烏克蘭單院制國會16日通過法案，賦予亟思叛離的烏國東部頓涅茨克州與盧甘斯克州有限自治權，並特赦當地親俄羅斯武裝分離運動戰士。國會隨後也批准基輔中央政府和歐洲聯盟簽署的《聯繫國協定》，深化烏歐政治合作與經貿往來。

為終止歷時5個月的烏東戰事，「烏克蘭問題三方聯絡小組」（烏克蘭、歐洲合作暨安全組織、俄羅斯）本月5日與頓、盧親俄叛軍簽定和平解決烏東問題議定書，停火與2州享有「特殊地位」，乃和案重點。

頓盧2州有限自治

頓、盧2州總人口近700萬，泰半說俄語，允許其有限自治的《特殊地位法》效期3年，內容包括：12月7日在州境若干地區舉行地方議會選舉；地方自治政府自行組建維安警力並任命司法官；恢復俄語在2州的法定地位，公家機關得以使用；地方自治政府得與鄰接的俄羅斯聯邦行政區「加強睦鄰友好關係」。

參戰雙方刑事免責

配套的特赦法則給予「頓盧事件參與者」刑事免責權，廣及叛軍與政府軍。

烏克蘭總統波洛申科15日表示，這是確保烏克蘭主權與領土完整的良方。但烏國右翼政治勢力抨擊他過於讓步，頓州叛軍自立的「頓涅茨克人民共和國」副總理普爾金16日也不領情，宣稱頓州不擬與基輔當局實行聯邦制，將「全面自治」。頓州戰事15日又起，造成4名平民喪生，停火搖搖欲墜。

至於與歐盟締結的《聯繫國協定》順利獲國會批准，則是基輔當局拉攏親歐右翼的高招。波洛申科甚至強調，這是烏克蘭向加入歐盟邁出的「重要第一步」。

歐烏先後在今年3月21日與6月27日，簽署《聯繫國協定》的政治與經濟部份，後者的關鍵是將烏克蘭納入歐盟單一市場與自由貿易區，烏國無法參與俄羅斯總統普丁力推的「歐亞關稅同盟」。克理姆林宮屢番警告，歐烏自由貿易損害俄經濟利益，並威脅祭出關稅壁壘作為報復。為此，歐烏與俄方本月12日以促進烏克蘭穩定為由，同意將歐烏自貿協議施行推遲至2015年12月31日。

俄方態度仍然強硬

俄羅斯16日宣布，將對遭其兼併的克里米亞進行增兵，以因應所謂烏克蘭危機升高，以及外國在其邊境集結部隊的情勢。這顯示俄方態度仍很強硬。

《CNBC》報導，受新聞報導指出中國央行再推刺激政策影響，原油與其他商品價格上漲，帶動美股指數今日全面上漲作收，道瓊工業指數再創歷史新高。

彭博新聞引用新浪報導指出，中國人民銀行透過「常備借貸便利」向國內五大銀行放款 5000 億人民幣。分析師指出，這就是中國央行在無形之中向市場注入流動性的手段，因此消息一出原油與銅價立刻上漲。

美股投資人則期待明日聯準會維持鴿派寬鬆態度，不急於升息。

聯準會將於台灣時間週四凌晨兩點公布最新利率決策結果，稍後聯準會主席葉倫將召開記者會說明細節。

道瓊工業指數上漲 100.83 點，或 0.59%，收在 17131.97 點。

標普 500 指數上漲 14.85 點，或 0.75%，收在 1998.98 點。

那斯達克指數上漲 33.86 點，或 0.75%，收在 4552.76 點。

芝加哥證券交易所波動率指數下跌 9.21%，收在 12.82 點。

美元指數下跌 0.17%，收在 84.22，盤中最低一度來到 84.00。

霹靂國際多媒體財務長郭宗霖表示，霹靂透過視頻業者大舉進軍對岸，土豆、PPS、搜狐網、愛奇藝、優酷、騰訊、迅雷等十大網站業者合作，非獨家平台授權，網路覆蓋率超過80%。且近日與Youtube合作，擴大線上授權，語言將翻譯成日文、英文，將在廣告上分潤。

霹靂國際多媒體公司今日下午發布說明會，預計10月7日上櫃掛牌，成為國內首家文創業者上市公司。公司股本3.9億元，今年累計前八月合併營收4.45億元，比去年同期成長18%。目前暫定承銷價為150元，預計增資4,388萬元。

談到未來海外版圖，在大陸、歐美、日本的國際營收比例占比，霹靂國際多媒體董事長黃強華說，未來會以大陸地區為主，在網路、影集、電影上都會逐漸布局，至於占比多少仍在規劃中。

另外，今年展出的「霹靂奇幻武俠世界—布袋戲藝術大展」在台北、高雄展出後受到各界關注，甚至吸引海外國家目光，計劃將展出內容授權海外，整展輸出海外展覽，目前在北京、上海、廣州已有商家在接洽中。

遊戲授權也是異業合作的主項目，今年與智冠推出第一款手機遊戲角色授權，並陸續與Line合作「遠的要命的王國」，深受玩家喜愛。會後，被問到要前進大陸市場，是否也會與微信手機合作推出相關遊戲或貼圖，郭宗霖回應，不排除一切的可能，來擴大大陸市場發展。
