）將軍獨裁統治的1973年至1990年間有「疏失」，但最高法院拒絕向被害者家人道歉。

法新社報導，最高法院院長巴列斯特羅（Ruben Ballesteros）在全院會議後發布聲明說：「我們確信，除了明白承認那個時代發生的嚴重行動和疏失外，無法採取其他態度。」

他說，用現今的眼光來看，「說（最高法院的）司法功能有疏失，清楚明白是對的」。

不到一週就是皮諾契特9月11日軍事政變40周年，數日前智利的全國法官協會向那些尋找失蹤親人、卻遭法院不予理會的人道歉。

智利法院回絕了約5000件被獨裁政權綁架或殺害者親人求助的案件，表示沒有這些人的資料。

當局認為，冷戰時代皮諾契特政權至少要為3200件命案和3.8萬件酷刑負責任。

參與今天最高法院全院會議的最高法院前院長胡伊卡（Milton Juica）告訴記者，會議考慮過道歉，但決定道歉應以更「個人的」形式為之。

智利司法部門沒被皮諾契特接管，當時決定關閉國會、審查媒體的是智利的法院。
