立法院臨時會朝野協商今天決議，兩岸服務貿易協議將由8個委員會聯席審查；馬英九總統接受聯合報系udn tv專訪時表示，他不求服貿協議在臨時會通過，但希望可以先進入委員會，要完成審查，將到立法院下個會期。

立院朝野協商同意，各黨團不提出復議，本周由國民黨內政委員會召委江啟臣先擔任主席，下周則由民進黨內政委員會召委李俊俋擔任主席，7月31日召開公聽會，也就是說，服貿協議已確定無法在本次臨時會通過，下會期續審。

馬總統強調，服貿協議並非一定要這次臨時會全部處理完畢，時間上確實不夠，但一定要負責的態度來審查，不要講一些非事實的話。

立法院自今天開始舉行第二次臨時會，預計處理兩岸服務貿易協議，國、民兩黨一早也都舉行黨團大會討論因應，並在黨團大會後舉行朝野協商；立法院外則抗議不斷，還數度爆發衝突。

已在立法院外連續抗議數日的反黑箱服貿聯盟，由數個本土社團組成，今天清晨5時在召集人蔡丁貴的率領下，80多名抗議民眾衝進立法院靜坐，占據立法院前廣場，直到7時左右才遭警方驅離，但警民拉扯中，部分民眾受傷，蔡丁貴也因為中暑，躺在立法院電動鐵門的軌道上，場面僵持。

勞工團體等組成的反黑箱服貿民主陣線緊接著在另一側大門舉行記者會，並演出行動劇，批評政府對服貿協議的宣傳是迴避與膨風。另外，電影候鳥來的季節導演李志薔也在記者會上表示，台灣過去因為開放電影產業，導致好萊塢與台灣本土電影的比例是99比1，在WTO體制下，法國可以援引文化例外原則，限制開放好萊塢電影的幅度，韓國也因為如此，造就了韓國電影的發展，他說，希望政府不要在規劃與程序都不足的情況下，「硬要推著大家往下走」。

【綜合報導】黑龍江哈爾賓市一名女子被一隻小於5公分的蜱蟲咬傷後，突然發高燒，她的家人原以為她只是普通肺炎，可是送到了醫院才發現是患上「森林腦炎」（forest encephalitis），這名女子目前已脫離生命危險，但仍然昏迷。

據女子的丈夫表示，她起初被蜱蟲咬傷時並未在意，大概過了近1個月左右突然發起高燒、意識模糊。

醫生表示：「森林腦炎這種病症潛伏期短、發病突然、治愈率較低，而且治愈後也容易有四肢肌肉癱瘓的後遺症。這種病症較多發生在每年5至7月，如不慎被咬後不要硬扯，應用香煙等炙烤蟲體，防止蟲頭斷後留在人體內，並應立即到醫院求診。」

【陳俐妏╱台北報導】市場聚焦NAND Flash（儲存型快閃記憶體）價格後市，摩根士丹利證券表示，全球記憶體價格可能不會再走揚，考量各大廠資本支出開出，未來價格將有下跌風險，調降明年DRAM和NAND平均產品價格6%、9%，台廠較青睞力成。
 
摩根士丹利證券分析，供應成長顯示出未來1~2年議價能力已有限，但供應增溫，需求僅溫和成長下，因此摩根士丹利證券團隊調降2014年DRAM平均產品單價6%至0.72美元，也調降NAND平均產品價格9%至0.47美元。記憶體合約價格很快就達高峰，價格隨後將衰退，恐引發獲利風險。
 
在相關各廠後市，摩根士丹利證券將海力士(SK Hynix)降至減碼，給予三星和東芝(Toshiba)持平評等。而台廠部分，考量布局記憶體，較青睞力成(6239)，給予華邦電(2344)減碼，持平看群聯(8299)。

【綜合報導】今天上午10時許，國道5號雪山隧道往宜蘭方向出口處，1輛小貨車疑超載「倒頭栽」，貨車上的米酒散落一地，駕駛沒有大礙，但副駕駛受傷送醫後也無大礙。

《壹電視》報導，警方接獲通報後請坪林行控中心封閉內側車道管制，半小時後狀況排除，所幸駕駛並無大礙，副駕駛右手有撕裂傷，送醫後已無大礙。

高雄市田寮區遭犬隻咬死的鼬獾確診為狂犬病陽性，高雄市長陳菊今晚決議緊急採購3萬劑動物疫苗等4項因應措施。

陳菊晚間邀集副市長劉世芳、衛生局、環保局及農業局主管召開緊急會議，啟動狂犬病防疫相關機制。

會中決議包括，動支第二預備金或災害準備金辦理緊急採購3萬劑犬貓狂犬病疫苗，供農業局於山區和郊區優先巡迴施打。

農業局與高市獸醫師公會協商，請公會協助相關動物狂犬病防疫工作。

若民眾被動物咬傷擔憂感染風險，衛生局應協助民眾至衛生福利部旗山醫院、高雄市立小港及聯合醫院由醫師評估是否需要施打人類狂犬病疫苗。

為做好鼠類疾病控制及維護環境，環保局立即釋出現存約21公噸的滅鼠藥，明天開始透過各區公所分發，供有需要民眾索取。

另外，高市農業局說，昨天送檢的大樹區白鼻心、三民區錢鼠屍體，已確定沒有感染狂犬病，請市民做好防疫準備，不要恐慌。
