| 印尼軍法公信遭疑 改革呼聲起

（中央社記者周永捷雅加達特稿）印尼軍方人員涉嫌謀殺、綁架等犯罪時有所聞，但軍事法庭往往輕判，凸顯軍隊管理問題，人權組織呼籲，將罪刑嚴重的官士兵交一般司法系統審理。
今年3月底，11名蒙面的軍方特種部隊官兵持AK-47步槍闖入日惹斯勒曼（Sleman）的西邦崗監獄，以近乎處決的方式槍殺4名囚犯。
經調查，犯案官兵坦承替被殺的同袍報仇，願接受司法制裁。檢方起訴3帶頭者12年有期徒刑，其他共犯則求處8至10年不等的有期徒刑。
這起案件凸顯印尼軍隊改革成效不彰，人權組織呼籲修改法律，使犯重罪的軍人移送一般司法系統審理。
印尼「失蹤人員及暴力受害者委員會」成員哈里斯（Haris Azhar）向「紐約時報」（The New YorkTimes）表示，軍事法庭是一間暗室，公眾和受害者無法進入，民眾不能依賴軍事法庭，因為它不能依法處理人權案例。
澳州國立大學學者米次納（Marcus Mietzner）說，這起監獄襲擊事件凸顯印尼軍方長期存在免罪文化，因為軍事法庭對軍隊士兵幾乎沒有威懾力。
事實上，印尼前國防部長蘇達索諾（JuwonoSudarsono）2009年曾和國會協商，允許軍警聯合調查軍方涉及重大犯罪的官士兵，並使一般司法和軍法系統結合。因印尼警方反對，此案無疾而終。
布魯塞爾研究機構國際危機組織（InternationalCrisis Group）顧問瓊斯（Sidney Jones）指出，檢視迄今軍人涉及謀殺的案件中，實際上很少判刑超過4年刑期以上的案例。
特種部隊成員闖監行凶的案件再度喚起印尼社會要求改革軍法系統的聲浪，只是對於向來倚重軍方維持政局穩定的印尼政府而言，這一步可能還要等上一段時間。1020807

涉凌虐洪仲丘致死的何江忠等三人日前交保，軍檢不服提出抗告，高等軍事法院今天裁定抗告成功，將案件發回審理，最快在下午重開羈押庭。
原在押的被告時任542旅副旅長何江忠、連長徐信正、上士范佐憲，1日經軍事法院裁定，分別以30萬、25萬、20萬交保，3人均限制出境。
軍檢署不服交保裁定，在5日提出抗告，將相關件證送達最高軍事法院，今天裁定抗告成功，目前已經聯絡何江忠三人及其律師，最快將在下午重開羈押庭。
【聯合晚報╱記者鄭國樑／即時報導】洪仲丘死亡案，軍檢專案小組抗告副旅長何江忠等3人交保，最高軍事法院今天中午裁定發回重審，軍檢抗告成功。高等軍事法院已著手重開羈押訊問庭事宜。
檢方在抗告時透露新事證，包括7月初，被告曾集合進行中證，另外，范佐憲1日交保後，3日晚約10點曾進入原部隊542旅，該部隊是案發地點，范有事能接觸和案情有關的人或事，確實有羈的必要。
洪案移審軍法院後，高等軍事法院1日開羈押訊問庭，並裁定原本在押的何江忠和原542旅連長徐信正、上士范佐憲交保，檢方隨即向最高軍事法院遞狀抗告，今天中午裁定發回重審，抗告成功。

「猴抓妹」陳維芊4月21日被控夜店偷竊，包含現金新台幣2000多元及智慧型手機，北檢今(7)日偵結，依竊盜罪嫌起訴陳。友人得知消息後直呼不可能！還透露陳經濟能力不錯，且上月底才至歐洲展開長達兩個月的旅行，光機票費就不只那些錢。
友人透露陳維芊平時就愛上夜店，且還常常喝醉搞丟手機或包包，且因陳的經濟能力不錯，不認為她會去偷取包包、手機或幾千元的現金。而陳在檢方偵辦期間表示，當天喝醉不小心拿錯，但檢察官檢視監視器畫面，認為她不像喝醉，且手機sim卡不見，手機還被reset，認定她有竊盜犯意。

（中央社東京7日綜合外電報導）日本內閣官房長官菅義偉今天表示，政府必須支持福島核電廠營運商東京電力公司（Tepco），防止輻射汙水增加與外洩。
菅義偉在例行記者會表示，當東電致力遏止受汙染的地下水洩入海洋，「日本必須站出來支持東電」。
政府是否會拿納稅人的錢支援東電，經濟產業省沒有證實。
東電正採取各種措施阻止輻射汙水洩入太平洋。原子能規制廳官員本週表示，汙水問題非常「緊迫」，也呼籲採取更多行動，避免汙水流入海洋。
東電7月首度坦承，福島核電廠輻射汙水一度外洩到太平洋，震撼日本漁民和觀光業。東電表示，已遏止汙水外洩問題，也否認廠區地下水再度洩入大海，不過許多專家對此說法持疑。
目前不清楚海洋受汙染程度，東電預估，過去兩年可能有高達40兆貝克的放射性元素「氚」（tritium）流入大海。東電說，這個數量低於法定上限，不過比正常營運時高出許多。
氚是一種水溶性元素，可能影響DNA，危險性據信低於銫（cesium）或鍶（strontium）。
美聯社報導，福島核電廠汙水量每日增加400噸。東電希望未來兩年增加汙水設施的蓄水量。
負責監管東電改革委員會的克雷恩（Dale Klein）說：「我認為未來2至3年，汙水管理將成為東電的最大挑戰。」
曾服務於美國核子管理委員會（NRC）的克雷恩也說，考量可能的電力短缺、汙水外洩和其他「不確定因素」，「未來可能發生更多意想不到的事情」。（譯者：中央社張詠晴）1020807
