（健康醫療網／郭庚儒報導）罹患中風的患者，常因無法控制膀胱導致尿失禁，必須穿戴紙尿褲，但有許多不方便，如笨重、量大易外滲、穿戴不方便，以及尿騷味等問題。台安醫院心臟外科醫師袁明琦有感於父親的尿失禁困擾，以氧氣罩為發想，研發出攜帶方便、可隨時排尿、無異味的「男性集尿器」。
「不能自由排尿是尿失禁患者永遠的痛！」袁明琦表示，高齡79歲的父親因小腦萎縮無法控制膀胱而患有頻尿、尿失禁的困擾，變得不愛出門、心情也非常低落，父親曾說「兒子，你不是醫師嗎？為什麼不能幫我解決上廁所的問題？」在父親的一句話下，歷經3年的努力，袁明琦反覆改模、測試，終於研發出可輕鬆排尿的集尿器，讓父親可以如願參加孫女的畢業典禮、看完一場舞台劇，再也不擔心尿失禁了。
袁明琦說，據統計，50歲以上的中老年人常見攝護腺肥大、膀胱有感染、結石、腫瘤等問題，導致排尿發生障礙，出現排尿斷斷續續、尿不乾淨、尿量不多卻有尿意、夜間小便多次，以及急迫性尿失禁等，雖然成人紙尿褲可以解決漏尿的問題，但同時會產生皮膚炎、濕疹、身體有異味，而影響社交活動。
袁明琦進一步說，穿戴式的男性集尿器則可解決紙尿褲的許多不便，如可輕巧隨身攜戴，不必脫衣褲；隨時隨地排尿，不需更換場所；量大不外漏，可重覆使用；隨時清洗，無異味，另外也兼具便宜和環保等優點。
袁明琦舉例，一片成人紙尿褲重量約160公克，加上尿液頗有重量，而男性集尿器僅約60公克，尿液可集中後倒出；成人紙尿褲一片約25元，尿失禁患者一天約需4至5片，一個月花費將近4000元，而男性集尿器約1880元，可重覆清潔使用，依使用情形約1至2個月更換一次。
未來袁明琦也將研發女性的集尿設備，但因女性生理構造與男性不同，還需時間研究。

司改會籲 全面改革軍法系統
〔記者項程鎮／台北報導〕民間司改會昨天發布新聞稿，呼籲全面改革軍事司法系統，若暫不全面廢除軍事司法體系，至少應將「非戰時」的軍法案件，全部移由一般司法機關。
司改會認為，軍檢偵結洪仲丘案，輿情大譁，執政黨、行政院與國防部為息眾怒，僅止於極小幅度範圍內，假意改革「軍事審判法」，彰顯執政者「頭痛醫頭、腳痛醫腳」的毛病，有「以拖待變」嫌疑。
司改會認為，民眾不信任軍法，肇因於軍法的制度性問題，軍法機關的審、檢不分，軍事檢察官與法官均由國防部主管，喪失司法系統「獨立、公正」的基本功能，無視司法院大法官釋字四三六號曾對軍法案所做相關釋憲意旨，八十八年修正的「軍事審判法」，也沒有一步到位把軍法系統全面回歸到一般司法系統。
以洪案為例，司改會認為在封閉又講究軍階服從的軍事體系中，軍事檢察官多是尉級、至多校級軍官，如何獨立指揮辦案？甚至調查起訴比他們更高層級的軍官？制度設計不良，除使軍事檢察官、法官容易受到壓力無法獨立，也注定讓軍法公正性備受質疑。

| 智原上半年每股稅前盈餘1.18元

【蕭文康／台北報導】IC設計代工服務廠智原科技（3035）公布自結上半年獲利，其中，第2季單季每股稅前盈餘0.59元，上半年稅前盈餘4.8億元，年減17%，每股稅前盈餘約1.18元。
由於智原受到韓國大客戶需求減弱衝擊，第2季合併營收17.72億元，較上季減3.05%，第2季稅前盈餘2.42億元，較第1季成長約2.05%，每股稅前盈餘約0.59元。
