【綜合報導】北韓日前為紀念韓戰休戰60周年，進行大閱兵，被中國網友嘲笑為「鵝式步伐」的北韓士兵俄式步操，再度成為焦點。其中，北韓女兵雙腳邁開，踢得高高，完全無懼走光，更是吸引網友目光。有網友笑稱，自己也學習了一下這種步伐，實為減肥良方。

北韓士兵的「鵝式步伐」，向以邊走邊抖動胸脯，高舉旗幟，邁開大步的姿態聞名。有網友指，自己在家偷偷試了，覺得有助減肥。「夏天想減重的妹紙悶可以嘗試一下。不過這麼蹦蹦走路，我的第一反應覺得像是趕屍的！」另一網友看到北韓女兵踢腿踢得高高的步操姿態，則說：「企鵝樣式的銷魂步伐。深深的吸引了我」，「我覺得他們好厲害啊，不甩胳膊還能跳得這麼整齊，厲害！」

金管會主委陳裕璋今天對於外界所關切的第三方支付非銀行業儲值、金融納經濟示範區、金融整併、保險投資不動產等議題表示，經濟發展不應犧牲金融穩定。

外傳陳裕璋卸任後可能出任台灣金控董事長，金管會表示，陳裕璋目前不會接受任何職務。

行政院今天宣布，金融監督管理委員會主委由財政部次長曾銘宗接任。

近期因為第三方支付從事儲值業務、自由經濟示範區納入金融業，金管會與其他部會理念不同，引發外界批評。面對外界質疑，陳裕璋今天透過金管會發新聞稿逐一說明。

有關電子商務業者擬辦理第三方支付業務問題，新聞稿中表示，陳裕璋民國99年間主動修正法令，使網際網路交易平台服務業者得提供信用卡交易款項代收代付服務，並使小型商店及個人賣方能接受買方以信用卡支付款項等。

金管會在確保消費者權益的立場下，提出儲值款項原則在銀行分戶儲存，若電子商務業者不願與銀行合作，金管會也主張對於一定金額下的儲值可給予彈性，以兼顧業者發展與監理的考量。

自由經濟示範區與金融業務開放議題，金管會主張的是全區開放，不希望金融業受到實體區域的限制，經建會最近所提出的構想是全區開放，與金管會主張的金融全區開放式一致的。

為鼓勵國內民眾發揮創意及推動中小企業、微型企業籌資，新聞稿中表示，陳裕璋主動提出「創櫃板」的想法，協助小型或微型企業者取得資金，以落實其創意。

保險業投資不動產報酬率的限制方面，金管會主要考慮報酬率影響價格的決定，報酬率低，顯示保險業購買的價格高於市場行情，造成市場炒作，影響保戶及一般民眾權益。

陳裕璋認為，金融市場穩定，銀行業獲利已創新高，逾放比率則為新低，保險業問題逐步處理中，他的監理理念，經濟發展不應犧牲金融穩定。
