教育團體今天提國教「5反5要」，呼籲會考一試兩用、志願序不扣分。國教署說，志願序盼採群組化，一試兩用待討論。

國教行動聯盟等10多個教育團體今天召開「新部長出新招？今年驚魂未定，明年恐慌又起？」記者會，表達對新部長新主張的憂慮。

教育團體指出，十二年國教今年出現很多白老鼠學生，主要原因包括「志願序扣分」、「先一免再特招再二免」的複雜程序等；若明年特招又考小論文等新的考試方式，恐將造成學生及家長不安。

教育團體因此對十二年國教提出5反5要，包括「反對志願序扣分、反對新設考試項目、反對增設特招門檻、反對多錢比序項目、反對浪費特招缺額」，以及「要一試兩用、要一次分發、要公平鑑別、要各區自主、要資訊透明」。

教育部國教署高中職組副組長蔡志明指出，明年國教的方向仍為「免試為主、特招為輔、一次分發」為原則，免試比率會再和各校溝通，希望達50%以上，志願序希望採群組方式，且分數差異不要太大，作文等其他比序項目則尊重各區決定。

蔡志明表示，明年會致力縮短分發期程，希望能在7月中旬完成；至於特招部分，教育部並未討論過以「小論文」做為單一考科；而會考一試兩用，則需綜整各界意見再討論決定，預定8月底宣布，但明年特招考科傾向比今年減少。

宜蘭三星鄉公所年初委託木工師傅打造完成長8.3公尺、寬3.1公尺、高6.5公尺、重約4.5公噸的亮黃色「搖搖洛克馬」，並於春節期間在休耕農田中展出，成功擔任觀光親善大使，7月16日搬運到基隆海洋廣場展出。

雞籠中元祭林姓宗親會新聞聯絡人、律師林富貴受訪時表示，基隆接連有黃色小鴨、洛克馬掀起一陣黃色旋風，把海洋廣場變得很有氣氛，成為市民休閒聖地，盼市府一鼓作氣，邀請更多公共裝置藝術，例如宜蘭的幾米廣場等接著展出，必能吸引更多人潮。

林富貴說，展出40天約吸引10萬人參觀，林姓宗親會並舉辦8場管樂表演、施放8000顆蓮花燈，每場約有2000人徜徉在海洋廣場，暫時忘卻煩惱，帶給市民小確幸。

林姓宗親會理事長林本源表示，特別感謝宜蘭縣三星鄉同意免費借出洛克馬，40天展期除1天受颱風影響，暫時拆卸，每天吸引不少家長攜家帶眷駐足廣場拍照留念，且只花新台幣20萬元搬運費，成功行銷基隆。

一群車友近10人上午6時也從新北市土城、板橋區出發，騎了兩個多小時特地到基隆欣賞洛克馬；車友楊姓民眾說，看到媒體報導洛克馬，感覺很新奇，決定相約其他車友一同欣賞，順便品嚐廟口美食。(中央社)

歐洲央行有望擴大刺激，連帶帶動美國股市3大指數今早盤走高，道瓊工業指數一度漲逾百點，S&P 500更首度觸及2000點。
 
道瓊工業指數早盤一度上漲0.6%或104點，來到17104點；S&P 500指數盤中漲逾0.5%至2000點，為有史以來首見「2」字頭；納斯達克綜合指數攀高0.6%至4565.76點。

至今S&P 500指數今年漲幅擴至 8.2%，主要由iPhone製造商蘋果、軟體巨擘微軟等成分股助攻。
 
美股在最新新屋銷售數據出爐後仍維持漲勢，商務稍早公布的數據顯示，美國7月新屋銷售意外減少2.4%，折合年率為41.2萬戶，創4個月新低。
 
歐洲央行（European Central Bank，ECB，歐銀）總裁德拉吉（Mario Draghi）上周五表示，若財政政策能扮演更大角色，協同歐銀的貨幣政策，「將有益於整體政策立場，我相信這方面是有空間的」，暗示歐銀可能逕自採取行動、擴大刺激。（于倩若／綜合外電報導）

基隆市27歲張姓男子，昨天晚上張男酒後失控，在家裡大吵大鬧，張男的祖母及表妹上前斥責，張男脾氣大發，跑到廚房內拿了1把菜刀，作勢要砍殺表妹，張男嬸嬸見狀趕緊上前抓住張男的手，一旁的張父隨手扯斷窗簾，從張的背後套住張的脖子，硬生生將張男拉開後全家人聯手制伏，並報警處理，張男辯稱只是想自殺，並不是要砍殺表妹，警方訊後，今天依殺人未遂罪嫌，移送地檢署偵辦後，檢方諭令責付家人領回。（蔡進男／基隆報導）
