根據日本共同社19日報導，吉卜力工作室每個月推出的免費小冊子「熱風」，7月的「修憲」主題，刊登72歲動畫大師宮崎駿撰寫的文章，在日本引發熱烈回響。

宮崎駿表示，自民黨政府計劃修改憲法第九十六條，企圖降低修憲的門檻，做法是詐欺行為，簡直豈有此理，他還批評政府和政黨首腦缺乏歷史觀，令人傻眼，表示這些人沒唸書，只會聽佞臣之言決定方針。宮崎駿還指出，對照憲法第9條的內容，自衛隊的存在實在奇怪。但雖然奇怪，仍舊比改為國防軍要好，他也不諱言表示隨軍慰安婦的問題，日本政府應該鄭重道歉，好好賠償。

《熱風》10日起在日本各大書店免費發放，早早就被搶光，不少民眾反應拿不到刊物，吉卜力緊急在官網上提供下載文章。

【綜合報導】英國一名曾在國防部，IBM和富士通工作的電腦工程師馬克蘭卡斯特，架設詐騙網站，聲稱可幫女學生尋找「贊助商」，提供她們全額獎學金，只要她們願意和「贊助商」陪睡。

申請的女學生都必須先經過蘭卡斯特「驗貨」，他會要求女學生穿上制服，擺出各種性感姿勢讓他拍照，還會要求女學生和他上床，整個過程還用攝影機拍下，並表示越騷的話，獎學金就會越高。

英國新聞媒體第四頻道(Channel Four News)和獨立報紙，合作臥底揭發蘭卡斯特的惡行並蒐證，發現根本沒有所謂的贊助商和獎學金，法官表示多虧有新聞媒體揭發，蘭卡斯特才能被定罪，處16個月有期徒刑。

受騙的少女表示因為想減輕單親媽媽的重擔，才會找上蘭卡斯特。

【綜合報導】桃園縣一名8歲女童，前天下午與3歲弟弟到永安漁港附近玩卻失蹤，家人1小時後找到弟弟，姊姊卻下落不明，直到失蹤18小時後，遺體才在當地一座池塘找到。檢警初步相驗，女童下體和肛門有嚴重撕裂傷，身上有多處瘀青，疑遭性侵後丟進池塘溺斃，檢警已成立專案小組追查。

警方表示，由於女童的3歲弟弟說不清發生了什麼事，所以他和姊姊是怎麼到出事地點，無法陳述。由於女童陳屍位置偏僻，平常很少人知道該處有座池塘，研判兇手有地緣關係，檢警已調閱當地監視器畫面全面過濾追查。

【綜合報導】美國前情報人員史諾登(Edward Snowden)在本月16日向俄羅斯申請難民庇護，史諾登的律師表示，現在史諾登想全力留在俄羅斯，因此開始努力學俄文，還有人向他介紹工作。

據了解，目前史諾登不打算去其他地方，希望留在俄國。而史諾登在本月16日向俄羅斯申請為期12個月的可續期難民身份，在提出申請7日後，他就可以離開機場過境區，在俄羅斯自由活動。

【王玉樹╱台北報導】家扶中心在台北市第一家「愛心待用商店」昨在景美「南京豆漿蔥燒餅」揭幕，店家每天提供6份免費早餐、不限金額上限給家境欠佳的孩童。老闆娘陳秀梅是南投921地震災民，北上開店13年，雖然生意不是很好，卻仍堅持做愛心，只希望「不要再有挨餓的小孩」。

盼更多店家加入

南台北家扶中心督導潘惠珍說，國外餐廳提供待用愛心餐行之有年，主要是由顧客捐款留在店家，由餐廳提供免費餐點給貧困有需要的民眾。家扶的愛心待用商店計劃，由店家自願參與，免去捐款徵信問題。南京豆漿蔥燒餅是台北首家參與店家，盼有更多店家加入。
南京豆漿蔥燒餅老闆娘陳秀梅是澎湖人，老公則是南投人，他們是921地震受災戶，為了生活北上開豆漿店，育有一名升國一的兒子，聽到家扶提議毫不考慮答應，陳秀梅說：「每個父母都希望小孩吃飽。」
陳秀梅說，生意並不頂好，還欠房東3個月房租12萬多元，但每月都提供免費餐點給有需要的單位與貧困者，這部分每月負擔2萬元；現設定每天提供6份免費餐，小孩有需要會加碼。
要升國一、現是單親低收戶家庭的芷堂昨點了奶茶、飯糰，她說，媽媽會給幾十元買早餐，有時省錢就不吃，家住附近，以後肚子餓就過來吃。
