前民進黨主席蔡英文提出舉行國是會議後，又主張先以停建核四為前提，才能舉行國是會議。馬英九總統在飛往美國專機上表示，他也覺得蠻奇怪的，本來對方沒有這個意思，應該是後來受到某些人影響才這樣。核四是否停建，應該是議題，而不是前提，只要不預設條件，大家什麼問題都可以談，但如果大家在見面前，都要設前提，會就可能不容易舉行，因為前提太多了。

馬總統「賀誼專案」昨天出發，媒體記者發現馬總統剛剪頭髮，他說，他在總統府工作七年，第一次到總統府理髮廳理髮，也藉機了解一下，美髮師怕不怕兩岸服務貿易協議，理髮師表示他們有固定的顧客，並未感到害怕。

馬總統說，陸資來台投資美容美髮業，投資標的應是大旅舍、大酒店，不會有人因此失業，因為大陸投資者也要雇用台灣本地人。

對於台灣某些政治人物建議馬總統應取消出訪，馬總統說，如果認為只有國內重要、外交不重要，等到問題發生時，真是補救都來不及，況且外交工作非常重要，我們在許多國際場合，也需要這些國家協助。

馬總統說，當我們平均GDP超過兩萬美元，更有國際援助義務，我們不是去撒錢發錢，是真正幫他們的忙。政府的「活路外交」是「正派外交」，希望扮演好新興工業國家應有的對外援助責任，同時鞏固邦交，讓中華民國尊嚴地在國際社會存在。

這次出訪後，中華民國23邦交國，馬總統僅剩西非聖多美普林西比未曾去過。他說，出訪不是湊數字，業精於勤荒於嬉、勤能補拙，邦交國常常跑，常連絡就會有感情。國際關係相當程度繫於人際關係，如果他做了八年總統，邦交國都不去一趟，也沒辦法交待。

中國外匯交易中心今天公布人民幣兌美元匯率中間價為6.1665元兌1美元，較前一交易日小幅升值3個基點（0.0003）。這是人民幣匯率連續第6天升值。

新華社報導，中國大陸7月份通貨膨脹溫和，投資增速、銀行信貸等數據表現平穩。延續上週升值情勢，在本週首個交易日，人民幣兌美元匯率中間價連續第6天升值。

中國人民銀行授權中國外匯交易中心公布，8月12日銀行間外匯市場人民幣匯率中間價為：1美元兌人民幣6.1665元，1歐元兌人民幣8.2215元，100日圓兌人民幣6.4030元，1港元兌人民幣0.79512元，1英鎊兌人民幣9.5645元，1澳幣兌人民幣5.6620元。

前一交易日，人民幣兌美元匯率中間價報6.1668元。
